Monitoring the Island's Most Precious Resources
Dr. Kent Simmons explains the importance of protecting Bermuda's pristine natural environments. Since the first group of visiting scientists and students arrived at Flatts Inlet in 1903, BBSR has been exploring the natural environment of Bermuda. It has provided a wealth of information to help ensure that this mid-Atlantic jewel is protected. While BBSR is well known for its global contributions, for example to global climate change and acid precipitation studies, it has also made important contributions to Bermuda itself through its role in addressing local environmental quality issues. When the board and staff met in 1987 to discuss research and educational goals leading up to BBSR's centennial year in 2003, BBSR had already provided decades of research on Bermuda's inshore environment. By then, it was arguably among the most thoroughly studied island environments in the world, but there was (and is) much more to learn about Bermuda's air and water quality, and the critical marine habitats that surround the island. The program that marked the beginning of BBSR's comprehensive research on Bermuda's environment was the Bermuda Inshore Waters Investigation (BIWI) in the 1970s, which was followed by the formation of the Marine and Atmospheric Program. It was at this time that the Bermuda Government began regularly funding scientific work at BBSR.

The first reinsurance company to operate here was American International Reinsurance Company in 1948. And although the formation of the Bermuda Marine Assurance Company had taken place more than a century earlier to insure cargo en route from Bermuda to Philadelphia aboard the sailing ship `Liberty', only within the last twenty years has the insurance industry become a strategic-planning Pit Bull in the international business kennel. It is the leader with 1,487 domiciled here, most of them captives. A captive insurance company, according to the Captive Insurance Company Directory, is "a closely held insurance company whose insurance business is primarily supplied by and controlled by its owners, and in which the original insureds are the principal beneficaries." This captive insurance whirlwind swept across the Atlantic in the early 60s. It was a development put on the local table by Fred Reiss, the founder of Bermuda's first captive insurance company International Risk Management. He brought concepts that found, at first, ground that needed to be watered and fertilized before those notions took root. Posted by The Limey When I first saw the ads promoting the proposed GPS system for taxis a couple of weeks ago, I was surprised. As this is something that’s currently at the centre of an acrimonious dispute between Transport Minister Dr. Ewart Brown and Bermuda’s taxi drivers, I assumed they were being paid for by the companies selling the systems. Apparently not. Last week it emerged that the Government were paying for them , in an advertising campaign whose cost will run to $40,000 Something about this feels vaguely inappropriate. Aside from the conflict of interest inherent in the fact the PLP MP George Scott is the owner of one of the companies selling the GPS system, I don’t really understand why any Government should need to use taxpayers’ money to pay for advertising in the local press. If they have something they need to communicate with the public why not just issue a statement or hold a press conference? The GPS example is only one of many. During the teachers' dispute the Government took out ads explaining their position. And on page 8 of Friday’s Royal Gazette there was a full page advertisement containing the text of a speech Education Minister Terry Lister made at a recent National Training Board dinner. According to the ad, this was done “to inform the public of the Government’s commitment to technical training”, but it was so densely-worded I’d be surprised if more than a handful of extremely bored people read it. Posted by The Limey No one likes to be called a NIMBY (Not In My Back Yard) when it comes to Bermuda’s housing crisis. There’s widespread acceptance that more homes need to be built if there’s to be any hope of reducing the crushing rents here and enabling Bermudians to own the roof under which they live. So the St. David’s residents and their MP objecting to the plans of Bermuda Homes for People to build 200 homes at Southside, are stressing that nimbyism is not the reason for their opposition. I’m not so sure, but they are certainly raising some valid concerns too. The most frequently heard objection is that the development will result in too many people in St. David’s. Resident Wendy Percy said the new plan would add about 2,000 more people to the area. But this seems improbable. Southside is one of the least developed parts of Bermuda. Every time I drive up there I’m struck by how open and desolate the area looks. Physically, at least, there’s plenty of room. The new development certainly isn’t going to add 2,000 people unless there are ten people living in each house, which I somehow doubt. I have more sympathy with concerns about the ability of the infrastructure to support the new residents. One of the arguments made by the parents during their fight to keep a second P1 stream at St. George’s Prep was that the population of the East End is growing faster than elsewhere in Bermuda. Government needs to reassure residents that the schools in the area will be able to cope with the extra children and that no-one will end up having to send their kids to Hamilton. The addition of a new bus or ferry route will probably also be necessary; again, the Government should reassure the residents that this will be forthcoming.

Was it obvious that Island transportation had to be improved, and that a railway was the least disruptive solution, or did the impetus for the Railway come more from outside forces such as the Furness Withy steamship line? Did the British Colonial Office play any role in the decision? Both, is the obvious answer to this question. While the extended argument over trains vs. automobiles (see No Motors, Thank You) was in a way a debate over Bermuda's internal and external interests, many influential Bermudians felt that local and foreign interests coincided in the tourist trade. The effectiveness of lobbying by tourist interests was clear, but tourism was an increasing source of wealth for Bermuda as a whole.
Was any attempt made to raise the needed capital locally, or did all the money come from England? What were the expectations of the investors?

ASBESTOS LITIGATION: Bermuda Government Laments Asbestos Waste Published October 03, 2003 The Bermuda government is struggling in the hopes of getting the UK to take responsibility for the asbestos waste left by the Americans, according to a Royal Gazette report. "We have always made it clear that costs for disposal and associated liabilities rest with the Government of Bermuda," according to a Government House statement. Liability is a major concern for Bermuda if the hundreds of containers filled with the allegedly cancer-causing substance are shipped off the Island for disposal in another country. Royal Gazette reports that Premier Alex Scott said shipping the waste abroad was one of the options and that some countries had the technology to receive it and dispose of it or store it safely. The Government, however, is very much aware that Bermuda could possibly be held liable if something goes wrong and the Island's asbestos causes massive health problems elsewhere. Premier Scott said it could be argued that Britain holds legal responsibility for the asbestos since Bermuda is a colony and Britain negotiated the start and conclusion of the United States bases agreement. It may take legal action to establish that argument. Government House said that the Bermuda Government knew well that Britain would not be accepting any liability. Britain will pay for consultants to conduct a review of the problem and make recommendations, the statement from Governor Sir John Vereker's office said. Asbestos health risks have been widely know for years and tens of thousands of legal claims for asbestos related diseases have been filed and settled costing firms in the United States alone hundreds of millions of dollars. In response to a local Government request about a month ago, a search for the consultants who will carry out Bermuda's asbestos study is underway and the review will cover topics such as international regulations, health risks and the thorny issue of liability, the Government House statement said, "The Government of Bermuda knows the British Government position perfectly well. Britain is prepared to help, but we've always made it clear that Bermuda is responsible for its disposal." Britain sees no moral responsibility either. Much of the Island's asbestos waste was inherited from the United States which handed over its former Baselands here in March last year without agreeing to clean up any toxic waste. The UK had negotiated the termination of the lease of the Baselands. "The (termination) agreement was negotiated under an entrustment to us from the Government of Bermuda. And they were content," said Government House. The Devonshire, Bermuda, native tallied seven goals for his home nation in World Cup qualifying in 2004 to become the first professional athlete to earn the honor. Nusum, who completed his Paladin career in 2001 as Furman's all-time leader in goals (65) and career points (161) before being drafted by Major League Soccer's Columbus Crew, is currently a member of the Philadelphia KiXX of the Major Indoor Soccer League.
