Call to test Balkans soldiers
BRUSSELS, Belgium NATO medics are recommending tests be carried out on the health of soldiers serving in the Balkans in the wake of concerns over the use of uranium-tipped weapons. Medical committee member General Roger Van Hoof said so far there was no indication that the depleted uranium was responsible for health problems suffered by some soldiers. But illnesses among peacekeepers who served in the Balkans have caused concern among a number of NATO countries and some have offered health tests to their peacekeepers.. The alliance's medical committee is to present its initial findings on so-called Balkans syndrome and the use of the uranium-tipped weapons on Tuesday. The uranium is used the armour piercing qualities of some weapons. General Roger Van Hoof said: "We cannot identify any increase in disease or mortality in soldiers who have deployed to the Balkans as compared to those soldiers who have not deployed.

Powell urges Balkans peace
Powell was forced to call off visits to Kosovo and Bosnia SKOPJE, Macedonia U.S. Secretary of State Colin Powell has told Kosovo Albanian leaders they must do more to prevent new violence. Powell is wrapping up a European tour, in which he has voiced America's support for democracy in the Balkans but warned that to retain international backing, violence in Macedonia must be denounced. "We call on Kosovars to join us in denouncing and isolating extremists whose actions are eroding international support for Kosovo and sympathy for its people," he said. Bad weather forced Powell to call off a visit to Kosovo on Friday, and he instead met representatives of Kosovo's ethnic Albanian population and the international administration for the province in the Macedonian capital, Skopje. Before leaving for Bosnia, he said: "In the meeting I just completed, I did hear the leaders say that they will forswear violence and I encouraged them to speak out candidly to all the people that they represent and the people they are leading that violence is not the answer."

The making of Milosevic
The west perceives Balkan history as a dark passage from one bloody war to another, says Slovenian novelist Svetlana Slapaak. Alongside this view has been a failure to support the democratic opposition against Milosevic. With dissenting voices now silent, it became easier to bomb than to talk.
I will never forget the day in February 1997 when Christianne Amanpour reported for CNN from a provincial town in Serbia. It was during the third month of massive opposition demonstrations in Belgrade, and President Milosevic's position was being shaken. The mayor was a staunch Milosevic supporter, known for making vulgar remarks in the Serbian parliament, especially about women and intellectuals. He told CNN that there had been enough protest in Belgrade and that everyone should go home and mind their own business. The same message was repeated by peasants in the fields and elderly people in the streets. As the image of the reporter faded away, my anger rose. Here again was the same relegitimising of Milosevic by Western diplomats and politicians that we had seen so many times before. Since the destabilisation of Yugoslavia began in the late 1980s, no one wanted to hear about the so-called opposition because it did not have power. It did not have power because no one from the outside world wanted to back it. Yet before the war began, this anti-nationalist opposition minority was warning of the dangers to come. It was right: about war in Slovenia; then in Croatia; then in Bosnia; and now, of course, in Kosovo.

A: Q: Why did the U.S. and NATO attack?
A: Q: Why do the U.S. and NATO care about Kosovo?
A:
The United States has long been concerned that violence in Yugoslavia would spill across borders, possibly leading to war between two NATO allies, Greece and Turkey. World War I had roots in Balkan violence; World War II was inflamed by ethnic slaughter there. In recent months, the United States and its European allies have said forcefully that they want Serbian atrocities against Kosovo's civilian population to stop. Q: How is the Kosovo conflict related to Bosnia? A: Bosnia was part of Yugoslavia until 1992 when it declared independence. But ethnic Serbs in Bosnia wanted to remain part of Yugoslavia. The Milosevic government in Belgrade encouraged the ethnic Serbs in Bosnia to fight Muslims and Croats. The war claimed hundreds of thousands of lives, many the result of "ethnic cleansing" carried out by ethnic Serbian paramilitary forces loyal to Milosevic. U.S. officials say they do not want what happened in Bosnia to occur again in Kosovo. Meanwhile, about 20,000 NATO troops are keeping the peace in Bosnia under the 1995 Dayton accords. Some fear those NATO troops could be dragged into the Kosovo conflict.

The Balkans regionhere including Albania, Bosnia-Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia and Serbia and Montenegro (ex-Yugoslavia)is recovering from over a decade of conflict and instability as a result of the dissolution of the former Yugoslavia. As the region stabilizes, the Balkans may play an important role as a transit center for Russian and Caspian Sea region oil exports.

NOTE: Location of pipelines and ports are approximate. REGIONAL ENERGY ISSUES
The countries of the Balkans region are neither major energy producers or consumers. Although the region does hold some important fossil fuel deposits, these resources are not significant on a world scale, and the political and economic instability in the Balkans in recent years has discouraged any substantial foreign investment in the respective countries' energy sectors. Rather, the region is becoming more important as a transit center for Russian and Caspian Sea region oil exports to Western consumers. The region's leading transit projects are listed below.

Bosnia Fact Sheet: Human Rights Abuses in the Balkans
Human Rights Abuses
  • The war in the former Yugoslavia has involved widespread violations of human rights and humanitarian law, including mass killings and murder, systematic rape, torture, and other crimes against humanity.
  • The term "ethnic cleansing" has entered the world's vocabulary to describe the horrifying range of human rights abusesfrom forcible expulsion to murdercommitted in parts of the former Yugoslavia in order to achieve "ethnic purity."
  • All parties to the conflict in the Balkans have committed human rights violations, but the great majority have been perpetrated by Serb forces. Some of the worst incidents include the following:
In the fall of 1991, Serb forces shelled the Croatian coastal city of Dubrovnik, an action without military justification.
Throughout the course of the conflict, Sarajevo and other cities have been subjected to indiscriminate shelling. Scores of civilians have been killed or wounded by snipers and cluster and napalm bombs used by Bosnian Serb forces. Six of these cities were designated safe areas by the United Nations in May 1993. This did not stop the shelling.
Beginning in the spring of 1995, entire enclaves, ranging in size from towns such as Prijedor, Bijeljina, Zvornik, and Jajce, to hamlets such as Foca and Cerska, were "cleansed" of their Muslim and Croat residents in a Bosnian Serb attempt to "purify" lands they controlled.

Europe to debate 'Balkans syndrome'
STRASBOURG, France Members of the European Parliament are to debate calls for the suspension of the use of depleted uranium-tipped missiles amid fears over a link to cancer-related illnesses. The meeting in Strasbourg will be addressed by European security chief Javier Solana, who was the figurehead of NATO during the 1999 bombing of Yugoslavia as its secretary general. NATO said on Tuesday that data from its 19 member states showed no link between depleted uranium (DU) munitions and so-called "Balkans Syndrome" cancers, but did recommend further scientific studies to try to explain illnesses among soldiers who served in Bosnia and Kosovo. The European Parliament will vote on Wednesday on a motion backed by major political parties for a suspension on the use of DU ammunition until investigations have proved that it is safe for troops to use.
