Know the Law Boarding Preparations You've been stopped by the local marine patrol for a routine equipment check. According to your recent Courtesy Marine Exam, you are carrying all required and recommended equipment. But, do you know what else marine officers are likely to check? Numbering and Registration Just as you wouldn't drive your car without a license plate, current sticker, and registration, your boat must be properly numbered, stickered, and your registration on board. Boat numbers must be affixed on both bows with three inch contrasting letters, with spaces or hyphens between numerals and letters, as: MD 1234 AB or MD-1234-AB. This is a Federal and State requirement. Also, the State requires a current sticker immediately after or before the boat numbers on the port side. Many boaters like to carry their boat papers on a floating key ring handle so they will always have them close at hand. (Click on state numbering thumbnail for better view) Your vessel will also have (if manufactured since 1972) a Hull Identification Number which is the serial number of your vessel. This number is usually located on the upper right portion of the vessels' transom. This number indicates the boat manufacturer, its serial number, and the month and year of production. This number is used to register the boat, and to identify an individual boat.

Maryland Boating Regulations
Maryland revised their state boating laws in early 2001. American Whitewater commented on the proposed changes to these rules in early 2000 and all of our comments were incorporated in the new regulations! This is particularly satisfying to all of our volunteers and regional coordinators who have worked with the state over the past several years to increase river safety and communications between boaters, river managers, and rescue personnel.
The new regulations have dropped the requirement for boaters to register before running Great Falls of the Potomac. The old regulation that required registration was 08.18.01.08(f), which now references "Voluntary Registration of Commercial White Water Outfitters and Guides" instead. Maryland State Regulations area available online at the Division of State Documents, Code of Maryland Regulations (COMAR) web site at: constmail.gov.state.md.us/comar/dsd_web/default.htm
Note that river "recreation" is banned at both Great Falls and Little Falls, but that fishermen and boaters with life jackets are still allowed to use the Potomac river under 08.06.01.02(B)(2).

BOATING REGULATIONS BOAT NUMBERING According to state law, boat identification numbers comprise the letters "SD" followed by a group of three numbers, which are then followed by two letters. The owner must permanently and securely display the numbers on each side of the forward part of the motorboat so that the numbers are clearly visible and readable at a distance of 100 feet on a clear day, without the aid of a magnifying device, when the motorboat is in the water. The numbers displayed must be a plain block design, upper case and measure at least 3 inches in height. The numbers must be a color that contrasts with the color of the vessel and be placed to read from left to right. There is no fixed formula for what constitutes contrasting colors, but blue on black, black on blue, brown on black, black on dark red, etc., are not contrasting to the degree that they can be clearly read from 100 feet. The choices need to be dark letters on light colored boats or light letters on dark boats. In addition, a space equal to one letter or number must be left between the letters "SD" and the group of three numbers and the final group of letters. Annual or three-year number validation decals must be displayed adjacent to the numbers on motorized vessels or on each side of the forward part of the vessel on non-motorized vessels and must be readily visible. No numbers or letters other than the assigned identification numbers may appear on the forward part of the vessel.

Save a personal copy of this article and quickly find it again with Furl.net. It's free! Save it. The week of May 19-25 has been designated as National Safe Boating Week. The theme this year is "Boat Smart from the Start. Wear Your Life Jacket." With summer almost here, this is a timely reminder for camps across the country, but there are other safety and risk management issues involving boating. Let's look at ways to reduce power boating risks (many of these issues will also apply to other boating programs). Many campers participate in boating activities safely each summer. However, boating accidents do occur, and while most are minor, some result in serious injury and property damage. Boating, like driving a camp van, is an activity where staff must be vigilant and ready for anything.
