Bangladesh: Government must stem growing tide of violence
Amnesty International today (24 August 2004) expressed serious concern for the safety and security of people taking part in demonstrations in Bangladesh this week, and called for a full investigation into recent violence in the country. The demonstrations have been called by the Awami League to protest against bomb attacks on their leadership last Saturday. The bombings left at least 19 people dead and some 300 wounded. Following the attacks, police used excessive force against party activists at the scene. Amnesty International said: “The Bangladeshi government has a clear responsibility to ensure that people attending these demonstrations are protected. A thorough and impartial investigation must also be carried out into Saturday’s bomb attacks. This must include an examination of why police personnel resorted to beating party activists at the scene of the bomb attacks, and why police officers reportedly refused to register a complaint against the attacks by survivors.”

26 April 2004 DHAKA, Apr 26 (OneWorld) - In a flagrant violation of human rights and Constitutional guidelines, last week the Bangladesh government arrested nearly 15,000 people in the capital Dhaka, in a bid to foil an agitation by the country's opposition party.
Worse, almost all those arrested were aged between 15 and 30 years, and were not even remotely connected with politics.
Many of them had just arrived in the capital from other districts for job interviews, some to consult doctors or give examinations, while some were just visitors. Others were ordinary citizens of Dhaka arrested enroute to work.
Standing outside the Dhaka Central Jail, 40-year-old widow Kulsum, cries, "My son is only 15 and he works in a factory. He does not belong to any party."

  • Export Processing Zones (EPZ) are set up by the Bangladesh Export Processing Zones Authority (BEPZA), established on 26 December 1980, becoming operational on 15 April 1981. The BEPZA has (i) a Board of Governors whose chairperson is the prime minister; (ii) an Executive Board; and (iii) a Consultative Committee which advises the Executive.
  • The Chittagong EPZ and Dhaka EPZ Savar are operational, while EPZs (Korean) in Comilla, Ishwardi, Mongla and Chittagong across the river are likely to be operational in the near future.
  • The main purpose of the BEPZA is to promote foreign investment, for which liberal facilities and incentives are offered to the investors. Foreign investment is expected to result in export promotion, employment creation, technology upgrade, and skills promotion among the workers. The two EPZs are at Chittagong (operational since 1984) and Dhaka (operational since 1993-94).
  • At the beginning of the current century, 142 factories were in operation and 111 units were in the process of being set up in the Dhaka and Chittagong EPZS. Of these 253 units, 132 were owned by foreign nationals, 60 were joint ventures and 61 were owned by Bangladeshi investors.

    Introduction:
    Bangladesh is a developing country of 134 million people where poverty exists at a large scale and resources are extensively limited. The rate of unemployment is very high. Unstable political situation can't create an atmosphere of industrialization. Illiteracy, overpopulation and lack of proper health facilities are delaying our socio-economic development. With these limitations Bangladesh entered into another decade for the Persons with Disabilities (PWD's) along with the world. As a developing country we could not reach many things, after that there are some area of development which get priority and have some achievement. Like Gender issue, Ethnic group. But in the context of other development issue still disability is not a cross cutting issue.
    Legislation and right based development:
    The people's republic of Bangladesh enacted the legislation in 2001 to protect the rights of the PWD's. The Act call "Disability Welfare Act-2001". The legislation includes formation of legislative bodies both at national and district levels. This also include definitions of different disabilities, provision for access to right based development. The national policy on Disability 1995 indicated creation of options for proper scope and strengths for the involvement of people with Disability in the mainstream development. Bangladesh government made declaration of " Education for All" and introduced compulsory primary education through constitutional means.

    The Bangladesh government's current measures against Islamic extremists operating on its soil could put the country's interests in danger. With conditions in the country conducive to the spread of Islamic extremism, the government's relaxed approach to this issue could enhance Bangladesh's attractiveness as a haven for terrorists fleeing counter-terrorism operations elsewhere. Incidents of extremism and terrorism have witnessed a sharp increase in Bangladesh in recent years, with the number of attacks last year exceeding the total number of incidents in the preceding five years. Most of the attacks have been directed against religious minorities, secular intellectuals and journalists as well as against politicians belonging to secular parties and leftist activists. Islamist extremists have sought to impose an Islamic way of life on people in rural areas, often through the use of force. Women have been coerced into veiling themselves and men have been forced to grow beards and wear skull caps. Many who defy these rules have been tortured and killed. Cultural groups and cinema halls have been targeted as well. In August 2004, a bomb blast at a rally being addressed by Sheikh Hasina Wajed, former prime minister and leader of the secular, center-left Awami League, killed 21 people and injured hundreds. This was the second attempt on her life, the first being in 2000 when she was prime minister. In January this year, former finance minister Shah M.S. Kibria, also of the Awami League, was assassinated.

    Bangladesh has not ruled out further negotiations with the U.S. on a Status of Forces Agreement, but it is reconsidering the implications of such an agreement. The nuclear tests conducted by India and Pakistan are a major factor here. HAROON HABIB
    in Dhaka A DEBATE is raging in Bangladesh on the advisability or otherwise of entering into a Status of Forces Agreement (SOFA) with the United States. Given the close relations that the Awami League Government headed by Prime Minister Sheikh Hasina had maintained with the U.S. administration ever since it came to power in mid-1996, it seemed at one point that Bangladesh would sign the agreement unhesitatingly. It was believed that the agreement would be signed during President Bill Clinton's scheduled visit to Bangladesh later this year. However, after mulling over the issue for months, the Sheikh Hasina Government has indicated that the prospects of its signing the agreement are "bleak". In its reckoning, Bangladesh has nothing to gain by signing SOFA in its present form; if anything, the agreement would be detrimental to the country's interests. The agreement was proposed by the U.S. diplomat Bill Richardson, during his visit to Bangladesh earlier this year. The issue came up for discussion during the visit of the U.S. Army chief, Gen. Dennis Reimer. Although the Bangladesh Government has not yet rejected the proposal outright and shut the door on negotiations with the U.S., the fact that a process of rethink is under way is considered significant.

    Islamic activists support Prime Minister Khaleda Zia at a rally held in Dhaka on October 12 to mark one year of her government. IS Bangladesh turning into a `hotbed' of religious extremism? It would appear so, going by a report in the October 21 issue of Time magazine. The report, titled `Deadly cargo', drew vehement protests from the four-party alliance government in Dhaka. The protest was essentially against the allegation that in December 2001, even as U.S. Air Force planes were pounding the Taliban stronghold of southern Afghanistan, especially in the Tora Bora mountains, a ship, m.v. Mecca dropped by at the outer port of Chittagong carrying some 150 Al Qaeda fighters, from Pakistan.

    Narinjara News Cox’s Bazar 13 June 2005 Bangladesh government awards stipends to 153 Arakanese students from Cox’s Bazaar
    The Bangladesh government awarded a yearly stipend to 153 Arakanese students in Cox’s Bazaar on 9 June, according to a report of Rakhine Buddhist Welfare Association in Bangladesh (RBWA).
    The stipend award is part of a program of the Bangladesh government, to provide direct support to minority students in Bangladesh
    The ceremony was held in the hall room of RBWA in Cox’s Bazaar, with over 200 Arakanese students and their parents in attendance.
    In the ceremony, Harbibu Rarhaman , Cox’s Bazaar District Deputy Commissioner, awarded the stipend to the students. Over 70 students from classes 6 to 10 received 450 Taka, while about 30 students from Class 10 to University level received 700 taka per year. U Maung Kyaw Min, president of RBWA, and several Arakanese community leaders also attended in the ceremony.
    The stipend has been granted to the Arakanese students after RBWA recently requested the government of Bangladesh to help support the students, said a RBWA leader.
    It was learnt that the program will be continued in the near future to assist rural Arakanese students from Tawdigya village
