Balkans summit seeks end to violence
SKOPJE, Macedonia Balkan leaders meet later this week for a summit that has been overshadowed by fresh violence in the region. Violent clashes in Serbia and Kosovo have all but quashed the optimism nurtured at a similar meeting just four months ago. The leaders of Albania, Bulgaria, Bosnia, Macedonia, Yugoslavia, Greece, Turkey and Romania meet on Friday in the Macedonian capital Skopje. Croatia will be an observer. Sporadic fighting in Serbia's nearby Presevo Valley, which has a large ethnic Albanian population, has left about 30 people dead since early last year with three Serbian policemen killed by anti-tank landmines on Sunday. ALSO Serb peace: Plan receives cautious welcome A sniper also wounded a Yugoslav army soldier in an area of Serbia bordering Kosovo where ethnic Albanian guerrillas are active, Yugoslav authorities said on Wednesday. The summit is due to be attended by European Union foreign policy chief Javier Solana and Commissioner for External Affairs Chris Patten as well as Stability Pact coordinator Bodo Hombach.

Germany issues uranium 'all clear'
GENEVA, Switzerland Tests on German peacekeepers serving in Kosovo have revealed no signs of exposure to debris from depleted uranium ammunition. The results were disclosed after the World Health Organization (WHO) said it was "unlikely" that DU ammunition fired during NATO's air war against Yugoslavia could have caused cancer. A special NATO meeting was also told on Friday that Portuguese soldiers serving in the Balkans are likely to encounter higher background uranium radiation at home than on their Kosovo and Bosnia missions. But Turkey said two of its soldiers who served as NATO peacekeepers in Kosovo had been affected by exposure to DU munitions. U.S. pledges Balkan support
Powell said U.S. troops will continue as peacekeepers in the Balkans PARIS, France The U.S. has reassured Europe that it will continue to help maintain stability in the Balkans. Secretary of State Colin Powell met with other members of the Balkan Contact Group in Paris to discuss unrest threatening the region before travelling to the Balkans on Thursday. The group, which includes Russia, the UK, France, Germany and Italy, affirmed Western support for the Yugoslav Government, and its opposition to rebel movements in Montenegro, Bosnia-Herzegovina and Macedonia. Powell, who travels to Macedonia on Thursday, also said that the Bush Administration has no timetable for the removal of U.S. forces from the Balkans. "We are constantly talking to our friends in NATO and others who are present in the region to see how best to perform the mission," Powell said. "But there is no endpoint. We have established no time by which U.S. troops have to be out."

BRUSSELS, Belgium (CNN) U.S. Secretary of State Colin Powell said Tuesday that the United States remains committed to its peacekeeping role in the Balkans where more than 9,000 U.S. troops patrol Bosnia and Kosovo Any reduction of U.S. forces would come only in concert with its allies, Powell told NATO ministers meeting in the Belgian capital. "The simple proposition is that we went in together, we will come out together," Powell said. He also warned combatants along the Kosovo-Macedonian border to "cease and desist," saying now is no time to start up a new conflict.

U.N. plays down ammunition risk
GENEVA, Switzerland The World Health Organisation (WHO) says it is "unlikely" that depleted uranium ammunition used by NATO troops could have caused cancer. The Geneva-based United Nations health agency on Friday issued its first recommendation on the ammunition since the beginning of the current controversy over potential health risks. The body concluded it was "unlikely" that exposure to NATO weapons containing depleted uranium could have led to a higher risk of cancer among military personnel who served in the Balkan conflicts. But it said that it was planning a study to "assess whether there has been an increased rate of cancer amongst military personnel who served in the Gulf War or Balkans, as well as amongst exposed populations." Powell said U.S. troops will continue as peacekeepers in the Balkans PARIS, France The U.S. has reassured Europe that it will continue to help maintain stability in the Balkans. Secretary of State Colin Powell was speaking during a meeting with other members of the Balkan Contact Group in Paris to discuss unrest threatening the region. He later travelled to Macedonia where he will hold talks with top government officials on the recent armed conflict between government troops and rebels demanding more rights for the country's ethnic Albanian minority. The Contact Group, which includes Russia, the UK, France, Germany and Italy, affirmed Western support for the Yugoslav Government, and its opposition to rebel movements in Montenegro, Bosnia-Herzegovina and Macedonia. Powell said that the Bush administration had no timetable for the removal of U.S. forces from the Balkans.

Troops clash with ethnic Albanians
MITROVICA, Yugoslavia British troops have clashed with hundreds of ethnic Albanians in the Kosovo town of Mitrovica as violence continued for a fourth day. The troops fired plastic bullets and drove tanks through the town on Thursday to scatter crowds hurling rocks and petrol bombs. "The violence has been going on long enough. We will deal with aggressive behaviour with a positive response," British spokesman Major Tim Pearce said. Fighting has flared in the ethnically divided Mitrovica often since Kosovo came under international control in 1999. Kosovo's United Nations governor and leaders of the province's Albanian majority condemned the violence at a crisis meeting in the town on Thursday. SECURITY COUNCIL FAILS TO EXTEND MANDATE OF UNITED NATIONS PREVENTIVE DEPLOYMENT FORCE IN FORMER YUGOSLAV REPUBLIC OF MACEDONIA
Draft Resolution Supported by 13 Members; China Votes Against; Russian Federation Abstains A veto by China this afternoon prevented the Security Council from authorizing an extension of the United Nations Preventive Deployment Force (UNPREDEP) in the former Yugoslav Republic of Macedonia for a further six months, until 31 August. By a vote of 13 in favour to 1 against (China), with 1 abstention (Russian Federation), the Council failed to adopt the eight-Power draft resolution. The Secretary-General had recently recommended to the Council the extension of UNPREDEP, saying it had so far contributed successfully to preventing the spillover of conflicts elsewhere in the region to the former Yugoslav Republic of Macedonia. The Force's mandate, set to expire on 28 February, has been in effect since March 1995, when the Council authorized it to monitor and report any developments in the border areas which could undermine confidence and stability in the territory; since last year, its mandate has been expanded to include monitoring and reporting on illicit arms flows and other related activities.
