North America The Balkans From the very beginning of the crisis in the Balkans back in 1992 In Defence of Marxism has maintained a firm internationalist approach. The different imperialist powers and the local former Stalinist bureacrats used the poison of nationalism to gain power and spheres of influence. Their manouevres had nothing to do with the rights of the people's of the Balkans but with naked self interest. We have insisted that the poison of nationalism (be it Albanian, Serbian, Bosnia, Croatian, Bulgarian, Macedonian, Greek, Turkish, or whatever) offers nothing to the peoples of the Balkans but a future of fratricidal war, ethnic cleansing, economic ruin, poverty and despair. The entirely artificial frontiers that divide the living body of the Balkans have long since ceased to play any progressive role, if they ever did. Reactionary nationalism divides brother from brother, and sister from sister, creating ethnic hatreds and never-ending strife.

Conflicts between the Thracian tribes, such as the Odrysians in the eastern plains and the Bessi in the mountainous west, were drawing Rome into their conflicts and in 46AD Thrace was annexed into the Roman Empire. The reunification of Dacian tribes under Decebal and a couple defeats of the Roman armies led to war in 101AD. 2nd AD
Rome wars with Dacia 101-2 and 105-6 taking the area of modern Oltenia, the Transylvanian plain, and the Banat. Treasures from the defeated Decebal were used to pay for the Trajan Column in Rome which records this battle. Names on inscriptions suggest the Roman culture came in with immigrants from Illyria and elsewhere possibly attracted by the mining or agricultural wealth. With these people came the Latin language, but how far the native Dacians were Romanised is not known. Balkans Justice Bulletin:
The First Phase of the Sjeverin Trial March 15, 2003 Human Rights Watch's Balkans Justice Bulletins are periodic assessments of the efforts of local and national authorities in Croatia, Bosnia and Herzegovina, and Serbia and Montenegro (including Kosovo) to hold accountable those responsible for war crimes and crimes against humanity committed during the wars in the former Yugoslavia during the 1990s.

Introduction
On January 20, 2003, the Belgrade district court began an important war crimes trial against four Serbs accused of kidnapping, torturing, and killing seventeen Muslims from Serbia in 1992. The crime occurred in an area of Bosnia and Herzegovina controlled by Bosnian Serbs, near the border with Serbia. As most of the victims had resided in the village of Sjeverin, in southwest Serbia, the trial is usually referred to as "the Sjeverin trial." Hundreds of individuals responsible for war crimes committed during the wars in Croatia, Bosnia and Herzegovina, and Kosovo live in Serbia and Montenegro, but as of January 2003, only four domestic war-crime trials had taken place, all since the departure of Yugoslav president Slobodan Milosevic from power in October 2000. Officials in Serbia have nonetheless asserted that war-crime perpetrators as a rule should be tried at home, rather than before the International Criminal Tribunal for the former Yugoslavia (ICTY). In this context, the Sjeverin trial presents an important test of the Serbian justice system's ability to prosecute war crimes. During the first four days of the trialÑwhich reconvenes on March 17, 2003Ñthe court heard one of the accused, four prosecution witnesses, and eleven relatives of the victims who, although not witnesses to the crime of October 22, 1992, took the stand to testify about related events prior to and after the crime. When the trial reconvenes, the court is expected to hear additional witnesses proposed at the end of the fourth day by the prosecutor and the lawyers representing the families of the victims. The defense is expected to present their case at a later stage in the trial.

Milosevic's arrest was front page news in Croatia on Monday BELGRADE, Yugoslavia Newspapers which were formally mouthpieces for Slobodan Milosevic covered his arrest in dramatic detail. "The dictator has turned himself in" Vecernje Novosti, a Yugoslav daily in the past tightly controlled by the Milosevic government, said. The independent daily Danas said Milosevic was housed on the Belgrade jail's first floor with party comrades arrested before him. The paper asks "Now What?" Web posted at: 9:19 p.m. EDT (0119 GMT) WASHINGTON (CNN) NATO warplanes are to begin mock air attacks in the skies over Albania and Macedonia on Monday, CNN has learned. About 30 warplanes from the United States, Britain, Canada, Italy and France will participate in the exercise, the sources said. There are no plans to drop live bombs, and the demonstration may amount to little more than "flyovers" by the planes, they said. Although current plans are to begin the exercises Monday, delays in staging still could occur as NATO's leadership works to iron out details, according to NATO sources who asked not to be identified. On Thursday, NATO defense ministers announced the military exercises, in response to the military crackdown by Yugoslav forces on ethnic Albanian separatists in the Yugoslav province of Kosovo.

Previous lecture Complete list of lectures Next lecture Winston Churchill was talking about the Cold War in Eastern Europe when he referred to the "Iron Curtain" in a well-known speech of 1946. The end of World War II and the beginning of the Cold War are intertwined. Stereotypical views of the origin of the Cold War either blame it on Stalinist aggression or take the "revisionist" view and blame it on aggressive American actions that led to Soviet responses. These views share two failings:
  • They reduce the roles of the Balkan states, their leaders and their populations to that of pawns; and
  • They gloss over the significant differences in local events in the various Balkan states.
An approach to the early Cold War based on Balkan histories would look at the important decisions made by Balkan figures, and distinguish between events in the Balkan states, including those that did not become Soviet satellites. Questions like these help frame such an analysis:

Rumsfeld: will consult Europe before withdrawing troops from Balkans By CNN Military Affairs Correspondent Jamie McIntyre THESSALONIKI, Greece (CNN) U.S. Defense Secretary Donald Rumsfeld has reaffirmed U.S. participation in peacekeeping missions in Bosnia and Kosovo. A day after inspecting U.S. troops in Kosovo, and meeting with American military commanders there, Rumsfeld said he is "certainly" convinced of the continued need for U.S. troops there. "There no question but that the SFOR (Bosnia Stabilisation Force) and KFOR (Kosovo Force) forces in the Balkans are making a very valuable contribution to stability in the region, and our interest is peace and stability in the region and finding ways to do it in the most effective and constructive possible way," Rumsfeld said. Rumsfeld's remarks came at a news conference prior to the opening session of the Southeastern Europe Defence Ministerial conference in Thessaloniki, Greece.

A student might say, referring to the Iliad and the Odyssey; “That kind of stuff they did then, nobody does it anymore!” This paper is written to refute such a thought. Another student might wonder: “Where could we find plain folks making up poems?” Another might quip: “As to reciting them, forget it!” Yet, are there today any tribes or nations that have such a tradition? Where could we find an uninterrupted living tradition of uneducated people or persons with only an elementary education creating their own folk poetry? The answer is: in divided Macedonia. Most of Macedonia is located in the southernmost part of Yugoslavia. The remaining parts of Macedonia are in northern Greece, Bulgaria and Albania. The material in this paper could be used for the study of geography, ancient or medieval history, folk poetry, story-telling, or for a study about heroes. Therefore, it is usable in all grades and on all levels. Objectives Can one say that the spirit of creativity lives within each nation? Can one say that “ordinary” folks (distinguished from literary, educated writers and poets) make poetry that many accept? What is one to say about the lyrics of popular songs, for example, in the “standard” pop tunes, early rock, bluegrass and “urban” folk tunes, protest songs, etc. There seems to be a spirit at work among the people seeking an outlet through song. What about poetry readings? Isn’t it true that people want to hear jokes, anecdotes or that children recite rhymes and riddles, passed on from generation to generation of children? Children teaching children: no adults involved!

You can use this space for a personal message about Community Chest. Just go to the My Community tab in your Control Center, click the Manage Community Chest button, and you will see the message space at the bottom of the page (in the Optional Custom Message box). Enter your text, click Apply Display Options, and you are done.
