    GOVERNMENT AND POLITICAL CONDITIONS
    Lukashenko called a referendum in October 2004 on constitutional changes to remove term limits for the presidency and allow him to run again in 2006. According to official results, the referendum passed by a wide margin, and Lukashenko allies won across-the-board victories in simultaneous parliamentary elections. OSCE/ODIHR observers declared that the parliamentary elections fell far short of international standards, citing abuses in the campaign period and the vote counting. The referendum was also conducted with little regard for democratic principles. Independent exit polling showed results far different from those officially announced.
    The constitution provides for freedom of religion; however, the authorities restrict this right in practice. Although Article 16 of the 1996 amended constitution that resulted from the illegal referendum reaffirms the equality of religions and denominations before the law, it also contains restrictive language that stipulated that cooperation between the state and religious organizations 'is regulated with regard for their influence on the formation of spiritual, cultural, and country traditions of the Belarusian people.'
    On October 22, 2002, the parliament approved a new law on religion, despite protests from international and domestic human rights organizations as well as Orthodox religious groups not affiliated with the Russian Orthodox Church. The law contains a number of very restrictive elements.

    In November 1996, a referendum was held which passed a new constitution, despite objections to the process and fairness of the vote. The referendum restructured the Belarusian parliament and greatly enhanced the president's powers.

    President: Alyaksandr Lukashenka (Aleksandr Lukashenko)
    Lukashenka was elected first president of Belarus on 10 July 1994. He is a former deputy of the Belarus Supreme Soviet and advocates closer ties to Russia and Ukraine. The position of President of Belarus was established in March 1994 by parliamentary approval of the then new Constitution. The President is elected for a five-year term, with the possibility of reelection for a second, and final, term. The President is the Head of State and head of the executive branch. Sources:

    By Ryan Tutak MINSK, July 24 (Reuter) - Ford Motor Cothe world's second-largest automaker, plans to boost its presence in eastern Europe next week by opening a vehicle assembly plant near the Belarus capital Minsk. ``This investment will help us to be a major participant in the region,'' Wayne Booker, Ford vice chairman, told journalists in a telephone conference from his office at Ford headquarters in Dearborn, Michigan. ``You will see a higher profile for Ford in eastern Europe over the next several years there's no doubt about that,'' he added. The U.S. automaker is planning to invest only $9.8 million in Belarus for a 51 percent stake in a $19.2 million plant with an annual capacity to assemble 6,000 units of Escort cars and Transit vans from imported kits. But Ford said the venture, named Ford Union (FU), was full of symbolism and potential. The plant will be located at Obchuck, six km (four miles) northeast of Minsk. FU's opening ceremony on July 30 will mark the first time that passenger vehicles will be built in Belarus, which became a major manufacturer of agricultural tractors and heavy trucks for the old East bloc.

    Jun 29, 2005, 13:48 GMT printer friendly email this article Minsk - Top Belarussian scientists declared the former Soviet republic's burgeoning beaver population "a public threat" and called for thousands of the animals to be killed, according to a Wednesday Interfax news agency report. A report from the National Academy of Sciences of Belarus, the senior research institution in the country, said beavers "now number more than 45,000, and have settled in absolutely all regions of the republic."

    Belarus government decree supports IT development
    Author: Mikhail Doroshevich Alexander Lukashenko, president of the Republic of Belarus, has signed a decree that will see the establishment of an association of companies involved in the development and export of IT. Membership in the association, which will be an affiliate of the state university in Minsk, will only be available to those with a legal background, and all members are to be engaged in IT development. Foreigners and enterprises with foreign investments can also be members of the association. The government is expected to give unprecedented tax concessions - VAT amounts of five per cent and immunity from taxation. The Belarusian State University, the State Committee on Science and Technologies, the Presidential Centre for Security of Information and the National Centre for Legal Information are to work out the draft programme on the development and export of IT with special emphasis on training of IT specialists.     Government Structure
    A new Belarusian constitution was submitted to the Supreme Soviet in three different versions before it was finally adopted on March 28, 1994, and went into effect on March 30, 1994. The new basic law declares the Republic of Belarus a democracy that operates on the basis of a diversity of political institutions, ideologies, and opinions, with all religions and creeds equal before the law. The official language is Belarusian, although Russian is retained as the language of interethnic communication. Belarus is declared a nuclear-free, neutral state. All persons are equal before the law and are to have their rights, legitimate interests, and freedom protected equally; suffrage is granted to citizens who have reached eighteen years of age.
