An Overview
Introduction

On Sunday, October 11, 1998, the Republic of Azerbaijan will hold its first presidential election under the country's new Constitution (adopted in 1995) in which the term for Presidency is five years. In February 1998, a new election law was proposed. Following debate in the Azerbaijani Parliament (Milli Majlis) and formal discussions with opposition parties, leading political figures and numerous international organizations, the draft law was substantially amended and passed by the Parliament. It was signed into law by President Heydar Aliyev on June 9, 1998. Comprehensive Law
The National Democratic Institute for International Affairs said in a statement issued on July 22, 1998 that "the current draft of the law on presidential elections provides in many respects a legal framework that conforms with international standards for elections. It reflects extensive deliberation and consultation on the part of the government, and incorporates proposals made by the opposition." Central Election Commission
The law establishes an independent Central Election Commission (CEC), comprised of representatives from political factions in the country, to monitor and supervise the electoral process. The CEC is to have 24 non-partisan members: 12 members are appointed by the President, with the remaining 12 appointed by the Parliament on a representational basis appropriate to party affiliation in the legislature. In addition to the 24 non-partisan seats, each political party that meets the qualification (of 50,000 signatures) to put forth a presidential candidate will also receive a seat on the CEC. Citizens may sign petitions endorsing as many candidates as they desire.

BTC signs project finance agreements with Azerbaijan government The following news release was issued in Baku by BTC Co. Baku, Azerbaijan, Feb. 3, 2004 The Azerbaijan Government and BTC Co, operated by BP, today hosted an official ceremony during which the final package of project finance documents was signed to finance BTC construction. The signing ceremony, which took place in the Gulustan Palace in Baku, marks the completion of agreements covering the third party financing for the pipeline project. The BTC financing agreements were signed by representatives of the Governments of the Azerbaijan Republic, the Republic of Georgia and the Republic of Turkey and representatives from the BTC lender group in the presence of the President of the Azerbaijan Republic, H.E. Ilham Aliyev. The financing package includes 208 finance documents, with over 17,000 signatures from 78 different parties, and it represents a major milestone in the implementation of the financing arrangements for the pipeline which will cost $2.95 billion to construct ($3.6 billion total project cost including line fill and loan interest during construction). Approximately 30 percent of BTC costs are being funded by equity contributions, while the remaining 70 percent of the total is being provided in the form of financing by third parties. The BTC partners have already contributed $1 billion. The total debt committed is $2.6 billion thus completing the funding for the project.

Due to a spam campaign by the AzeriGenocide web team, most web masters of Azerbaijan sites know about the AzeriGenocide site, and the AzeriGenocide banner is posted on many Azerbaijan-related sites.     Conscription
    Conscription is enshrined in Article 76 of the 1995 Constitution and is further regulated by the 1992 Law on the Armed Forces. The length of military service is 18 months, and 12 months for university graduates. All men between the ages of 18 and 35 are liable for military service. Young men are usually called up for medical examination at the age of 16, after which they are called up for military service at 18. There are four call-up periods per year. According to the Law on the Armed Forces, reservist obligations apply during wartime up to the age of 50. During peacetime, men are not called up for reservist duties. Ever since 1988 Azerbaijan has been in an undeclared state of war with Armenia about the territory of Nagorny Karabakh. Nagorny Karabakh is on Azerbaijan territory, but it is claimed by Armenia. Since 1994 there is a ceasefire and Nagorny Karabakh is de facto independent, maintaining close contacts with Armenia. However, the situation has remained tense ever since and Azerbaijan conscripts may be deployed to serve in areas near Nagorny Karabakh.
    Statistics
    The armed forces comprise 67,000 troops. The number of conscripts is not known. Every year, approx. 80,000 young men reach conscription age.

    The Committee to Protect Journalists (CPJ) is deeply concerned by your government's unrelenting harassment of the independent Baku station ABA Television. The station recently closed its doors, apparently under government pressure, and Tax Ministry officials have since confiscated some of ABA's equipment.
    CPJ urges Azerbaijani officials to conduct a prompt, thorough, and fully transparent investigation into the Tax Ministry's possible abuse of authority. We respectfully request more information about the inquiry as it becomes available. For several months, ABA has been the subject of intense scrutiny by tax officials. Shamil Safiyev, the head of the station's finance department, has been in jail since his May 22 arrest on charges of tax evasion and the intentional use of false documents.

    The Committee to Protect Journalists (CPJ) is greatly disturbed by the pressure your government has exerted on the independent television station ANS to block it from airing an interview with a Chechen rebel leader.
    On July 14, electricity to the television station was cut off 15 minutes into the broadcast of an interview with Chechen rebel commander Shamil Basayev, according to CPJ's local sources and international news reports. Officials responsible for power supply claimed that the interruption was due to an accident involving electricity lines.
    But on July 16, ANS TV received an official notification, signed by Deputy Prosecutor-General Ramiz Rzayev, stating that the tape of the interview had been illegally imported from Russia to Azerbaijan and that the interview itself was illegal because it allegedly contained terrorist propaganda, in violation of Azerbaijani law and international conventions ratified by Azerbaijan. The letter, a copy of which was faxed to CPJ, also stated that if ANS TV continued to broadcast such programs, the Procurator-General's Office would "take more serious measures" against the station.

    I. Summary Azerbaijan is located along a drug transit route from Iran and Central Asia north to Russia and Central and Western Europe. Consumption and cultivation of narcotics are at low but increasing levels. The main drugs seized were opium and cannabis. Azerbaijan is devising a national drug control strategy including a new national narcotics law. Section 907 of the U.S. Freedom Support Act has precluded the funding of U.S. counternarcotics assistance in 1998. Azerbaijan is a party to the 1988 UN Drug Convention and recently ratified the 1961 and 1971 UN Drug Conventions. The United Nations Narcotics Drug Control Program (UNDCP) is presently carrying out a program of technical counternarcotics assistance. II. Status of Country

    The European Union’s Tacis Programme What is Tacis?
    Tacis is a European Union initiative for the New Independent States and Mongolia that aims to support the development of market economies and democratic societies in these countries. It provides grant finance for know-how transfer and some investment (up to 20 percent, in the field of nuclear safety 40 percent). Tacis works closely with the partner countries to determine how funds should be spent and cooperates with other donors. In Azerbaijan the Tacis Programme has implemented about 120 projects since the end of 1991 of a total budget of roughly 67 mio euro. Other European initiatives for the region Tacis is just one of several European Union aid programmes for Azerbaijan. It provides technical assistance worth about 8 million euro for 1999. If the number of them is very small, is this a concern and how will you address it? <Ambassador> With regard to public health, the US is already involved through its partner organizations in helping to improve health care delivery in Azerbaijan. For example, I visited a clinic in a village outside Masalli, where we provided the building the initial medicines and helped to secure a doctor. But most importantly, the village decided to make this sustainable by agreeing to pay 1500 manat per person per month. Now, 3 years later it is a great success that could be replicated elsewhere. Also, we have programs that establish what is called a "cold chain," that delivers important vaccines to rural areas. We are also interested in seeing if we can work with the public health aspects of the November Presidential Decree.
