  • Manatees are currently listed as endangered under both the state and the federal acts.
  • This misalignment of terms and definitions is why manatees are being recommended for downlisting.
  • In August, 2001, the Coastal Conservation Association petitioned the FWCC to review the biological status of manatees under the new FESA listing/delisting rule criteria.

Muffled against the bitter artic cold by thick white fur and layers of fat, the polar bear lives and hunts in the snowbound lands and ice flows surrounding the North Pole. A strong swimmer and a lone predator, it is at home ice flows, which may carry it far from its original locality.
The polar bear is found on the arctic coasts and islands of the five countries around the North Pole, the United States (Alaska), Canada, Denmark (Greenland), Norway and Russia. It is the only species that still lives throughout its original range, with an estimated 20,000 still in the wild.
However, even in the seemingly pristine Arctic environment, polar bears are threatened by the spread of hormone-disrupting chemicals and global warming. This affects the polar ice edge ecosystem, the habitat of walrus, seals and penguins, as well as bears.
Global warming could already be having a negative impact on polar bears. In Canada's Hudson Bay ( see map ), numbers have been declining according to a study by Canadian Wildlife Services. Ice on the bay is melting an average of three weeks earlier than in the mid-1970s. This forces polar bears to retreat further inland before they have been able to replenish their reserves of fat by feeding on seal pups, which live on the ice.
The polar bears in the Hudson Bay are unique in the Arctic because they fast for six to eight months of hibernation and rely on winter hunting for survival. Longer ice-free periods during the artic summer leave polar bears stranded onshore for longer periods. The delay in freeze-up causes polar bears to lose critical fat reserves affecting reproduction and the ability of pregnant females to produce enough milk for their cubs. Scientists can already document a 15 percent drop in birth rates.

by James Bovard , June 1998 The rights of hundreds of thousands of Americans have been shredded by federal proclamations of the sanctity of species such as the Soccorro isopod, the Texas wild-rice plant, the fringe-toed lizard, the kanab ambersnail, and fairy shrimp. At the time the Endangered Species Act (ESA) was enacted in 1973, most congressmen and most Americans believed that the act would apply only to high-profile cases such as that of bald eagles. During most of the 1970s, the Interior Department was restrained in its enforcement, with the only major controversy involving the snail darter around a large dam in Tennessee. Yet, beginning in the mid-to-late 1980s, environmental organizations and federal bureaucrats vastly broadened the sweep of the law. In Austin, Texas, 3,000 farmers and other Texans marched in 1994 to denounce the Fish and Wildlife Service (FWS) for its proposal to quarantine 800,000 acres of land across 33 Texas counties to protect the golden-cheeked warbler. Property values dived by over $300 million in Travis County alone after the FWS designated much of the county as "protected habitat" for endangered species. The FWS designated a quarter of a million acres of land as protected habitat for the California gnatcatcher in 1991. The Building Industry Association of Southern California estimated that that designation could destroy as many as 200,000 jobs. The FWS's action was struck down in 1994 by a federal judge who ruled that the agency violated federal law by refusing to publicly disclose the information that it used to justify its seizure of control over the private land.

Bears live in North America, South America, Europe, and Asia, where they occupy a wide range of habitats, including mountain, forest, and Arctic wilderness. Over the last century bear populations have steadily declined as humans have overhunted bears and encroached on their habitat. Zoologists (scientists who study animals) classify eight species of bears: giant panda spectacled bear sun bear sloth bear ... brown bear , and polar bear . All of these species, with the exception of some populations of spectacled bears and sun bears, live north of the equator. Bears are not currently found in Africa, Australia, or Antarctica. All bears share a similar anatomy, but individual species vary in size, diet, and type of habitat. For example, polar bears live in frozen Arctic wilderness, where they feed primarily on seals, while sun bears live in Asian rain forests and dine on insects, fruits, nuts, and small animals. Reaching weights of 800 kg (1,760 lb), polar bears may grow 12 times larger than their smaller cousins the sun bears, which rarely exceed 66 kg (146 lb) in weight.

    RSS Polar bears could become extinct by the end of the century because global warming is melting away their sea-ice habitat, contends Kassie Siegel, lead author of the 154-page petition submitted by the Center for Biological Diversity. She contends the United States must quickly reduce greenhouse-gas emissions to a fraction of current levels or polar bears will become extinct. "Greenhouse-gas emissions can be drastically cut with sound policy changes that will not decrease quality of life, such as by increasing fuel-efficiency standards for automobiles," she said. "But we must act now." In Alaska, there are two populations of polar bears, said Rosa Meehan, chief of the marine-mammal management program for the U.S. Fish and Wildlife Service, the agency that must respond to the petition.

    THE U.S. ENDANGERED SPECIES ACT
    The U.S. Endangered Species Act of 1973 (ESA) is the most far-reaching wildlife statute ever adopted by any nation. The National Academy of Sciences has issued a detailed report on Science and the Endangered Species Act Recommended reading: Science and the Endangered Species Act (1995) by the Board on Environmental Studies and Toxicology, Commission on Life Sciences, National Research Council. Unlike previous legislation, the act was not designed to protect only those species that were economically useful or potentially useful to man; it is based on the idea that species are of "aesthetic, ecological, educational, historical, recreational and scientific value to the nation and its people". The ultimate purpose of the Endangered Species Act is to bring about the recovery of endangered and threatened species. The Supreme Court has interpreted the act to mean that the value of species cannot be calculated, and that listed species should be protected whatever the cost.

    (Tourism, Culture and Recreation) Government protects 20 species under Endangered Species Act Julie Bettney, Minister of Tourism, Culture and Recreation, announced today 20 plant and animal species which the province considers endangered, threatened or vulnerable will now receive special protection under the province’s Endangered Species Act. "Government is committed to protecting and preserving species which are identified to be at risk," said Minister Bettney. "We want to ensure the appropriate measures are in place to protect species which are in danger of becoming extinct. This listing not only protects the species but also its residence." Government’s decision to list these species follows the recommendations of the Committee on the Status of Endangered Wildlife in Canada (COSEWIC), an independent national committee of government and non-government scientists. COSEWIC determines the national status of wild species, subspecies and nationally significant populations that are considered to be at risk of extinction across their range in Canada. The COSEWIC evaluation process is independent, open and transparent, and based on the best available information on the biological status of species including scientific, community and traditional knowledge. COSEWIC is recognized under the Endangered Species Act as one of several sources whose recommendations government considers prior to listing a species.

    Horseshoe bat protection in Bulgaria
    Bulgarian Institute of Zoology In recent years, greater horseshoe bat populations in Bulgaria have suffered significant losses, and some colonies have disappeared altogether. The Institute of Zoology in Sofia, Bulgaria, has be studying caves in northern Bulgaria to find out more about local populations and to investigate why the species is in decline. Recent findings have shown that there are a number of factors in the decline, including vandalism of habitat, deliberate attacks on individual colonies and the use of insecticides, which has driven the bats from their natural habitat.

    Armenian Leopard Conservation Society Research on Persian leopards is being undertaken in Armenia, one of the few remaining areas where they are still found in the wild. Using scat counts (locating and counting leopard faecal matter) and lures, the main areas where the leopards are found will be identified. These areas will be known as Priority Leopard Conservation areas, and conservation efforts in these areas will be maximised and a complete strategy developed in order to protect this charismatic species.
