WASHINGTON President Clinton is expected to depart early Thursday for Aviano Air Base in Italy, where he will spend the night before meeting with world leaders in Bosnia to endorse a "stability pact" for the war-torn Balkans. The leaders of southeastern European nations will first meet in Sarajevo on Thursday to discuss commitments to human rights, democracy and regional security. Western leaders will join in on Friday. The conference was agreed to during last month's G-8 summit in Cologne, Germany, and is sponsored by the European Union. Countless buildings in Sarajevo still lie in ruins from the 1992-1995 Bosnian War. The city where the 1914 assassination of an Austrian monarch dragged Europe into World War I was chosen for its symbolism. "Instead of trying to isolate themselves from the instability of the Balkans, the European Union and others outside the region now have the chance to turn the tide of history by helping to bring peace, stability and prosperity," said Alpo Russi, an adviser to Finnish President Marti Ahtissari and a coordinator for the summit.

Previous lecture Complete list of lectures Next lecture Significant changes from longstanding norms are easier to find in the area of Balkan socio-economic development than in the world of politics. No matter how discouraging the repetition of Balkan crises and nationalist enthusiasms appears, one must remember that the inhabitants of the Balkans today [in 1995] have access to better food, transportation, industries, health and personal goods than at any time in their history. There is room to hope that the satisfaction of basic human needs and wants can help blunt political discord. We can measure socio-economic progress in several ways. One is to compare contemporary achievements against historical statistics. Another is to compare production figures among the Balkan states themselves: when we do so, we can cautiously draw comparisons between change in the various socialist states and change in Greece, which went through a totally different "Free World" experience during the forty years of the Cold War. Finally, we can look for signs of fundamental change in social structures and practices. There are few more striking measures of social change in the Balkans than changes in the status of women. This lecture will spend some time on each of these three topics. Two questions can help us assess the degree of social and economic change in the Balkans since 1945:

U.S. soldiers injured in Balkans
A soldier came under fire north-east of Skopje By CNN National Security Producer Chris Plante WASHINGTON (CNN) Two U.S. soldiers have been seriously injured while on duty with KFOR peacekeepers in the Balkans. A U.S. army sergeant was shot through the hand in Macedonia on Monday when the vehicle he was riding in came under fire. A second U.S. soldier lost his foot after stepping on a landmine while on patrol in neighbouring Kosovo, officials at the Pentagon told CNN. The soldier in Macedonia was riding in a car to the north-east of the Macedonian capital of Skopje when unidentified gunmen opened fire on the vehicle, a senior Pentagon official said. His injuries were described as "non-life threatening." A second U.S. soldier on patrol near the Kosovo town of Vitina lost a foot on Monday morning when he apparently stepped on a landmine, officials said. That soldier was taken by medi-vac helicopter to the U.S. Army medical facility at Camp Bondsteel, the U.S.'s main military base in Kosovo, officials said.

The K AVAL
The kaval is a very old folk flute from the Balkans, notably Bulgaria, Macedonia, and Turkey. It is an end-blown flute with eight finger holes. An end-blown flute is one which has no windway or fipple on the end you blow into, but it is just a straight hollow tube. You can look right through the thing like a spyglass. A tone is created by blowing across the sharpened edge of the mouthpiece. This takes quite a bit of practice to get the correct embouchure, and makes the instrument very frustrating for the beginning student. The Picture
The picture above is a Bulgarian kaval in the key of D made by the late master maker Slavi Ivanov, Kameno, Bulgaria. It is made of Cornelian Cherry, or Dryan in Bulgarian, which is a very hard, dark, and increasingly rare wood. It comes apart into three pieces at the enlarged black sockets. The mouthpiece (the left end) is made of cow horn, as are the other black reinforcements. The metal inlay is pewter, in a traditional pattern. Sound Samples

WASHINGTON (AllPolitics, April 16) Saying she has "seen a lot of things that will haunt me the rest of my life" former American Red Cross President and potential Republican presidential candidate Elizabeth Dole continued Friday her tour of Kosovar refugee camps in Macedonia ( map "The level of suffering is absolutely horrific," Dole told CNN, speaking from a refugee camp in Stenkovec, Macedonia. "The despair, especially on the faces of so many of the children really just breaks your heart. I want every person in America to feel the outrage that I feel as I hear these stories over and over and over again." Potential presidential candidate Elizabeth Dole is touring Kosovar refugee camps in Macedonia Dole, whose husband, Bob, recently served as President Bill Clinton's envoy to the Balkans, has advocated using all means necessary to ensure that Yugoslav President Slobodan Milosevic's forces are "driven out of Kosovo."

Wanted: Karadzic is one of 17 war crimes suspects to have ignored the deadline BELGRADE, Yugoslavia Only six of 23 war crimes suspects named on a 'most-wanted' list by the Belgrade government have agreed to surrender to the jurisdiction of the U.N. tribunal in The Hague. The government had set a deadline of midnight on Monday (2200 GMT) for the suspects, who are accused of atrocities during the Balkan wars of the 1990s, to turn themselves in or face arrest. Yugoslav Foreign Minister Goran Svilanovic said on Tuesday: "I contacted the federal justice minister and his deputy and I have been told that six people have so far reported to the ministry. "I hope that some of these people will be transferred to The Hague over the next few days." First Graduating Class Makes Balkan History
How it all came about is a story of vision, efficiency, donor collaboration and the refusal to accept failure. Serious discussions about a new university in the Republic of Macedonia were held in the spring of 2000. Detailed planning began in late 2000. Building commenced in March 2001 and SEEU opened six months later with about 900 students. By October 2002 the number of students had increased to 2250, and by October 2003 the number of students increased to 3700. Currently there are 5200 enrolled students at SEEU. SEEU is playing a leading role in the development of modern higher education in the country and in the Southern Balkans. The University is the first in the Republic of Macedonia to teach mainstream subjects in the Albanian language. However it has a policy of flexible usage of languages, providing courses also in the Macedonian language. All students learn the English language (and, optionally, French or German) to facilitate teaching in English by international and visiting academic staff. This is particularly important for those wishing to enter careers for which English is the international language of communication.
