Jarrett The need to establish an effective, broad-based Association to monitor, discuss and share information in support of the growth and development of shipping in the Caribbean was accepted in the 1960s when shipping interests realized that there was much to learn and emulate from the initiatives and strategies employed in neighbouring Caribbean territories to solve similar problems. Specifically, the revolutionary achievements by the Shipping Association of Jamaica (SAJ) in successfully negotiating with hostile unions for the mechanization of the Port of Kingston started a process where port interests across the Caribbean met to exchange ideas. Trinidad, Barbados and Bermuda were experiencing similar problems with their trade unions and delegations from the national shipping associations of these countries visited Jamaica within a short time of each other to discuss and learn from the achievements of the Shipping Association of Jamaica. These discussions forged a relationship between these national associations and in 1969 representatives from five national associations met in Port of Spain for an informal meeting to discuss labour contracts, labour practices and other problems affecting the shipping industry. The meeting was so useful, the group decided to meet again in six months.

    History
    The Origins: 1980-1987 The emergence of PLEA and the sequence of successful international PLEA conferences grew out of the synergetic series of two Expert Group Meetings commissioned by the US Department of Energy and organized by Bowen to initiate the federal passive cooling program in the USA in 1980. The first Group Meeting of fifteen invited foreign experts and three Americans had heavy double assignments of regional monographs plus specialist topic papers. A similar assignment for the second meeting of fifteen American experts also held in Miami, Florida added to this substantial body of existing knowledge to be shared. Unfortunately, the proceedings of these impressive interchanges were never published. In retrospect, the first PLEA conference held on an idyllic island in the middle of the Atlantic was like a surprise party - well known international names were associated with faces and personalities. There was the mutual discovery of global kindred spirits. At Crete in 1983, PLEA became introspective with enthusiastic discussions, not just about eco-techniques but also about self-organization and prospects for continuity. At Mexico City in 1984 these prospects were confirmed with over 1000 participants. Support by SEDUE and INFONAVIT assured a substantial attendance and venue. With both English and Spanish in simultaneous translation and several volumes of Proceedings published in both languages, the theme of "Eco-techniques Applied to Housing" was discussed long into the nights, and the impact lasted many years.

    On the evening of January 8, 1787 several dozen members of the Provincial Grand Lodge of Bengal celebrated St. Johns Day, one of Masonrys most important festivals, at the Harmonic Tavern, øthe handsomest house in Calcutta.Ó As with their counterparts in England and America on such occasions, members drank toasts, indulged in good natured horseplay and swapped stories. Among the celebrants was the newly appointed Governor General of India, Lord Charles Cornwallis. Although famous for his decisive defeat by George Washington at Yorktown in 1781, Cornwalliss most enduring legacy would emerge from the reforms he would promulgate during his period as a colonial administrator in India. Among the several Masons that sent their regrets at not being able to attend the St. Johns Day festivities in Calcutta that evening was the øGovernor of Chinsurah, Brother Titsingh.Ó This was Isaac Titsingh, the Dutch East India Company director who had previously been stationed at Deshima in Japan and Batavia (Jakarta) and would subsequently become Dutch ambassador to the Imperial Court in Beijing.

    Clarendon Bursaries
    Eligibility: These awards are open to students entering a new course of study at Oxford in October 2006 who are liable to pay fees at the overseas rate. They are tenable in any subject area for study towards taught or research Master's degrees or for the DPhil. Number and value of awards: About 100 awards will be available, mostly providing partial funding although some full awards may be made. Some awards may be offered in association with particular colleges. Other information: The aim of the scheme is to enable outstanding candidates who have been accepted for admission to the University to take up their places. The financial circumstances of candidates will be taken into account in determining the level of awards. Application procedure: You should complete the funding sections of the graduate admissions form. Some subject areas require or recommend Clarendon applicants to apply for admission in the first or second gathered field. You should therefore check the requirements of your faculty or department in the relevant subject entry of this prospectus. No candidates applying for admission later than the third gathered field can be considered for these bursaries.
