GOVERNMENT AND POLITICAL CONDITIONS
Bermuda is the oldest self-governing overseas territory in the British Commonwealth. Its 1968 constitution provides the island with formal responsibility for internal self-government, while the British Government retains responsibility for external affairs, defense, and security. The Bermudian Government is consulted on any international negotiations affecting the territory. Bermuda participates, through British delegations, in the UN and some of its specialized and related agencies.
Government Structure
Queen Elizabeth II is head of state and is represented in Bermuda by a governor, whom she appoints. Internally, Bermuda has a parliamentary system of government.
The premier is head of government and leader of the majority party in the House of Assembly. The cabinet is composed of ministers selected by the premier from among members of the House of Assembly and the Senate. The 36-member House is elected from 36 electoral districts (one representative from each district) for a term not to exceed 5 years. The Senate, or reviewing house, serves concurrently with the House and has 11 membersfive appointed by the governor in consultation with the premier, three by the opposition leader, and three at the governor's discretion.

Bermuda INTRODUCTION Government
Bermuda's first official governor, Richard Moore, arrives in 1612, aboard the "Plough". He represents the Virginia Company. In 1815 Parliament convenes for the first time in Hamilton , meeting in the Town Hall on Front Street until 1826, at which time it moves to the Sessions House on Parliament Hill, its location ever since. In 1834 "An Act to repeal the laws exclusively applicable to free black and free coloured persons, and to extend to them the laws applicable to white persons, and to fix the qualifications for jurors, voters and the electors and candidates for certain offices and places of trust" is passed. The law includes provisions which increase the property ownership requirement for voters and candidates in General Elections, the purpose behind the increase being to retain political control of the colony in the hands of the wealthier Whites. The increase in property qualifications also applies to voters and candidates in municipal elections. In 1874 open voting is abolished with the introduction of the secret ballot. And in 1883 Mr. William H.T. Joell, elected as one of the four members of

The PLP’s Bases Deal: The PLP Government has surely made one of the most expensive mistakes in Bermuda’s history by allowing the US Government to walk away from the $65+ million environmental mess left behind on their military bases here, for a one-time payment of $11 million for the cancellation of US responsibility for Longbird Bridge.
It is a mistake the United Bermuda Party feels is going to cost Bermuda taxpayers dearly.
The $65 million clean-up figure is the total given in the official JA Jones cost estimate for “Remediating The Environment And Eliminating Public Safety Hazards at the Former US Military Bases” report for the Bermuda Government, submitted in May, 1997. JA Jones is a well-respected US Navy contractor that had previously done work on the cost of remediation at other US bases. No attempt has been made to adjust the figure to allow for today’s undoubtedly higher costs.
“Really, the Government has given every Bermudian family of four a bill of $6,000 to pay for the environmental clean-up,” says Party Leader Grant Gibbons.
