Sea-going trade
RBC Royal Bank of Canada's history in the Caribbean goes back a long way. In fact, the bank established branches in the Caribbean before some of Canada's western provinces. Strong maritime roots influenced its representation throughout the region. Its commercial relations began with a group of merchants from Halifax, Nova Scotia, who formed the Merchant's Bank in 1864, and were engaged in the thriving sea-going trade between Halifax and the West Indies. In those days Canadian southbound ships carried mainly flour, codfish and timber, returning north with their cargoes of sugar, rum, cotton and spices. Through branches established in all major trade centres in the Caribbean, RBC offered valuable facilities for promoting trade. Early days
The bank's first venture south was Bermuda in 1882 followed by Cuba in 1899. By 1914, the bank's international network included Puerto Rico, Bahamas, Trinidad, Jamaica, Dominican Republic, Barbados, British Honduras (now Belize) and Grenada. In that same year, RBC purchased the British Guiana Bank that had opened in 1836. By 1984 the bank had opened a total of 15 branches in Guyana (formerly British Guiana) but in November 1984 RBC ceased to operate there. The
Bio-diversity Centre in Georgetown, created to study Guyana's largely intact rain forest, was built with funds from RBC's operations in Guyana, since foreign exchange restrictions made it impossible to take them out of the country.

    Back to Bahamas Index Since independence, the Bahamas has been a member of the Commonwealth of Nations (see Appendix B), the organization bringing together nations and dependent territories presently or previously under British sovereignty. In 1985 the Bahamas hosted a Meeting of Heads of Government of the Commonwealth; Queen Elizabeth II paid an official visit to the Bahamas at that time. As a former British colony, the Bahamas also was one of the African, Caribbean, or Pacific countries affiliated with the European Economic Community under the Lomé Convention (see Glossary). Although the Bahamas had diplomatic relations with over forty nations throughout the world, it maintained diplomatic missions in only four countries: Canada, Britain, Haiti, and the United States. High commissioners served as official representatives to Canada and Britain, whereas a chargé d'affaires was assigned to Haiti. Bahamian officials in the United States included an ambassador in Washington and consuls general in both Miami and New York. The Bahamas also maintained a permanent mission to the UN in New York with a resident ambassador. Just five nations maintained diplomatic or consular missions in the Bahamas. The United States and Haiti each had embassies, the Dominican Republic and The Gambia had consulates, and Brazil maintained a vice consulate. The Gambia maintained a consulate as a result of close relations with the Bahamas in the Commonwealth and because a majority of Bahamians were of West African origin. Additionally, twenty-five nonresident ambassadors and thirteen nonresident high commissioners (ambassador-level representatives of Commonwealth nations) were accredited to the Bahamas. The Honorary Consul Corps provided representatives from twenty-five countries; these officials assisted foreign nationals in emergencies. The corps consisted of, in descending order of rank, consuls, honorary consuls, consular agents, and commercial representatives.

    Back to Bahamas Index Since the 1960s, the government has made a substantial effort to improve the country's education system. Government expenditures on education rose from 10.7 percent of total government expenditures in 1955 to a high of 25 percent in 1974 but declined to 17.4 percent in 1984. The ratios of students to staff improved steadily from thirty-four to one in 1976 to twenty-one to one in 1983. The literacy rate in 1984 was estimated at 93 percent. Primary-school enrollment increased from 78 percent in 1970 to 99 percent in 1983. Despite these significant achievements, educational problems remained. The Country Reports on Human Rights Practices for 1985 indicated that there was "a weakening of education in the public school system as a result of shortages of teachers, equipment, and supplies as well as the physical deterioration of many schools." The Ministry of Education itself admitted that the results of national tests taken by students in 1985 demonstrated "serious deficiencies" throughout the education system. In the mid1980s , the government increased emphasis on technical and vocational training. The College of the Bahamas opened its doors in 1974; the government-owned institution offered a two- or three-year program leading to an associate degree in one of six academic divisions. In the spring of 1986, the college reported an enrollment of 1,834. The college offered programs in conjunction with the University of Miami. In addition, since the 1960s the Bahamas also had been associated directly with the University of the West Indies (UWI), which, with its three campuses in Barbados, Jamaica, and Trinidad and Tobago, served much of the English-speaking Caribbean. The UWI also had a hotel and tourism management program in the Bahamas. In addition to these local and regional colleges, many Bahamians attended institutions of higher learning in the United States, Canada, and Britain.

But it means much more than that for Stanford marine scientists Stephen Palumbi and Fiorenza Micheli and visiting scholar James Sanchirico from Resources for the Future, a Washington, D.C.-based think tank. These researchers are key participants in a project called the Bahamas Biocomplexity Project (BBP). This collaborative study aims to provide a multidisciplinary view of the Bahamas ecosystem for use in designing marine policies for the region.
Since most populations of staghorn coral in the Caribbean are genetically distinct, replenishment requires local larvae. This finding supports the case for a protective marine reserve network. Courtesy: OAR/National Undersea Research Program (NURP) "This is the first time a group of people has gone in and simultaneously studied the physical side of the system, the connectivity side, the ecological and habitat side and the socioeconomic side all together," says Palumbi, a professor of biological sciences at Stanford's Hopkins Marine Station. Researchers hope that policies based upon this systems perspective will produce more viable and sustainable marine environments. The three scientists provided a progress report on the project during a talk sponsored by the Stanford Institute for International Studies on Feb. 26 titled "Coupled Natural and Human Dynamics in Coral Reef Ecosystems of the Bahamas."
