INTRODUCTION
A comprehensive needs assessment is the critical first step a coalition or organization must take in order to develop an effective and successful underage drinking prevention effort. This "Community How To Guide on Needs Assessment and Strategic Planning," details the elements of a needs assessment. Beginning with data, the booklet walks the reader through the process organizations must follow to obtain all the information they will need to determine the exact causes of underage drinking and the appropriate solutions to those problems. To make the process easier, this booklet includes a sample data checklist that communities can use to determine what types of data are currently available and what data the community believes they will need to be effective in the future. Sample surveys are also available along with instructions for conducting a focus or discussion group with key members of the community. In addition, this booklet describes the other needed elements including a review of current laws, regulations, policies and procedures governing underage drinking and a review of what is currently occurring in a community with respect to underage drinking prevention. Sample questionnaires in the areas of prevention, education, enforcement and media are included in the Appendix #1 so communities can quickly begin their assessment.

Law enforcement primed to enforce King County Bicycle Helmet Law Saturday, May 15, 2004
nd community partners came together for a "Ticket to Safety" event to stress bike helmet education and enforcement, given the expanded bike helmet regulations for Seattle and King County. King County Executive Ron Sims urges residents to enjoy local bike trails and always wear bike helmets "King County is home to extensive bike trails, many avid bicyclists and bicycle clubs, and numerous recreational cyclists like myself," said King County Executive Ron Sims. "Let's enjoy this great activity to the fullest, and this means always wearing a helmet." In King County from 1997 to 2001, over 850 people required hospitalization for bicycle-related crashes, and an additional 24 people died. Head injuries account for 60% of bicycle-related deaths.

Lorne is a blading instructor (certified Level 1,2,3 /Masters, and Examiner) with the International Inline Skating Association. Ho also is a former director of the local Volunteer Skate Patrols. Lorne was the first IISA instructor to acquire 4 masters certifications (Racing, Fitness, Freestyle, and Skate-to Ski for teaching downhill skiing). In addition to general in-line and street skating skills, Lorne also specializes in hill skills, utilizing his background as a certified levels 1-3 ski instructor and level 1 and 2 snowboard instructor, all of which he teaches through the LM Blade, Board and Ski School. GENERAL INFORMATION
Aikahi School serves over 600 students from the Aikahi area and the Kaneohe Marine Corps Base Hawaii. In 1990 our school was named a National Blue Ribbon School and was one of eight schools in the nation cited for excellence in the teaching of geography. Aikahi School also serves as the center for hearing impaired students in the Windward District. Redbook Magazine recognized Aikahi with an "Overall School of Excellence" award in 1993. This was followed by the "Best of State" award in 1995. The Moanalua Gardens Foundation and the Outdoor Circle announced Aikahi as the recipient of the “Hawaii Needs Care” award for the 1995-96 school year. The award was based on the school's effort to increase student awareness and responsibility toward saving our islands' natural resources. The Hawaii Alliance for Art awarded Aikahi School the Arts Excellence in Education Award for 1997. The school also received the State's Blue Ribbon Award for 1998-99. Student progress is reported quarterly to parents by way of report cards and conferences. Additional conferences may be initiated at the request of parents or teachers. Such conferences are encouraged whenever parents and teachers feel they will be beneficial to a child's progress.

The 97th Air Mobility Wing at Altus earned the System of Cooperation Among the Air Forces of the Americas Flight Safety Award. This award is presented for outstanding flight safety achievements in an Air Force organization involved in operations other than tactical fighter, attack or reconnaissance operations.
Altus aircrews were tops. For example, last year, wing instructor pilots trained more than 2,100 students, flying 25,500 hours in a challenging training environment, with no Class A ($1 million or more worth of damage) or Class B (between $200,000 and $1 million) flight mishaps.
The 97th AMW also flew numerous global operational missions for Air Mobility Command in support of real-world requirements. The organizational commitment to proactive accident prevention principles and a superior flight safety program mitigated the hazards of the challenging operating environment.
