Web posted at: 2:43 p.m. EDT (1843 GMT) BAKU, Azerbaijan (CNN) Azerbaijani voters seeking stability and long-elusive prosperity for their oil-rich nation cast ballots Sunday in a presidential election the authoritarian incumbent looked certain to win. Opposition groups boycotted the vote in this former Soviet republic once plagued by war and political chaos, and claimed President Geidar Aliev's government was delaying results so it could tamper with the outcome. Voting proceeded peacefully. International observers said they had noticed a few minor technical problems but no major violations, the Russian ITAR-Tass news agency reported.

Local Government
For purposes of local government, Azerbaijan is divided into 71 administrative regions, consisting of 59 districts, 11 cities, and the autonomous republic of Nax§ivan. The local government of Nax§ivan adheres to the republic’s constitution and cooperates with the central government. The enclave of Nagorno-Karabakh has no official designation at this time. It was established as an autonomous region in 1923, but this status was officially abolished in 1991 due to the conflict in the region. In December 1991 Nagorno-Karabakh declared itself an independent republic, but neither Azerbaijan nor any other country, including Armenia, formally recognized its independence. F
Defense
The formation of Azerbaijan’s national armed forces began after the republic gained independence from the Soviet Union. By 2003 Azerbaijan had developed an army of about 56,840 troops, a navy of 1,750, and an air force of 7,900. Military service is compulsory for at least 17 months for all males, beginning at age 18.

FILES: Presentation_Moldova.ppt October 14, 2004 In the framework of NATO Partnership program in 2003 has been concluded the Project on Distance Education between Indiana University and AzRENA – IU/AzRENA (AZ01). The main object of the Project is training of 5 qualification specialists in DE field for organization full-scale process of DE in Azerbaijan. AzRENA carries out its activity as the base centre of DE in the regional level and planning future involvement of all universities of the Azerbaijan Republic into this project. Under the IU/AzRENA Project the project group form Indiana University, leading by Dr. Thomas Duffy have been visited Azerbaijan form May 16 to June 5, 2004. The objects of their visit were realization of training of 5 instructors, analysis of DE field in Azerbaijan, establishment of personal contacts and preparation for carrying out the E-Learning Symposium 2004 on May 25.

The most likely origin for Jean's version of the Sharamudoi boats is in Azerbaijan, on the ancient shores of the highly expanded Caspian Sea. At that time, (? 10 000 - 8000 years ago?) the greatly expanded Caspian and Black Sea were joined by a wide strait. Since the area is today very flat, apart from the low hills which rise from the plains and on which the petroglyphs have been carved, it is likely that the shores would have provided an ideal area for the growth of huge areas of reeds, ideal for boat building.

At a site dated to around 5000 - 8000 years BP, at a place called Gobustan, there are paintings or etchings (petroglyphs) of what appear to be long boats in the style of the Viking ships of more recent times. Thor Heyerdahl is convinced that people from the area went to Scandinavia in about 100 AD and took their boat building skills with them, and transmuted them into the viking boats we know from digs in Northern Europe.

Azeri leader pulls out of election
Aliyev has been undergoing treatment in the U.S. Story Tools (CNN) The ailing president of Azerbaijan, Heidar Aliyev, is bowing out of the re-election race in favor of his son, the prime minister, who also is a candidate. Ismail Abdul Rakhmanov, an aide to Azerbaijan's ambassador to Russia, Thursday told CNN that Aliyev has withdrawn from the race. The announcement was read by an anchor on Azeri television Thursday evening. The president is being treated in the United States at the Cleveland Clinic for heart and kidney problems. "I am convinced I will recover soon and come back to my home country to be with my people. Today I have withdrawn my candidacy in favor of Ilham," he is quoted as saying in a media report. He was referring to Ilham Aliyev, his son. Azerbaijan is a former Soviet republic. Moscow Bureau Chief Jill Dougherty contributed to this report
