Overview
Belarus is bordered by Latvia, Lithuania, Poland, Ukraine and the Russian Federation. The country is covered largely by forests and lakes, is rich in wildlife and crossed by major rivers such as the Dnieper. Minsk, the capital of Belarus, was first mentioned in 1067, but little of the old city survives except a few 17th-century buildings. Modern Minsk is symmetrically designed with wide embankments flanking the Svisloch River. The cultural scene is very diverse with the Belarusian Ballet and museums such as the National Museum of Belarusian History and Culture. The suburb of Troitskoye Predmestye gives an insight into the way Minsk once looked; 19th-century houses with colourful façades line the streets. When visiting the city of Brest, a tour of the Brest Fortress, used to repel the German forces during World War II, is recommended. Local dishes worth trying are dracheny , a tasty potato dish with mushrooms, and draniki which is served with pickled berries. A favourite drink is

The Belarus Legal System

She is a reference librarian and also a bibliographer. Published February 1, 2002 Introduction The Republic of Belarus is a unitary state in Eastern Europe. It became independent after the liquidation of the USSR in 1991. The Constitution was adopted in March 15, 1994. In November 1996, the presidential variant of the new edition of the Constitution providing essential expansion of powers of the chief of state was accepted. The form of government in Belarus is the superpresidential republic. The head of state is the President of the Republic. He is elected to the office for five years. The Government The legislative branch belongs to a bicameral Parliament - Natsionalnoye Sobranie of the Republic of Belarus . It consists of the Chamber of the Representatives (Palata Predstaviteley) and the Council of Republic (Sovet Respubliki) . The Chamber of the Representatives accounts 110 deputies elected by direct general ballot vote. The Council of Republic is a chamber of territorial representation. The term of powers of the parliament is 4 years. The legislative process in Belarus reflects the ideas of "rationalized parliamentarizm", borrowed from the Constitution of France of 1958. The right of the legislative initiative belongs to the President and the Parliament.

Signs are growing that the EU and some western Balkan countries are losing their attraction for each other. This could prove a blessing in disguise if the Balkan states take advantage of the opportunity to challenge old dogmas and explore new alternatives.
One truism of postcommunist Europe is that all the countries of Eastern Europe and the Balkans will sooner or later join the EU and NATO. This has proven valid for much of the region, but not for what has become known as the western Balkans, namely Albania, Bosnia-Herzegovina, Croatia, Kosova, Macedonia, Montenegro, and Serbia.

Belarusian Language in the Family of Slavic Languages "Language is not only a means of communication, but also the soul of a nation, the foundation and the most important part of its culture." So begins the January 1990 Law About Languages in the Belorussian SSR, which made Belarusian the sole official language of the republic. The Belarusian language is an East Slavic tongue closely related to Russian and Ukrainian, with many loanwords from Polish (a West Slavic language) and more recently from Russian (see fig. 7 ). The standard literary language, first codified in 1918, is based on the dialect spoken in the central part of the country and is written in the Cyrillic alphabet (see Glossary). Under Polish influence, a parallel Latin alphabet ( lacinka ) was used by some writers in the eighteenth and nineteenth centuries and is still used today by some Roman Catholics in Belarus and abroad. One early proponent of the Belorussian language, poet Frantsishak Bahushyevich (1840-1900), the father of modern Belorussian literature and a participant in the 1863 uprising, was inspired by the fact that many 200- and 300-year-old documents written in Belorussian could be read and understood easily in modern times. The theme of the native language as a repository of national identity and an expression of aspiration to nationhood has been the leitmotif of Belorussian literature and polemics beginning in the late nineteenth century.

Since the development of Belarusian culture was suppressed by Polish and Russian ones for the last 400 years it is still very close to ancient Eastern Slavic tradition. A person knowing Belarusian language can understand Russian, Ukrainian, Polish, Czech, Serbian and Bulgarian. It is through the ties with Serbia, Czech, Italy, Poland and Germany the European culture was entering Belarus resulting in unique Renaissance époque in XVI c. Belarus was always an El Dorado for all sorts of ethnographic expeditions. Especially famous is Paliessie - a swampy region shared along the south border with Ukraine. (Click here to hear a folk song from Palesse region(500K)) You can still find there thousand year old tales, songs and even customs. Overall, despite of the soviet direction on the "grinding off" the differences between nationalities Belarus succeeded in preserving its folk traditions. In particular, the culture of Belarus is noted for the diversity of its forms and the depth of its content. Belarus has a rich history and has always been considered an "open" society, since it has always enjoyed a close interaction with the neighbouring Slav nations and with other European traditions and cultures. A rich heritage of folk art and creativity lies at the heart of Belarusian culture. It was Belarusian culture of The period It was during the transition from the Middle Ages to the New Time ( the 16th - first half of the 17th centuries ) that the specifically Belarusian example of Renaissance culture appeared. The modern Belarusian language, literature, the theatrical, musical and other arts were intensively developed. In architecture, the Renaissance style became widespread, alongside the Gothic.Printing played an important role in the development of the Renaissance in Belarus, a part of the upheaval in Belarusian culture. The founder of the Belarusian (and the whole Eastern Slavonic) book printing was the enlightener and humanist, Fransisk Skorina. Belarusian nobility, the town administration officials, schools and the press - all became subject to the Polish influence. Film-making in Belarus started in 1924 when the State Administration on Matters of Cinematography and Photography (Belgoskino) was organized. In 1928 in Leningrad the "Soviet Belarus" studio of picture films was founded, since 1939 it worked in Minsk, since 1946 under the name of "Belarusfilm". Considerable successes of Belarusian picture and documentary cinematography are connected with development of the topics of the Great Patriotic War to which the following films were dedicated: "Konstantin Zaslonov" (producers V. Korsh-Sablin, A. Feinzimmer; State Prize of the USSR of 1950), "Clock Stopped Midnight" (producer N. Figurovsky), "Through the Cemetery" (producer V. Turov), "Alpine Ballad" (producer B. Stepanov), etc. An important place was taken by films dedicated to historical past: "Red Leaves" (producer V. Korsh-Sablin), "Moscow - Genoa" (producers V. Korsh-Sablin, P. Armand, A. Spesh-nev; State Prize of Belarus of 1967), "I, Frantsisk Skorina" (producer B. Stepanov). In films about modern times, the Belarusian film-makers aimed at showing complex processes of public life, raised moral and ethical problems: "Happiness Should be Protected" (producer I. Shulman), "Our Neighbours" (producer S. Sploshnov), "Time-Table for the Day After Tomorrow" (producer I. Dobrolyubov). Literary works were pictured, films for children were shot. From the end of the 1980s Belarusian film-makers aim to more deeply interpret the historical past and complex processes of modernity, and it found its reflection in films "White Dews" (producer I.
