Language, Religion, and Culture
Azerbaijan Table of Contents Although Azerbaijan's history shows the mark of substantial religious and cultural influence from Iran, linguistically and ethnically the country is predominantly Turkic. The republic was part of the Soviet Union for seventy years, but Russian culture had only incidental impact.
Language
The official language is Azerbaijani, a Turkic tongue belonging to the southern branch of the Altaic languages. In 1994 it was estimated that some 82 percent of Azerbaijan's citizens speak Azerbaijani as their first language. In addition, 38 percent of Azerbaijanis speak Russian fluently to accommodate Russian domination of the economy and politics. Although official Soviet figures showed that about 32 percent of Russians living in Azerbaijan spoke Azerbaijani, the Russian population generally was reluctant to learn the local language. Most Armenians living in Nagorno-Karabakh use Russian rather than Azerbaijani as their second language. In the immediate pre-Soviet period, literature in Azerbaijan was written in Arabic in several literary forms that by 1900 were giving way to a more vernacular Azerbaijani Turkish form. In 1924 Soviet officials pressured the Azerbaijani government into approving the gradual introduction of a modified Roman alphabet. Scholars have speculated that this decision was aimed at isolating the Muslim peoples from their Islamic culture, thus reducing the threat of nationalist movements. In the late 1930s, however, Soviet authorities reversed their policy and dictated use of the Cyrillic alphabet, which became official in 1940. Turkey's switch to a modified Roman alphabet in 1928 may have prompted Stalin to reinforce Azerbaijan's isolation from dangerous outside influences by switching to Cyrillic. This change also made it easier for Azerbaijanis to learn Russian.

[Upload image] Republic of Azerbaijan is an independent country located in Transcaucasia. Politically, Azerbaijan is considered part of Eastern Europe and is integrating into European organizations and infrastructure. Georgraphically, Azerbaijan is located in SouthWest Asia and only borders Europe through Big Caucasus mountain range. Republic of Azerbaijan covers only the northern part of the historical region of Azerbaijan, which also includes the Iranian provinces of East Azerbaijan, West Azerbaijan, and Ardabil, located to the south of Araxes River. In XIXth century, Russian empire conquered northern parts of Azerbaijan and Araxes River became a border between two parts of historical Azerbaijan, usually called by Azeris as NORTH and SOUTH Azerbaijan. People in both parts of historical Azerbaijan speak the same Azeri Turkic dialect and share Shi'a version of Islam. They're generally known as Azers or Azeri Turks. Republic of Azerbaijan has an area of 33,440 square miles (86,600 sq km) and is bordered by Russia to the north, Georgia to the northwest, Armenia to the west, Iran to the south, and the Caspian Sea to the east. The capital of the Republic of Azerbaijan is Baku, the largest industrial center located on Caspian Sea shores, with a population of about 2 million.

Why Azeri?
  • Azeri is a fun and not-so-ordinary language to learn. Azeri was once considered the lingua franca of the Caucasus and Asia. Today, it is one of the more widely spoken languages in the South Caucasus and the Middle East. Birthplace of the prophet of Zoroaster and known as the Land of Fire, Azerbaijan's history and culture are intertwined with the history of the great empires. Because of its strategic location and mineral resources, Greek, Roman, Arab, Persian, Ottoman and modern European powers have always challenged each other for gaining dominance over Azerbaijan. Strategically and geopolitically, Azerbaijan is situated in an important region of the world. Azerbaijan possesses one of the world's largest petroleum reserves and is located on the east-west corridor for transporting the Caspian Sea's natural gas and petroleum to world markets. The worlds' largest petroleum and financial companies are actively involved in investing in new geological explorations in Azerbaijan. There are numerous opportunities for individuals who seek employment with the international companies in the region.

The Azerbaijani language is part of the Oghuz, or Western Turkic, group of Turkic languages, together with Anatolian Turkish (spoken in Turkey) and Turkmen (spoken in Turkmenistan). The Oghuz tribes of Central Asia spoke this precursor language between the seventh and eleventh centuries. The three descendent languages share common linguistic features. Dialectical differences between Azerbaijani and Anatolian Turkish have been attributed to Mongolian and Turkic influences. Despite these differences, Anatolian Turkish speakers and Azerbaijanis can often understand one another if they speak carefully. Spoken Azerbaijani includes several dialects. Since the nineteenth century, Russian loanwords (particularly technical terms) and grammatical and lexical structures have entered the Azerbaijani language in Russian-controlled Azerbaijan, as have Persian words in Iranian Azerbaijan. The resulting variants remain mutually intelligible, however.

Azerbaijan: A Culture Of Control Religious Liberty Prayer List - No. 196 - Wed 20 Nov 2002 AZERBAIJAN: A CULTURE OF CONTROL Azerbaijan, which lies south of Russia, east of Armenia, north of Iran and on the west coast of the Caspian Sea, has been famed for its oil springs and natural gas sources since ancient times. The world's first oil well was drilled just south of the capital Baku in 1848. Azerbaijan came under Soviet control in 1920. The president, Heydar Aliyev, became head of the KGB in Azerbaijan in 1967 and then the head of the Azerbaijani Communist Party in 1969. By 1982 Aliyev was a full member of the Soviet Politburo. He was elected President of Azerbaijan in 1993 and re-elected in 1998. Like many other former Soviet states, Azerbaijan is today free and democratic. However, a culture of control still exists at all levels. President Aliyev has in recent years publicly declared his commitment to religious freedom, which is clearly guaranteed in the constitution. But for that to be truly implemented, rogue local authority figures need to be reined in and restrictions lifted. Religious freedom is tempered also by a general undercurrent of hostility towards Christianity, due to its association with Russian imperialism and the conflict with Armenia. Most Christians in Azerbaijan are from the Russian and Armenian minority communities and are either Russian Orthodox or Armenian Apostolic. Ninety percent of Azeris are Muslims, mostly Shia. Despite difficulties and hostility, Azeris are however coming to Christ. Ten years ago there were only around 40 Azeri believers worldwide, whilst today there are some 2000 inside Azerbaijan. • Although religious practice in Azerbaijan is less restrictive of women's activities than in most of the other Muslim countries, vestiges of the traditional female role remain. Particularly in rural communities, women who appear in public unaccompanied, smoke in public, drive automobiles, or visit certain theaters and restaurants are subject to disapproval. The ancient Azerbaijani musical tradition known as ashugs consists of improvising songs while playing a stringed instrument called a kobuz. Introduction
What Next? Implications for "Internet & Society in Armenia and Azerbaijan"
Introduction
In 1996 in the days when the norms of Web behaviour were still fluid (and how-to books on 'netiquette' were still being written), I found it somewhat intriguing to check the log files of the EASST Review , the Web site of an academic journal that I administer. I would examine the log files to see who or what was hitting and linking to the site. From the "traces" - the DNS information and the referral logs - I could deduce on a couple of occasions who was searching the Web for themselves and had visited the site. Back in those summer days (I only found time to do it in August), it was amusing to send some scientists a congratulatory message, saying that we were glad they found themselves on the EASST Review site, with the hope that they would return again soon. We dubbed the practice 'academic humor'. In 2000 it is now not so funny to play those Web games, and worse ones, certainly in Armenia and Azerbaijan. While I was in Yerevan, Armenia at the "Internet & Society" conference organized by the Armenian Information Technology Foundation, and sponsored by the United Nations Development Program, the Open Society Institute and the Council of Europe, I learned how far Web games have gone, and how seriously they are taken. Armenia and Azerbaijan, I understood, have been engaged in an 'infowar'. Having read analyses of this coming peril [ ], I took it upon myself in the aftermath of the conference to find out just what that is in practice, and draw up some implications for "Internet & Society in Armenia and Azerbaijan."
