The species that NWCOs can or cannot handle
Which species can you handle?
In New York State, all wild animal species have legal classifications that are described in the Environmental Conservation Law. Their legal status determines several aspects of control efforts. Most commonly, the question is, can a NWCO "take" this species in this situation Legally, "take" applies to the pursuit, capture, or killing of wildlife. This covers shooting, trapping, netting, "and all lesser acts such as disturbing, harrying, or worrying." It refers to any device commonly used to capture or kill that species. The taking must be by lawful means, and in a lawful manner. (See the definitions in ECL 11-0103 on page 3-28). cannot handle or must obtain special permits to handle legally
In New York State, you may not handle or take endangered or threatened species. This includes species that are endangered or threatened only within New York State, and those that are in trouble on a national basis, too.

CITES - The Convention on International Trade in Endangered Species of Wild Fauna and Flora.
CITES provides an international mechanism for the maintenance of biodiversity by protecting endangered species of wildlife and plants from over exploitation through international trade. The U.S has been a leader in international efforts to protect biodiversity since 1973. CITES is the world's main way of protecting threatened and endangered wildlife from the disastrous effects of international trade. The CITES treaty involves trade restrictions for species listed in different Appendices, that is, Appendix I includes species in danger of extinction which are or may be affected by international trade. Commercial trade of such species is strictly prohibited. Appendix II includes species that may become endangered if their trade is not controlled. Commercial trade in these species is subject to regulation and is only allowed if permits are obtained stating that trade will not harm the species. Differences in state laws makes the implementation of the CITES treaty difficult, for example, 25 states have legal Black Bear hunting, 10 states have no bear hunting and no sale of parts, 7 do not have legal hunting but allow the sale of parts which originate elsewhere and 8 have nor regulations specific to the trade of bear parts.

Ursus americanus floridanus "Are there really bears in Florida?" In fact, an estimated 1,500 Florida black bears remain from a population once thought to number 12,000. They historically ranged throughout the state and into southern Georgia and Alabama. Currently the five major populations are found in the Ocala, Apalachicola and Osceola National Forests in northern and central Florida, the Eglin Air Force Base and Blackwater State Forest complex in the Florida panhandle and the Big Cypress Swamp in south Florida. See map The black bear subspecies is perhaps the strongest symbol for Florida's diverse wildlife. A wide-ranging omnivore, the bear shares habitat with many of Florida's other native species. By protecting the bear and its habitat, conservationists also support many other animals and plants.
  • The Florida black bear is black with a brown muzzle. Some have a white "blaze" on their chests.
  • An average male black bear weighs 350 pounds, while a female averages 150 pounds.
  • Forest habitats, both wetland and upland forests, are the primary homes of the Florida black bear.

Description:
Black bears that have white coats are still called black bears, but since they are so different, they are called Kermode or Spirit bears. A full grown kermode bear is about as big as two men, sometimes bigger and weighs about 250 pounds. When it stands up, it looks like a big, fat, man in a fur coat! The Kermode bear's fur keeps it warm and dry and it is made of two kinds of hair. Kermode bears are very strong and can turn over heavy logs when searching for food. Kermode bears have white claws and cream coloured coats. They have brown eyes and beige noses. They are "omnivorous" which means that they eat meat and plants. They need lots of food! They eat honey from wild bees nests, grasshoppers, grass and ants, roots, berries, nuts and fruit, mice and ground squirrels, fish and lots of salmon. Kermode bears drink large amounts of water. during hot weather they swim to cool off.

North Cascades National Park Service Complex THREATENED SPECIES Exponential Extinction? F ossil records reveal that the current rate of species extinction is the fastest in history. The status of rare and endangered species is always on the forefront of environmental issues in any ecosystem. As human impacts jeopardize rare species, the increase in the extinction rate echoes our own rapid population growth. Today, habitat loss is the prime threat to species at risk of extinction, but poaching and invasive non-native species also cause numbers to dwindle. Research, in places such as national parks, helps us recognize problems which rare species face and prevent the loss of these valued plants and animals. North Cascades National Park, adjacent national forests and wilderness areas, and other northwestern national parks provide critical habitat for a number of species facing extinction. Since the passage of the Endangered Species Act in 1973, more than a thousand species have been listed for the special protections the act provides. One positive result has been the recovery of Peregrine Falcon and Bald Eagle populations, due in part to the banning of the pesticide DDT. Before a species is placed on the U.S. Fish and Wildlife Service's federal list of endangered and threatened wildlife and plants, a strict legal process determines the current status of the species. Their reproductive rates are lower than their mortality rates over long periods of time, so their numbers are diminishing. The reasons for this are varied, but lately, very often involves a loss of habitat as people encroach on their living areas. When a species is listed as endangered or threatened, it is not a death sentence. Many animals, like the bald eagle and the American alligator, were on the brink of extinction and are now recovering. Many species, however, will not recover, and could be lost forever. Throughout time, animal species have been going extinct (long before people evolved); paleontologists estimate that well over 90 percent of all plant and animal species that ever existed have gone extinct.
