March 2003 ICCROM visits new Member States of Azerbaijan and Georgia
to discuss collaboration
On March 4 - 11, ICCROM accepted invitations from two new Member States, Azerbaijan and Georgia, to visit the countries and to assess the potential for collaboration in conserving their cultural heritage. The Director-General, Nicholas Stanley-Price, and Herb Stovel, Heritage Settlements Unit Director, visited Azerbaijan and in Georgia they were joined by Ernesto Borrelli, Laboratory Co-ordinator.
Baku, the capital of Azerbaijan In Baku, the ICCROM team was received by His Excellency Polad Bulbuloglou, Minister of Culture. They also had meetings at the Department for Protection of Cultural Heritage in that Ministry and with the National Commission for UNESCO; and, at the Institute of Architecture and Art of the Azerbaijan Academy of Sciences, the Azerbaijan University of Architecture and Construction, and the World Bank's Cultural Heritage Support Project office. They visited the restoration project of the Shivansha Palace in Baku, a World Heritage site, which forms part of the World Bank support project; the State Carpet Museum and the State Museum of Azerbaijan Musical Culture; the Restoration Laboratory of the Ministry of Culture; and, the Golbustan State Historical-Artistic Preserve.

    Shusha (Azeri: Şuşa (Armenian: Շոլշի; translit. Shushi) is a town in Nagorno-Karabakh region of Azerbaijan. Shusha was the second largest town in Nagorno-Karabakh, predominatly populated by Azeris. Situated 1400-1800 m above the sea level on picturesque Karabakh mountains rigde, Shusha was a popular mountainous-climatic recreation resort during Soviet Union. According to the last population census in 1989, the town of Shusha had a population of 17,000 and the Shusha district had a population of 23,000. 91.7% of population of Shusha district and 98% of the town of Shusha were Azerbaijani. The population of the town had become more and more heavily ethnic Azeri through force of the Azerbaijani Soviet Socialist Republic. Shusha was founded in 1750-1752 by Panah khan Javanshir, the founder of the Karabakh khanate (1747-1822) as its capital. Initially the town was named after its founder Panahabad (town of Panah). Later Ibrahim Khalil khan, son of Panah khan renamed the town Shusha, supposedly after the name of the nearest village of Shushukent. The town was also largely known by the name "Qala" (castle in Azeri).

    The Cultural Renaissance
    In the second half of the nineteenth century and in the early twentieth century, Azerbaijan underwent a cultural renaissance that drew on the golden age of the eleventh to the thirteenth centuries and other influences. The patronage of the arts and education that characterized this movement was fueled in part by increasing oil wealth. Azerbaijan's new industrial and commercial elites contributed funds for the establishment of many libraries, schools, hospitals, and charitable organizations. In the 1880s, philanthropist Haji Zeinal Adibin Taghiyev built and endowed Baku's first theater. Artistic flowering in Azerbaijan inspired Turkic Muslims throughout the Russian Empire and abroad, stimulating among other phenomena the establishment of theaters and opera houses that were among the first in the Muslim world. Tsarist authorities first encouraged, then tolerated, and finally used intensified Russification against this assertion of artistic independence. Several artists played important roles in the renaissance. Mirza Fath Ali Akhundzade (also called Akhundov; 1812-78), a playwright and philosopher, influenced the Azerbaijani literary language by writing in vernacular Azerbaijani Turkish. His plays, among the first significant theater productions in Azerbaijan, continue to have wide popular appeal as models of form in the late twentieth century. The composer and poet Uzeir Hajibeyli (1885-1948) used traditional instruments and themes in his musical compositions, among which were the first operas in the Islamic world. The poet and playwright Husein Javid (1882-1941) wrote in Turkish about historical themes, most notably the era of Timur.

    The Soviet Period
    The Russian Empire collapsed in the Russian Revolution of 1917, and militant socialist revolutionaries called Bolsheviks (later called Communists) seized power in Russia. This upheaval gave Azerbaijani nationalists the opportunity to assert control over local government, and in May 1918 they declared Azerbaijan an independent republic. Bolshevik supporters (mainly Russians) resisted the nationalists in Baku, and armed conflicts took place in the city in March and September 1918, resulting in thousands of deaths. In 1920 the Bolshevik Red Army invaded Azerbaijan and the rest of Transcaucasia, establishing Bolshevik control in the region. In December 1922 Azerbaijan was incorporated into the

    The capital of Azerbaijan, Baku is located on the western shore of the Caspian Sea and is one of Azerbaijan's largest cities. The center of Baku is the old town, which is also a fortress. Most of the walls, strengthened afterthe Russian conquest in 1806, survive. This section is picturesque, with its maze of narrow alleys and ancient buildings. Part of a palace, a mosque, and a minaret date from the 11th century. Modern Baku spreads out from the walls, its streets and buildings rising up hills that rim the Bay of Baku. Greater Baku is divided into 11 districts and 48 townships. Among these are townships on islands in the bay and one island built on stilts in the Caspian Sea, 60 miles (100 kilometers) from Baku proper.
