By Richard Tyler 20 May 2003 Use this version to print Send this link by email Email the author Jan Fermon, the lawyer acting for the 19 plaintiffs, told the World Socialist Web Site, (See: Interview with Jan Fermon) The lawsuit against Franks details five particular war crimes: the deliberate bombing of civilian neighbourhoods; attacks on the press (in particular the killing of an Al Jazeera journalist); the use of cluster bombs against civilians; the targeting of medical personnel and infrastructure; and not acting to prevent looting. Fermon told Radio Free Liberty Brussels daily Le Soir Fermon told the WSWS The case cites more than a dozen specific incidents violating international law, including: * The deliberate use of firearms and bombing against unarmed civilians. One plaintiff accuses US soldiers of targeting them as they attempted to buy bread on April 15.

    This entry gives the basic form of government. Definitions of the major governmental terms are as follows:
    Anarchy - a condition of lawlessness or political disorder brought about by the absence of governmental authority.
    Commonwealth - a nation, state, or other political entity founded on law and united by a compact of the people for the common good.
    Communism - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people (i.e., a classless society).
    Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.
    Constitutional - a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government.

    Belgium: government recognises water as a human right, more development aid for water
    On 19 April 2005, the Belgian federal government has adopted a "water resolution" in which it recognises access to safe water as a human right that should be included in the Belgian constitution. The resolution also calls for a significant increase in development aid for drinking water and sanitation, taking into account that access and distribution of water remains in public hands and that developing countries should not be pressurised by international financial or trade institutions to liberalise or privatise their water markets. Other elements of the resolution stress user involvement (especially of women), integrated water resources management, strengthening the capacities of central and local government, progressive water tariffs to protect the poor, and the establishment of an international "water court" under the auspices of the UN.  The adoption of the water resolution is the result of a successful campaign initiated in 2003 by 11.11.11, the Coalition of the Flemish North South Movement in Belgium, which represents some 465 NGOs, unions, movements and solidarity groups. The Coalition was also one of the leaders of a consortium of civil society groups that, on World Water Day 2005, called on the European Union (EU) to end its preoccupation with private sector expansion in developing countries and instead support "workable public water delivery options."
