Creating a human rights culture in Bahrain
Seminar organised by the Amnesty International and the Bahrain Human Rights Society
Amnesty International, in cooperation with the Bahrain Human Rights Society (BHRS), organised and hosted a workshop in November on civil society and human rights in Bahrain. The workshop, entitled the Role of Civil Society in the Development of a Human Rights Culture, ran from 3-5 November at the Al-Oruba Club in Juffair and was attended by forty delegates from Bahrain, Kuwait, Oman, the UAE, and Sudan. The workshop's objectives were to build a base of potential human rights activists, to strengthen the campaigning and advocacy skills of the activists and to examine how to create a human rights culture through education. Speaking in the run up to the workshop, BHRS information committee member, Dr Mondher Al-Khoor, said that the workshop would be built around five themes: human rights protection and promotion; human rights within the United Nations framework; treaty and non-treaty mechanisms; building sustainable, credible and effective NGOs; and fund-raising.

Produced by the Gulf Centre for Strategic Studies Civic Culture and Reform in Bahrain Over the last eighteen months Bahrain has embarked on a programme of reform, which has seen more than nine hundred prisoners involved in political violence freed, women appointed to senior government posts and the Consultative Council, a female ambassador appointed to Paris, and the establishment of a Human Rights Committee. The next step in this process will be the introduction of municipal elections, in which all adults will have the franchise, and, in 2004, elections for the Consultative Council will be held.
Democracy requires a strong civic culture, and this in turn depends upon educated political debate. For political reform in Bahrain to be a success, the concept of civil society must underpin the country's political culture. NGOs along with other institutions can play an important role in this regard: by building the public's confidence in the new political processes; shaping their expectations of the system; and providing checks and balances to the government.
The government has sought to encourage public debate. Over the last year a series of discussions have been held across Bahrain in which officials have had an open dialogue with the public. The attendees were encouraged to express their opinions freely without restrain and a lively debate ensued. One of the most significant meetings was the seminar on the Consultative Council held on 25 December 1999, during which members of the Council were quizzed about the institution's future development and legislative role. Over the summer, on 4 July 2000, a packed public seminar on the future of democracy saw a very frank discussion during the question and answer session.

Cafés - both traditional Arabic and Western - are scattered all over the island and the choices are fabulous. But first let me give you a little background. It is believed that the first coffee tree was probably grown in Kaffa, in a country we know today as Ethiopia. Arabic coffee has been part of the culture here for centuries. When Arabic coffee is offered to a guest, it is considered a gesture of friendship. Traditionally, ghahwas (coffee houses) were found in the souk and were designed with a very simple style: high wooden benches arranged in a square to give customers the opportunity to chat. Ghahwas served the urban population at a time when communication systems were rudimentary. Without telephones, telegraph or even a fully functioning post office, person-to-person contact was the only effective way of getting news or spreading gossip. Not only did the coffee houses disseminate news, they also manufactured it. However, today Bahrain has taken this tradition to another level, mixing local and international customs and introducing a whole new coffee house culture. The traditional ghahwas developed into luxuriously decorated places where music, chess and shisha (hookah or hubble bubble) can be enjoyed.

Bahrain

An international art festival has been held in the Moroccan city of Asilah [or Assilah, see note] since 1978 (see conversation with ). Bahrain’s ruler, King Hamad bin Isa Al Khalifa, was so enthused by its character and lasting effect, that he initiated a similar event in his country as a revival of the cultural partnership with Morocco. The two founders of the Asilah Festival, Mohammed Benaïssa and Mohammed Melehi, stood by the institutions in Bahrain and the organizer there, Ali Abdulla Khalifa, both in word and deed during the organization of the first "Bahrain - Asilah Arts & Culture Forum". According to the catalog, one credo of the organizers is to project creativity as a "focal point of dialogue between people on a background of political openness and democratic reforms that enhance the importance of culture as an instrument of development". Exhibitions, workshops, parades, concerts, lyric poetry readings, etc., were held from 20 - 30 April 2004, with the participation of ca. 90 artists and intellectuals from 20 African, Asian, and European countries. As in Morocco, the most outstanding activities in the field of visual arts were the graphic arts workshop and mural painting in urban spaces.
