Moose (all of North America) Pet ferrets (primarily babies) Grizzly bears (all of North America) Black bears (all of North America) Thus, contrary to the images of bears portrayed in many sporting magazines and movies, concern about bears should not prevent you from enjoying the wild areas of North America or living with bears in your neighborhood. In fact, only four people have been killed by grizzly bears in Yellowstone National Park since 1839, even though well over 3 million people per year currently visit the park. However, everyone must realize that bears are very food-focused as they spend virtually their entire life looking for enough food to meet their basic needs. Thus, you should not place human food or garbage, birdseed, or pet food in areas that would attract bears. Because bears can smell many foods through thin-walled garages or storage sheds, such items should be stored in areas that are bear-proof. Similarly, if you live in areas frequented by bears, backyard bird-feeding should be restricted to only those winter months when bears are hibernating.

Click on a photo to view a larger image In general, conflicts between humans and wildlife can be addressed by either managing the animals involved in the conflict, manipulating the resource being damaged, or by placing a physical or psychological barrier between the conflicting resource and wildlife species. These same principles can be applied to management of human/bear conflicts. Due to the legal status of the Louisiana black bear, conflict resolution will rely heavily on non-lethal damage control techniques, such as barriers, capture and aversive conditioning, and resource management strategies. Destruction of offending animals will only be considered if human health and safety is jeopardized and all other measures have failed. Ideal management plans should emphasize conflict prevention and, when problems arise, the implementation of practical solutions. Hunting is often recommended as a damage control tool because it reduces wildlife populations and associated problems to acceptable levels and elicits human-avoiding behavior in the hunted species. Legal harvest may become part of the overall management plan for the black bear in the future. Until the subspecies is recovered, however, hunting is not considered a management option for the Louisiana black bear. Biologists will need to determine that restoration efforts have been successful, the harvestable surplus, and the maximum density of bears that will be tolerated by the public before bear hunting will be permitted.

The biological characteristics, behavioral traits, current distribution and other interesting attributes of NY's black bears have been summarized and can be found in Black Bears in New York: Natural History, Range, And Interactions With People (283k pdf). This document was created to serve as an informational resource for individuals who have specific interests in black bears in NYS, or for those who simply may want to know about bears in general. As bear populations have increased during the last few decades, the need to address where bears occur and the effects that humans experience from the bear resource has received increasing levels of attention by wildlife managers. In addition to defining "where" bears occur and "how many" bears there are, there is a growing need to help people better understand, appreciate and coexist with bears. While this plan is intended to help guide the agency in the management of the bear resource, it will also help the public to interact with the DEC to examine and resolve existing and emerging bear issues. In addition to Biological Carrying Capacity, which focuses on the biological components of the bear resource, this plan also incorporates the concept of Social Carrying Capacity. Social Carrying Capacity reflects the desires and tolerance of humans who are affected positively or negatively by bears. This plan incorporates an ongoing process that is referred to as Adaptive Impact Management (AIM) . The AIM approach identifies people who are or can be affected by bears as Stakeholders. These individuals help to define and prioritize the Impacts associated with black bears. This process then seeks to suggest management actions which might serve to enhance positive impacts, mitigate negative impacts or accomplish both.

June 1, 2000 The Department of Justice Environment and Natural Resources Division Muskie-Chafee Award honors a current or former federal employee who, in large measure through government work, has made significant contributions to protecting our nation's environment, public lands, and natural resources, and fulfilling of our nation's responsibilities to Native Americans and their natural resources. Named after two leaders of the modern environmental movement, Senator Edmund S. Muskie and Senator John H. Chafee, the award was presented this year for the second time. The first recipient was Dinah Bear, General Counsel of the President's Council on Environmental Quality since the early 80's. The Muskie-Chafee Award recognizes that enforcement, defense, and implementation of our nation's environmental laws, regulations, and treaties protecting Native American resources are critical to the preservation of our environment. The unwavering commitment and tireless efforts of federal employees make those laws, regulations, and treaties real. Often these people work with little recognition and compensation. They do so because they believe strongly that protecting our environment is important, for this generation and those to come. Today we honor with the first Muskie-Chafee Award one of the many federal employees, past and present, whose work and dedication has made a real difference in protecting our environment.
