India, Pakistan and Bangladesh have the most fertile soil for communalism to grow and prosper. It was expected that after the partition of India in 1947 the hate campaign against minorities would disappear from both India and Pakistan. On the contrary the hate campaign has been on the increase in both countries since 1947. In India we have witnessed increasing communal riots over the years.
It was also expected that after the creation of Bangladesh in 1971 the Hindus, Buddhists and Christians would feel secure. That hope has been belied.
The minorities in Bangladesh came under attack immediately after a caretaker government was installed on 15 July 2001 in the run-up to the general election. Attacks on and persecution of minorities have been on the increase after Bangladesh Nationalist Party (BNP) came to lead a coalition government in October 2001. There have been heart-rending reports of violence against mostly the Hindus. Thousands of people uprooted from their homes have been coming to West Bengal and Tripura.
Supporters of Jamait-e-Islami in Bangladesh (which is a partner in the Begum Khaleda Zia's coalition government) appear to be bent on terrorizing the minorities. They have indulged in cruel murders; they killed the Principal of a college in Chittagong in broad daylight.

According to a statement of Inter Service Public Relations (ISPR) of the defense ministry issued here on Saturday, all other Bangladeshi soldiers in Congo are safe and the situation remains under control. The statement rejected international media reports that another11 Bangladeshi soldiers were injured in the rebel ambush, saying the information "is not correct." The ISPR Director Lt Col Nazrul Islam confirmed that there were no Bangladeshi soldiers wounded in the attack, except for the nine slain troopers.

OISCA Training Centre, Bangladesh The Center was established in 1981 for male trainees by OISCA training graduates with the help of OISCA members. Since then, the OISCA Training Center Bangladesh has achieved excellent results in human resource development. The four hectares of training farm includes rice fields, vegetable gardens, a small horticulture lot, and a fishpond. The trainees engage in cultivating six varieties of rice, various vegetables, fruits, flowers, and other crops. Organic farming is also learnt aside from chicken and fish breeding, mangrove planting and maintenance, aqua-culture, and the promotion of the Children's Forest Program (CFP). Work is being done to improve organic farming methods through cooperation with the Effective Micro-organisms (EM) Research Organization. This collaboration has resulted in outstanding outcomes with the use of the EM in a "comparative manure effect experiment." Organic farming results in soil conservation and enrichment, as well as improvement in agricultural productivity. The EM Research Organization runs a campaign for extensive use of EM in Bangladesh. The OISCA Training Center, Bangladesh uses EM in experimental cropping along with other NGOs working in the country.

PREFACE Rangamati Hill Tracts, a land of green hills and valleys with a heavenly view of lake and deep forest. This district was once called karpas mahal (1715-1860). After 1860, this region was turned into an administrative unit as Rangamati Hill Tracts. Subsequently, two sub-division of this district Bandarban and Khagrachari was upgraded as district in 1981 and 1983 respectively. This area has a distinct and different history, literature, culture and heritage. Tribal and non-tribal people are living together with their own life style and living pattern harmoniously. This district is administered by the Chittagong Hill Tracts Manual 1900. Though this manual is not yet been repealed but massive changes and reconstruction in the administrative frame work has been done to meet the need of the time. Local Government Council was established by the Act of 19 in 1989, by which 22 Govt. departments were transferred to them. For the special situation armed forces was deployed here from 1976. They are working here to maintain security in this region.

Overview
Bangladesh is governed by a multi-party parliamentary system of government. The executive power of the republic is exercised by or on the advice of the Prime Minister who commands the support of the majority members of Parliament and is appointed by the President. Other ministers, state ministers and deputy ministers are appointed by the Prime Minister. The Prime Minister nominates the cabinet members from among Parliament members and one-tenths of the total members are from outside of the Parliament. The cabinet is collectively accountable to the Parliament. The roles of head of state and head of government are separated. In the Bangladesh parliamentary systems, the head of state (the President) is generally a ceremonial position.
