Teachers from elementary school through college go to sea aboard NOAA research and survey ships to work under the tutelage of scientists and crew. House backs expanded loan deal for teachers
Story Tools WASHINGTON (AP) The House voted Wednesday to more than triple the aid offered to teachers who take on high-demand classes in the nation's neediest schools. The House measure, approved overwhelmingly, would forgive up to $17,500 in debt for reading specialists and teachers of math, science and special education. Those who qualify would have to commit to teaching in poor schools for at least five years. Current law allows a maximum of $5,000 in erased loans. The expanded program would be enough to wipe out many students' federal loan debt, according to the Education Department. President Bush included a version of the loan plan in his 2004 budget proposal. Nationwide, schools face long-standing problems of recruiting and retaining teachers in the topics targeted by the House bill. What's more, the No Child Left Behind law now requires every teacher of a core subject to meet state and federal "highly qualified" standards by 2005-06. The House on Wednesday also approved a bill designed to improve the accountability of teacher-training programs by aligning them with the new education law, signed by Bush in 2002.

Comprehensives and a "one-size- fits-all" policy do not deliver high- quality education, the Professional Association of Teachers heard. Teacher Peter Morris said standards had fallen and discipline had worsened since the end of selective secondary education in most areas of England. The PAT annual conference's vote will be referred to the union's council. 'Encouragement' Mr Morris said: "We all have different strengths and weaknesses. "Not everyone on this planet was born to be a brilliant academic. But there are some people in this country who are born to be brilliant academics. "We must face up to the reality that children who are academically gifted should be given the same level of encouragement as those children who are slow learners." Most 16-year-olds today would not gain good grades in the old O-levels, which were replaced in the 1980s by GCSEs, he said.
