    Azerbaijan experienced setbacks last year in areas of democratic practice, including electoral process, civil society, independent media, the constitution, legislation, and the judiciary. The level of corruption and governance remained unchanged, according to a report, "Nations in Transit 2004," released by Freedom House on 24 May. In comparison, Armenia is also criticized for worse ratings for electoral process and independent media, while the events leading to the ouster of President Eduard Shevardnadze are evaluated as a turning point in the development of Georgian democracy.
    A new registration procedure of grants and the taxation of nongovernmental organizations are referred to as setbacks for civil society, aiming at strengthening the governmental control over the third sector.

    FOR IMMEDIATE RELEASE: CONTACT: April 19, 2004 Andrew Souvall (202) 225-4671 PALLONE OPPOSES BUSH ADMINISTRATION DECISION TO DISREGARD AZERBAIJAN-ARMENIA MILITARY PARITY AGREEMENT Washington, D.C. - In a letter last week to President Bush, U.S. Rep. Frank Pallone, Jr. (D-NJ), co-chair of the Congressional Caucus on Armenian Issues, voiced strong opposition to the Bush administration's decision to abandon a 2001 agreement to provide parity in military funding to Armenia and Azerbaijan. The letter comes in response to testimony by a U.S. State Department official that the Bush administration would support a greater level of military assistance to Azerbaijan than Armenia. "The United States must be perceived by both Armenia and Azerbaijan as an unbiased and impartial mediator," the New Jersey congressman wrote in the letter to President Bush. "Providing asymmetrical military assistance does not serve this vital objective. During testimony before the Senate Foreign Relations Committee in March, Assistant Secretary for State Elizabeth Jones stated that the administration does not have a policy that the military funding levels for Armenia and Azerbaijan be identical and confirmed the administration's request for increased military funding for Azerbaijan. This decision disregards a 2001 agreement reached between the White House and Congress during negotiations over granting presidential authority to waive Section 907 of the Freedom Support Act. The agreement requires that Congress receive prior notification of the "nature and quantity" of any additional assistance to Azerbaijan and the impact it would have on the military balance with Armenia and negotiations over Nagorno Karabakh.

    Here you will find a fascinating history of Karaims or Karailar (sing. Karai ), their language, culture, and heroic struggle to survive. Crimean Karaims are people of Turk(ic) descent who have adopted Karaism. This movement could be described as a return to the roots or sola scriptura. Although the Karaite reformation never became a mass movement, an ethnic mixture of Alans, Cumans and a number of Turkic Kipchak tribes in Crimea and northern steppes of Black Sea, as well as the ruling junta of Khazaria (not all the Khazars) converted to Karaism. These people became known as Karaims, thus combining the religious denomination with ethnonym. The following pages are about the native people of Crimea, their ancestors, the Khazars, and the areas they settled. Religion has played an important part in forming the Karaim people. In the 8th century, Karaism was initiated by Anan ben David in Mesopotamia. From the 8th to the 10th centuries, the Karaims were subjected to the rule of Khazar Kagan. It is recorded in the 13th century that the Karaim congregation practised in Solkhat, the capital city of the Crimean Tatars. Karaism is Mosaism, an independent, non sectarian, monotheistic religion of Abraham. Anan Ben David, the founder of the actual Karaite religion, preached about a return to the written word of the Old Testament. He refused to recognize the Talmudic thought. This religion is distinct from Rabbinical Judaism.
