Englishman Harold Parfitt founded the first Scout Troop for British boys, belonging to the British colony in that city. Belgians observing the troop's activities also took an interest in Scouting and soon Belgium Scouting began. Boy Scouts of Belgium (BSB) was founded on December 23, 1910. The first all-Belgium troop was founded in Brussels. They used the British badges, rules and uniforms. This association was open to all boys. As early as 1911 the B.S.B. founded a Girl Guide or Girl Scout troop but World War II and the German occupation hampered their development, so the founding of G.G.B. was not until December 17, 1919. Used British badges, rules and uniforms. Belgium was again occupied by the Germans during World War II (1940-1944). Scouting was banned by the Nazi’s. Scouting resumed after the liberation in the spring of 1944. B.S.B. and G.G.B. merged into one organization in July 1945. Each section remained separate, that is, there were no mixed groups until well into the 1980's.

Belgian History Belgium - History Belgium's history begins with the Roman invasion, several decades before the birth of Christ. Indeed, Julius Caesar records that the Belgae , a conglomeration of the Gallo-Celtic tribes, fought with great valour against his forces in 58 B.C. Belgium's location in the very centre of Europe has given the country a very strategic importance with the result that it has been fought over for generations and ruled at one time or another by almost all of its neighbours from Spain to the Netherlands.

Following are the most significant moments in Belgian History:
1st millennium BC Celtic tribes settle in western Europe. 58 BC The Belgae, a conglomeration of Celtic tribes living in the northern part of Gaul, fight with great valour against the forces of Julius Caesar, but are forced to surrender in 58 bc. After 3rd-5th centuries The Franks cross the Rhine and settle in Gaul. Christianity spreads. The Bishop of Cambrai dies in what will later become Brussels. Partition of France. The River Schelde is accepted as the border between Flanders and Wallonia (now a part of Lotharingia). Baldwin, the first count of Flanders, builds a castle at Bruges. The first documented reference to Brussels, then called 'Bruocsella'. 11th and 12th centuries Development of the cloth trade brings economic prosperity to Flanders. The blossoming trade between the Continent and England results in rapid growth of the cities, including Bruges, which becomes the trading centre for goods from Italy, France, Germany and England. Poorly armed Flemish peasants and craftsmen defeat an army of French knights in the Battle of the Golden Spurs at Kortrijk.

A.) Foreign Policy
In 1908, the Congo Free State, heavily indebted to Belgium and criticized because of inhuman treatment of the native population, was annexed, to become BELGIAN CONGO. In 1907 the VENEZUELAN QUESTION (on outstanding Venezuelan debts) was resolved by the South American nation submitting to the decision of the Hague tribunal.
B.) Domestic Policy
The voting rights issue continued to be a hot iron; in 1893 voting was made mandatory. The elections of 1912 were accompanied by riots; the troops sent to reestablish order in certain instances joined the rioteers. In 1913 a strike, in April joined by more than 1 million workers, was held, demanding ewual universal manhood suffrage. Also in 1913, compulsory military service was introduced.
In 1900 retirement insurance was introduced, an insurance against accidents on the job in 1903.
In 1898, a law declared that in case of laws, the French and the Flemish text were to be regarded as equally valid.
In 1892 the Ligue belge du Droit des Femmes (Belgian League for Women's Rights) was established, aiming at achieving women's suffrage. In 1912, JULES DESTREE published an open LETTER TO THE KING, in which he stated that there was a Belgian state, but no Belgian people. The letter marks the beginning of the WALLOON MOVEMENT.
The FLEMISH MOVEMENT long exclusively focussed on the language question. At the turn of the century, Flemish leaders took on social topics. JULIUS MCLEOD pointed out that in Belgium's industry, Flemings were generally offered low-paid jobs, at the bottom of the hierarchy, while the better jobs were given to Walloons - in Wallonia as well as in Flanders (1900). Soon after, under Clovis I (c.466-511), the Merovingians succeeded in pummeling the last of the Romans in Gaul. They held large parts of present day France and Belgium as well as southwestern Germany. Clovis also adopted Christianity, thus gaining the support of the Church. After Clovis' death the Merovingian kingdom began to fragment, and the Frankish lands did not come together under single rule again until the reign of Pepin III (the Short) in 751. Pepin deposed the last of the Merovingians and founded the Carolingian dynasty, which is named after his son Charlemagne. Charlemagne succeeded his father in 768 and ruled for almost a half century, creating during that time an empire that covered nearly all of continental Europe, with the exception of Spain and Scandinavia. In 800, Pope Leo III crowned him Emperor of the West. Although Charlemagne spent much of his reign conquering and subduing various parts of Europe, he also did much to foster commerce and the arts. The beginnings of organized trade along Belgium's rivers was one result of his reign, as was the preservation of classical learning and the arts.

I. THE NAPOLEONIC ERA
The victory of Fleurus, gained by the French army over the Austrian forces, 26 June, 1794, gave to revolutionary France At the beginning of the French rule, which was to last twenty years (1794-1814), religious conditions were not identical in the annexed countries. Religion was deeply rooted in what had formerly been the Austrian Netherlands. They had revolted in 1789 against the reforms of Joseph II, which were inspired by the spirit of sophistry. Jansenism Febronianism , and Josephinism had gained but few partisans there; the University of Louvain was a bulwark of Catholic orthodoxy; even the Vonckist party, which in 1789 had been clamouring for political reforms, showed great respect for religion and had taken as its motto Pro aris et focis The Directory began by enforcing, one after another, the French revolutionary laws concerning monastic orders and public worship in Belgium. Religious houses, except those devoted to teaching or to the care of the sick, were suppressed; it was forbidden to wear an ecclesiastical garb; the clergy were forced to publish a declaration recognizing the people of France as the sovereign authority, and promising submission and obedience to the laws of the Republic; the communes were forbidden to contribute to the expenses of public worship and every external symbol of religion was prohibited. The Belgians stood firm, and the elections of the fifth year having shown an undeniable reaction of public opinion against the revolutionary spirit, the clergy appealed to the Five Hundred (
