Description BBC Monitoring Service 1995, 2) There is also the likely possibility that the Caspian Sea itself will be polluted by any number of possible mishaps. Finally, if one of the first two oil routes were chosen, oil would have to be shipped to Turkey through the already overcrowded Bosporus Sea channel. Thus animal or fish life, the very ecosystem itself, could be adversely affected by pipeline or shipping spills. For other relevant TED Cases, see Ecuador Case, Norwoil Case, and Shetland Case. The decision on which route to use faced a lengthy debate. Finally, on October 9 1995, in a show of compromise, the twelve member consortium agreed to have 2 pipelines. The first will be the Russian route. The 1400 kilometer route will traverse Chechnya and end at the Black Sea port of Novorossisk. The construction of 27 km of new pipeline is required. The second route will be through Georgia to its Black Sea port of Batumi. This 920 km pipeline requires the construction of 140 km of new pipeline. This decision reflects, in part, geo-political influences. In one sense, the consortium was influenced by the Western governments to accept a Russian route, this was done so Russia would not feel alienated. Secondly, selecting 2 routes disallows Russia from having a strangle-hold over oil distribution.(Clark and Levine 1995, 1) Though a decision has been finally reached, it leaves much to be desired environmentally.

On the southern slopes of the Greater Caucasus average annual precipitation ranges from 1,000 to 1,300 mm (39 to 51 inches). PEOPLE: The principal ethnic majority are Azerbaijanis who account for 83% of the population while 6% are Russians and another 6% are Armenians. Other ethnic minorities include Ukrainians, Georgians, Tartars, Jews and others. DEMOGRAPHIC/VITAL STATISTICS: Density; 85 persons per sq km (220 persons per sq mi) (1993). Urban-Rural; 53.7% urban, 46.3% rural (1991). Sex Distribution; 49.3% male, 50.7% female (1992). Life Expectancy at Birth; 66.9 years male, 74.8 years female (1990). Ten years ago, the title for this article, "Azerbaijan on the Internet," would have held little meaning for most people. But times have changed, as has technology. These days, not just Azerbaijan, but the entire world is struggling to adapt and embrace this powerful new technology. Where it will lead is anyone's guess. Azerbaijan has already begun to tap into the potential of the Internet, and the country's presence on the Web is growing. In the past year alone, many new Web sites related to Azerbaijan have appeared, increasing awareness of the country's culture, politics, economy, refugees and, of course, oil. Azerbaijani youth studying abroad have caught on quickly to the potential of the Internet and some have built elaborate Web sites of their own.
Few families in Azerbaijan yet have access to home computers but many Azeri personnel working in foreign companies are very familiar with this technology. However, once Azerbaijanis are financially able to buy them, computers will become one of the country's most popular commodities. Without a doubt the use of the Internet will increase exponentially in Azerbaijan: e-mail will become an everyday means of communicating and Web sites will proliferate. The Soros Foundation and the USAID provide classes and free online access. Hundreds of young people, especially those learning English, are enrolling in classes.

    Azerbaijan continues to be plagued by an unresolved eight-year-old conflict with Armenian separatists over its Nagorno-Karabakh region. The Karabakh Armenians have declared independence and seized almost 20% of the country's territory, creating almost 1 million Azeri refugees in the process. Both sides have generally observed a Russian-mediated cease-fire in place since May 1994, and support the OSCE-mediated peace process, now entering its fifth year. Nevertheless, Baku and Xankandi (Stepanakert, Nagorno-Karabakh region) remain far apart on most substantive issues from the placement and composition of a peacekeeping force to the enclave's ultimate political status, and prospects for a negotiated settlement remain dim.
