15th July 2004 Mr Administrator, Ministers, Excellencies, Ladies and Gentlemen, 1. I am delighted to attend this ceremony that marks the official publication of the 2004 Human Development Report. We must be grateful for all the work done by UNDP to foster the development of mankind, and to produce such a fine analysis of human progress. I would like to share with you today a few remarks inspired by the Report, and also to give you one or two personal views. 2. What struck me in the report is the fact that UNDP recognises that human development depends on how different cultures, different civilisations, will live peacefully together in almost every society. The success of this endeavour is also a prerequisite for the economic development of the world. The report is therefore right in stating that cultural liberty has to be further pursued through proper multicultural policies as described in the various chapters.

EASTON, Pa.( www.lafayette.edu ), March 10, 2005 — Marquis Scholar (North East, Md.) is experiencing the learning process in unique ways, half a world away. She is one of 13 Lafayette students spending this semester abroad in Brussels, Belgium, in a program led by William Hornfeck , professor of electrical and computer engineering. While studying at Vesalius College, Hannum is studying French, Sociology of Work, art history, and Strength of Materials, the latter of which is taught via satellite by Roger Ruggles , associate professor of civil and environmental engineering. Hannum, a mechanical engineering major, says she enjoys the opportunity to learn outside the classroom. As part of her art history course, she will tour cities including Brussels, Gent, Brugge, and Antwerp, Belgium and Trier, Germany. The course also includes overnight trips to Amsterdam and Paris.

The Kingdom of Belgium is a federal state made up of three Regions and three autonomous Communities, each of which has its own governmental powers. The three Regions, which are responsible for territorial matters, particularly the economy, the environment, housing and employment, are: Flanders Wallonia (which includes the German-speaking Community) and the Brussels Capital Region
The three Communities are: the Flemish Community , the French Community and, the smallest constituent part of the State, the German speaking Community . The powers of these Communities relate to personal matters and range from education to international cultural relations, via language policy, culture and the audiovisual sector, scientific research, youth, occupational training, tourism, etc. In other words, they are the major cultural bodies. There is one exception to this: protection of heritage remains under the jurisdiction of the Regions.

The cultural festival presents a wide variety of programs depicting the political, social, cultural and religious developments in China's Tibet Autonomous Region over the past centuries.
Speaking at the opening ceremony, Elly Plooij-van Gorsel, president of the European Parliament's delegation for relations with the People's Republic of China, highly praised the importance of this cultural event, saying "The European Parliament follows with great interest current political, economic and cultural developments in Tibet."
Recalling her recent visit to China's Tibet Autonomous Region two months ago, she described it as an opportunity enabling her and her colleagues to gain "some further insight into " the different aspects of the rich Tibetan culture.

Situation of the country
The "peaceful anarchism" of Brussels architecture may well be the feature that best characterizes Belgium as a whole. During its history of over 2000 years, the region has almost continuously been occupied by foreign powers: from the Romans to the Spanish, the Austrians, the French, the Dutch and the Germans. This has made the Belgians critical of any form of authority, and laws, rules and regulations are not taken very seriously (tax evasion is one of the national sports). This individualistic, anti-authoritarian attitude is perhaps best exemplified by the famous literary figure of Thyl Uilenspiegel, who mocked the Spanish authorities during the 16th century occupation. The governing of the country is very much complicated by the particular structure with three language communities (Flanders in the North, Wallonia in the South, and a tiny German speaking region in the East), and the multilingual, multicultural and multinational status of Brussels. The language in Wallonia is French. The language in Flanders is Flemish, which is officially the same language as the Dutch which is spoken in Holland. In practice, the differences between Flemish and Dutch (mostly pronunciation, also vocabulary and expressions) are comparable to the differences between British and American English, and are just big enough so that Dutch TV sometimes add subtitles to Flemish spoken movies. Although Brussels is surrounded by Flemish territory, the majority there speaks French. Flanders comprises about 55% of the 10 million of Belgian inhabitants, Brussels 10 % and Wallonia the remaining 35%.
