On July 24, 2003, the Progressive Labour Party (PLP) again defeated the United Bermuda Party (UBP) , this time by 22 seats to 14. Jennifer Smith was deposed as Premier, replaced by the Hon. W Alexander Scott JP, MP with Dr. the Hon. Ewart Brown JP, MP as Deputy Premier. Hon. W. Bermuda Government
Bermuda is a British Overseas Territory with a high degree of internal self-government. The official head of state is the Queen, who appoints a Governor to represent her in Bermuda. The Governor is responsible for the police, external affairs, internal security and defence. The current Governor, Sir John Vereker, has held office since April 2002. The House of Assembly consists of 36 members elected by eligible voters in a general election (held at least every 5 years). The leader of the political party winning the most seats in the House of Assembly is appointed Premier and is asked by the Governor to form a government (i.e. Cabinet). The largest minority political party becomes the Opposition with its own Leader and Shadow Cabinet. The Senate has 11 members; 5 of whom are appointed by the Governor on advice of the Premier, 3 by the Leader of the Opposition, and 3 by the Governor. To become law, legislation must be passed by the House of Assembly and approved by the Senate and Governor. There are two major political parties in Bermuda; the United Bermuda Party (UBP) and the Progressive Labour Party (PLP). The PLP won the most recent elections held in July 2003. The current Premier is William Alexander Scott.

The Bermuda Government is to take a significant step forward on E Government when it launches its E Government Portal at Easter. The Portal project, which started in the autumn last year, is a staged initiative which will, perhaps in only two years, see all Government services and information availably electronically through a single web-site. The first phase of the Portal will see all current Government information, publications and documents located in a single site ( http://www.gov.bm ) searchable and navigable by citizens, businesses and visitors alike. Subsequent phases will see existing and new Departmental applications integrated on to the Portal, such as the existing E Tax application (for paying pay-roll tax) and the imminent TCD web-enabled appointment booking facility. Subsequent phase of the Portal will also allow personalization for all Bermuda citizens showing us what we want to see (for example sports listings) at a particular time and also reminding us when our bikes need to be licensed or land tax paid! Indeed, we hope the Portal will become part of the fabric of our society.
