The Constitution
A new Belarusian constitution was submitted to the Supreme Soviet in three different versions before it was finally adopted on March 28, 1994, and went into effect on March 30, 1994. The new basic law declares the Republic of Belarus a democracy that operates on the basis of a diversity of political institutions, ideologies, and opinions, with all religions and creeds equal before the law. The official language is Belarusian, although Russian is retained as the language of interethnic communication. Belarus is declared a nuclear-free, neutral state. All persons are equal before the law and are to have their rights, legitimate interests, and freedom protected equally; suffrage is granted to citizens who have reached eighteen years of age. The state also pledges itself to create "the conditions for full employment." Data as of June 1995

    By Sergei Shargorodsky MINSK, Belarus (AP) - Russia's tattered economy casts an ominous shadow over Belarus, but this Slavic nation has so far escaped being dragged down by its neighbor's troubles.
    President Alexander Lukashenko, who runs things with a heavy authoritarian hand, says it's all because Belarus is going its own way and ignoring the West's model.
    While Russia and other former Soviet republics have struggled, and often failed, to build market economies, Belarus has stuck to a formula that relies on large government subsidies to state-controlled farms and industries.
    Such economic thinking may be out of fashion, but Lukashenko says Belarus' stability beats Russia's chaos any day. The government claims the economy grew 11 percent last year and is up another 11 percent this year.
    Critics say the figures are misleading because the country has been printing large sums of money, leaving the currency almost worthless. It takes 50,000 Belarusian rubles to buy one U.S. dollar at the official exchange rate and twice that on the black market.
    Generous government subsidies have temporarily revived production at inefficient factories that were in sharp decline, but economic troubles seem to be building.

    The series of events that led to Belarus's independence began with the explosion at the Chornobyl' nuclear power plant on April 26, 1986. The foot-dragging of the government in Moscow in even announcing that the accident had occurred, let alone evacuating people from affected areas and providing funds for the cleanup, greatly angered the Belorussian people, most of whom had no political aspirations for independence. In 1988 Zyanon Paznyak, an archagologist who would later play a role in national politics, revealed the discovery of mass graves of some 250,000 of Stalin's victims at Kurapaty. Many Belorussians were deeply shaken by this news, and some demanded accountability from the central authorities in Moscow. Reformers created the Belarusian Popular Front (BPF) in October after several mass demonstrations and clashes with the authorities. Paznyak became the spokesman for the reform movement and nationalist aspirations, and he emerged as the BPF chairman.

    The United States wishes to voice its support for the statement of the Chairman-in-Office and also for the Chair's continuing support of Ambassador Wieck.
    We remain concerned about continued attacks by the Belarusian authorities against Ambassador Wieck and the activities of the Advisory and Monitoring Group (AMG).
    The United States supports AMG dialogue with the Belarusian authorities just as we support AMG dialogue with the opposition and civil society. Both are normal, acceptable activities for a mission whose mandate is to support the development of democratic institutions.

    Both the constitutional referendum and parliamentary elections in Belarus were seriously flawed. Observers say the election was marred by government harassment of opponents, allegations of ballot-stuffing, and one-sided media coverage. Nearly half of the opposition candidates were either denied registration or disqualified on administrative technicalities. It does not appear that any opposition candidate won a parliamentary seat. Many Belarusian voters were afraid to give their full names when asked to comment on the elections. One voter, who called himself Leonid, said, President Aleksandr Lukashenko "will never give up power voluntarily. We see the situation today as the birth of Stalinism."
