Europe BRUSSELS-The Socialist and Liberal members of Belgium's parliament, who have formed a new government, will propose legalizing prostitution. They say that legalization would combat trafficking. (Trafficking opponents say that legalization increases trafficking, and point to the Netherlands, where there are many illegal prostitutes from poor countries.) Legalizing prostitution also would increase revenue for the government, as the prostitutes' earnings would be taxed.

GOVERNMENT Belgium is a hereditary constitutional monarchy. The present King, Albert II, succeeded his brother, King Baudouin, who died July 31, 1993. Albert took the oath of office to become King on August 9, 1993. As titular head of state, the King plays a ceremonial and symbolic role in the nation. His primary political function is to designate a political leader to attempt to form a new cabinet following either an election, the resignation of a government, or a parliamentary vote of no confidence. The King also is seen as playing a symbolic unifying role, representing a common national Belgian identity. The Belgian Parliament consists of a Senate and a House of Representatives (the Chamber). The House has 150 directly elected members. The Senate has 71 members. The executive branch of the government consists of ministers and secretaries of state (junior ministers) drawn from the political parties which form the government coalition. The number of ministers is limited to 15, and they have no seat in Parliament. The Cabinet is chaired by the Prime Minister and consists of the ministerial heads of the executive departments. The allocation of powers between the Parliament and the Cabinet is somewhat similar to the United Statesthe Parliament enacts legislation and appropriates fundsbut the Belgian Parliament does not have the same degree of independent poser that the U.S. Congress has. Members of political parties represented in the government are expected to support all bills presented by the Cabinet.

The Belgium Resistance
The armed Belgium resistance movement effectively based itself in the wooded Ardennes region of the country. Elsewhere in Belgium it spent a great deal of its time gathering intelligence and passing it onto the British. By the end of , ten resistance cells existed in Belgium and by the end of , they operated 25 clandestine transmitters. By the time of D-Day in , the number of transmitters had gone up to 40. British records from 1942 show that 80% of the intelligence gathered by all resistance movements in all occupied countries in that year came from Belgium. In particular, the reports sent through on the placing of German radar was vital to the Allies bombing campaign.
A secret printing press However, there was one weakness in the set-up of the Belgium resistance that SOE ( Special Operations Executive ) had warned them off. The transmitters which sent so much vital intelligence data to Britain were also used to co-ordinate military ventures against the Germans - the destruction of bridges, rail lines etc. SOE recommended that the two should be split with some transmitters being used solely for intelligence transmissions and some being used solely for operational matters. This advice was never heeded and several of the resistance cells were caught as a result - and paid the price.     3,000 jobs threatened at Ford Genk
    After the dramatic closures and the lost jobs in Renault, Sabena, Cockerill and Philips, there is another threat of the loss of several thousands of jobs at Ford Genk.

    The planned shedding of jobs in Genk is part of the international restructuring plans of Ford. The global company wants to cut costs per worker by 10%. Therefore Ford wants to get rid of 35,000 jobs in 8 years in the US and wants to close 5 factories. In Europe, 7,000 jobs will disappear, including 1,700 in Köln, in Germany (production plant of the Fiesta and Fusion) and in Saarlouis (Focus). The main target however is Genk. The crisis in the car sector is having a disastrous affect on the workers of Ford Genk, the factories working for Ford Genk (where another 2,000 jobs are threatened) and the population of the Limburg area around Genk. Furthermore the planned restructuring will cost the community another 100 million euros in 2004. The shareholders and owners of Ford Genk will not be hit by the crisis!
    Ford does not keep its promises
    The Belgium government of Prime Minister Verhofstadt and Vande Lanotte is exploiting the Ford crisis to promote its policy of lowering the cost of labour. They claim that wages and the cost to employ workers are both too high. The situation in Ford however contradicts this argument. In Genk the wage costs is only 7% of the total production costs! Prime Minister Verhofstadt also proposes to provide extra money to allow hazardous shift work to be stepped up. In other words, the government wants to give public money to the bosses to undermine the health of shift workers.

    On 19 april 2005, the Belgian federal goernment has adopted a "water resolution" in which it recognises access to safe water as a human right that should be included in the Belgian constitution. The resolution also calls for a significant increase in development aid for drinking water ans asanitation, taking into account that access and distribution of water remains in public hands and that developing countries should not be pressurised by international financial or the trade institution to liberalise or privatise their water markets. Other elements of the resolution stress user involvement (especially of women), integrated water esources management, strengthening the capacities of central and local government, progressive water tariffs to protect the poort, and the establishment of an international "water court" under the auspices of the UN.
    The adoption of the water resolution is the result of a successful campaign initiated in 2003 by 11.11.11, the Coalition of the Flemish North South Movement in Belgium, which represents some 465 NGOs, unions, movements and solidarity groups. the Coalition was also one of the leader of a consortium of civil society groups that, on World Water Day 2005, called on the European Union (EU) to end its preoccupation with private sector expansion in developing countries and instead support "workable public water delivery options".

    GREEN GROUPS CALL ON BELGIUM GOVERNMENT TO BAN GM CROP
    Experts accept growing modified oilseed rape is harmful for the environment
    Brussels, 28 January 2004: A coalition of environment and nature conservation groups (1) today called on the Belgium Government to ban the commercial growing of a genetically modified (GM) oilseed rape after their expert advisors reported serious concerns about its environmental safety. Recent trials have shown that it would damage wildlife if grown.(2) The Belgium Biosafety Council did not give a positive advice on Bayer´s GM oilseed rape that has been engineered to resist the company´s own herbicide (3). They concluded that negative consequences on biodiversity may not be controlled and that agricultural guidelines for farmers growing the crop are impracticable, unworkable and hard to control. Furthermore, they state that containing the crop will be difficult and that the long-term effects are hard to predict.
    Because German biotech company Bayer has applied for a Europe-wide commercial licence to grow the GM oilseed rape through Belgium, the Belgian Government has to ensure that the application meets EU legislation to protect the environment. Both European and Belgian law outlaws GM crops that may cause damage to the environment.
