The Cultural Scene
Belgium draws in the full gamut of international performers to its festivals and venues, but home-grown talent of international standing is still a rarity. Belgian cultural celebrities do not trip off the tongue: they wait to trip you up, to trick, tease and amuse. Tintin, Magritte and Jacques Brel make bizarre, wayward companions, as do Inspector Maigret, Jean-Claude van Damme and Toots Thielemans. These are not so much icons as quirky travelling companions who know their cultural limitations. The relative isolation of such talents reflects the fragmentation of the Belgian arts scene, in turn a result of the linguistic and political splintering of the country. The rival communities are beset by cultural differences which exacerbate artistic tensions. However, in the year 2000, Brussels will take on the mantle European Capital of Culture, and there are optimistic plans to bring the different communities together under one cultural umbrella. The city plans a series of exhibitions, street carnivals and film festivals to celebrate this year in the cultural limelight.
The written word
Literary Belgium has made few waves beyond its borders. Certainly, the country has suffered from the proximity and cultural dominance of the rich French and Dutch literary traditions. Strictly speaking, Belgian literature has no individual identity of its own; in the north, the Flemish-speaking writers look towards the Netherlands while the French speakers in the south look to France. As a result, even famous Belgian writers are often mistaken for French, a misapprehension which wounds national pride. In the past, Walloon writers have tended to be slow in correcting this impression since many considered themselves to be French writers of Belgian origin.

As an author, folklorist, filmmaker and academic administrator, William R. Ferris has compiled a distinguished record of achievement and leadership in the humanities.     Leuven in 2004 Leuven Louvain in French, L¶wen in German) is a municipality located in the Belgian province of Flemish Brabant, of which it is the capital. The municipality comprises the city of Leuven proper and the towns of Heverlee, Kessel-Lo, a part of Korbeek-Lo, Wilsele and Wijgmaal. On January 1st, 2004 Leuven had a total population of 89,777 (44,204 males and 45,573 females). The total area is 56.63 km² which gives a population density of 1,585.27 inhabitants per km². The first known mention of the name Leuven was in 891, as 'Loven'. In the same year, the Vikings were finally defeated near Leuven. Supposedly the red-white-red city flag of Leuven depicts the blood-stained shores of the river Dijle after this battle. Situated at this river, round the stronghold of the feudal "Counts of Louvain" as they are conventionally called, Leuven became a very important center of trade in the 11th century and would remain so until the 14th century. A hint of its former importance as a center of cloth manufacture, is nicely reflected in the name the city lent to a kind of linen cloth, known in late 14-15th-century texts as lewyn (variant spellings:

    CULTURE Festival's play an important part in Belgian life. One of the most famous festivals is the three-day carnival at Binche, near Mons, held just before Lent. During the carnival, noisemaking and dancing are led by "Gilles," men dressed in high, plumed hats and bright costumes.
    Another famous pageant is the Procession of the Holy Blood, held in Brugge in May. December 6 commemorates Saint Nicholas's Day, an important children's holiday.
    Early Belgian artists are credited with inventing oil painting, so it's no wonder the place has produced more than its fair share of masterpieces. The Flemish Primitive Jan van Eyck started it all in the 15th century, Pieter Brueghel followed with his portrayals of peasant life in the 16th century, and Pieter Paul Rubens dominated early 17th century art as the leading light of the Baroque period. In Antwerp, Rubens set up a highly productive studio of painters and turned out sensational religious allegories such as his famous Descent from the Cross.
