Inclusion of Special-Needs Students
Current Policy
NAEP has always endeavored to assess all students selected as a part of its sampling process, including students who are classified by their schools as students with disabilities (SD) and/or as English-language learners (ELL) or limited English proficient (LEP). (LEP students are sometimes called English language learners). The decision to exclude any of these students is made by school personnel. School personnel are encouraged to use inclusion criteria provided by NAEP and may discuss their inclusion decisions with NAEP field staff. Some students may participate with testing accommodations. According to the current criteria , a student with a disability is to be included in the NAEP assessment except in the following cases:

    School buses transport the nation’s most important resource, its youth. Parents and caregivers are asked every day to entrust their children to school bus operators. While the safety record of school buses is remarkable, there is no such thing as safe enough for a caregiver. This module focuses on the transportation of the student with special needs and the equipment that these students may require. NOTE: This module is intended as an in-service refresher training for drivers and transportation personnel of students with special needs. In addition, the current trend is to integrate students with a variety of special needs with students on a regular bus route. This module can be used as awareness training for all school bus drivers and transportation personnel who may at some point be required to transport students with special needs. This module is NOT sufficient for the comprehensive initial training required for drivers and transportation personnel of students with special needs. Main Topics

  • The school bus driver/attendant should know the characteristics of the disability and the equipment the student needs and uses.
  • The Individuals with Disabilities Education Act or IDEA guarantees students with special needs a free and appropriate public education (FAPE).     I’ve heard about Great Oaks. What is it?
    Great Oaks is a career-technical high school in southwest Ohio, serving 36 school districts . As part of the Great Oaks district, there are four career development campuses which offer high school programs: Diamond Oaks on the west side of Cincinnati Laurel Oaks in Wilmington Live Oaks in Milford Scarlet Oaks in Sharonville At these campuses there are over 40 different programs to choose from. You complete these programs in your junior and senior year as you prepare for continuing education, the workplace, and/or the military.

    Twenty years ago, high school students with special needs would have been placed in separate classrooms, with limited interaction with other kids.
    Today, Kelly Kaser, a 19-year-old Carmel student with Down syndrome, has a totally different experience. Her school day consists of helping out at a preschool and attending inclusion classes, where she works beside students without disabilities. She plans to become a beautician.
    Brandon Scott also benefits from inclusion classes. A sophomore at Lawrence North High School, he was born with a rare condition called quadromelia, which means he is missing most of all four limbs. He plans to go to college to study broadcasting or journalism.
