The Belarussian government is reportedly set to nationalise 30.9% in the cellular operator Mobile Digital Communications (MTsS, Velcom trademark's owner).
The Cypriot SB Telecom owns 49% in the operator, leaving BeltekHexport with 20% and the state with 31%.
According to a government source, 20.9% from the SB Telecom stake and 10% from BeltekHexport 's share will be transferred to the state free of charge.

Belarus government to liberalise communication services in 2007
The Belarusian government has announced it is to launch the process of communication services market liberalisation in 2007.
The plans were announced by the minister of communications and information, Vladimir Goncharenko, in his speech at Tibo 2005 — the International Congress on Information Technologies — in Minsk.
The minister said that the decision was taken to bring Belarusian laws in line with international standards and through that to provide preconditions for Belarus' integration into global economy.
The first step in this direction, according to Mr. Goncharenko, is the updating of the country's telecommunications laws. A new bill in this regard is be prepared and presented to parliament later this year.
However, the minister warned that liberalisation efforts must take into consideration the provision of affordable communication services to the poorest elements of country's population.

Web posted at: 12:00 a.m. EST (0500 GMT) MINSK, Belarus (CNN) Parliament members signed petitions Monday to impeach President Alexander Lukashenko as they fought to keep the chief executive from expanding his already sweeping powers in the former Soviet republic of Belarus. If approved, the referendum would extend Lukashenko's term until 2001, and give him the right to disband parliament and appoint judges, election officials, some legislators and most members of the Constitutional Court. Also Monday, Prime Minister Mikhail Chigir resigned. He did not explain why he handed in his resignation, but he has in the past opposed Lukashenko's attempts to ram the constitutional amendments through. A referendum on the amendments is scheduled for this Sunday. The Associated Press contributed to this report.

Geneva, November 19, 2003 (ACTRAV Info): The worker members of the Governing Body of the UN's International Labour Organisation (ILO) have welcomed the decision (today 19 November 2003) to set up a Commission of Inquiry into allegations of serious abuses of workers' rights in Belarus.
The establishment of a Commission of Inquiry is one of the ILO's strongest procedures available to its supervisory bodies to seek redress to abuses of workers' rights and is only used in the most serious cases.
The tripartite Governing Body decision (governments, employers and trade unions) followed a complaint made by workers' delegates at the June 2003 International Labour Conference in which trade unions denounced arrests, imprisonment, harassments, dismissal and threats against independent trade unionists in Belarus as well as the takeover by allies of President Lukashenka of the country's national trade union federation.
Details of violations of Freedom of Association have been documented in a series of complaints lodged by Belarus independent trade unions and international trade union organisations since 1996. Only recently Aliaksandr Bukhvostau and Aliaksandr Yaroshuk, two independent trade union leaders were arrested and imprisoned for ten days for criticising publicly the authorities repressive anti-trade union measures.

BELARUS GOVERNMENT TO BE SHORTLY FORMED
Three-quarters of Belarus's government will be formed by late Monday, September 24, said Belarussian President Alexander Lukashenko at a session of the Presidium of the Council of Ministers.
By now, the following top officials have retained their posts in the new government: Vladimir Shimov as Minister of Economy, Mikhail Khvostov as Minister of Foreign Affairs, Nikolai Korbut as Finance Minister, and Pyotr Prokopovich as Chairman of the National Bank.
Alexander Lukashenko stressed that, apart from the posts of vice-premiers, whose number has already been reduced from 8 to 4, the number of ministers will also be nearly halved. Apart form that, almost all the state committees will be abolished.

Belarus Government For Fight Against Terrorism
The government of Belarus announces firm solidarity with international efforts to combat terrorism, runs the republic's foreign ministry's statement released in connection with possible retaliatory strikes of the United States in reprisal to the September 11 terrorist assaults on New York and Washington.
According to the document, Belarus has never rendered financial or organisational assistance, information and refuge to terrorists. The republic is going to actively cooperate with countries concerned in a bid to bring to trial initiators and organisers of the terror attacks.
Belarus comes out for all countries to voluntarily adopt the anti-terrorism code. Besides, Belarus believes that only combined political will and resources of the entire international community can effectively defeat this most dangerous challenge of the 21st century, runs the statement.
At the same time, the document says, it would be wrong to put the blame of some individuals and groups on entire nations.
Belarus's foreign ministry also calls for well-considered and consistent approach to the use of force.

    The grand event in ballooning, Coupe Gordon Bennett, lifted off from Wil/SG, Switzerland on Saturday September 9. The 15 teams from seven countries had excellent conditions and it appeared that new records might be set for this prestigious event. Founded by publisher James Gordon Bennett in 1906, this international gas balloon race is decided by which balloon flies the greatest distance. Pilots have been known to stretch the limits in order to achieve the best result. As the race progressed, Jacques Soukup, president of the International Ballooning Committee, was giving lively updates on Internet. A number teams had stayed in the air two nights. And then three nights. As reports of the team’s progress filtered in one could sense the excitement. This year’s event was going to be a true test of which team could fly the longest. By Wednesday morning, September 13, four teams were reported to be still in the air. Then the magic of this event was shattered by an AP wire story from Minsk, Belarus. Two Americans flying a balloon had been shot down and killed by a Belarussian military helicopter near the Polish border. The shooting occurred on Tuesday, September 12. The Belarus government waited 24 hours to inform the U.S. Embassy that the two pilots, who were carrying American passports, had been killed.

After several years of involvement in the SGIR Steering Committee as member and then Chair of the European International Relations Summer School Board, and successively member and Chair of the Nominations Committee, I have been honoured and grateful to be entrusted by my fellow Steering Committee members with a special responsibility as of our latest Conference in The Hague, September 9-11 2004: i.e., along with this dedicated pan-European team, to strive to help the SGIR consolidate its academic visibility and the international consideration commanded by its intellectual achievements under the previous chairmanships of Professors AJR Groom and Olav F. Knudsen since 1989, and move forward creatively with the times. The SGIR has always had a combination of its routine work and innovative projects. Last Spring, as Chair-elect and in agreement with the incumbent Chair Professor Knudsen, I had asked a team of four experienced Steering Committee members to review the SGIR’s previous projects and ongoing plans, so as to establish the background for the new Steering Committee’s priorities in steering the appropriate course. Their Interim Report has already evaluated the successful evolution of the SGIR, and will develop in the coming months into a Strategy Report to encourage the entrepreneurial spirit of scholars coming from different universities, as part of an ECPR network fostering horizontal ties.     Belarus government warns on growing beaver numbers
    Minsk - Top Belarussian scientists declared the former Soviet republic's burgeoning beaver population "a public threat" and called for thousands of the animals to be killed, according to a Wednesday Interfax news agency report. A report from the National Academy of Sciences of Belarus, the senior research institution in the country, said beavers "now number more than 45,000, and have settled in absolutely all regions of the republic." Naturalists put the number at little more than 15,000 a decade ago. The unprecedented growth and the rodents' energetic wood-cutting and digging "is inflicting serious harm on forests, agriculture, and the public road network," the report said. "This not only causes economic harm to Belarus...but reduces the habitat of other large mammals such as the bison and deer," the report said. Beavers' normal enemies are primarily wolves, fox, and mink. All have been hunted to near extinction in Belarus - the wolves and fox because Belarussian farmers consider them dangerous to livestock, and the mink because of the value of their pelts. Belarussian beavers as a result have become Europe's largest, with big males tipping the scales at over 20 kilos. The animals are losing their fear of man, and the country's first recorded attack of a beaver on a human took place in the Grodno region two years ago, the report noted.
