CULTURE Azerbaijanis have their feet in Islamic and European cultures, the latter mostly Russian and Turkish, struggling with deep divisions between the old and the new. About 90% of the population is ethnic Azeri, with a smattering of Dagestanis, Russians, Armenians, Jews and other groups. Most Azerbaijanis speak Azeri, a close cousin of Turkish, though many also speak Russian. Despite years of Soviet attempts to wipe it out, Islam remains the most popular religion with Azerbaijanis, followed distantly by various Orthodox Christian sects. Azerbaijan is one of the most liberal Muslim-majority states. The country's musical traditions are preserved by ashugs, or poet-singers, who often strum the kobuz (a stringed instrument) while singing of the deeds of ancient heroes. Another popular form of music in Azerbaijan is mugam, which is improvised by voice and wind and stringed instruments and is often compared to jazz. The country has a healthy literary heritage, much of which derives from an oral tradition of poems and ancient epics. Mirza Fatali Akhundzada was a literary light in the 19th century, helping to develop a modern literature, especially in drama. During Stalin's reign, many of the country's writers and artists were victims of the purge.

Over the centuries, Azerbaijan has enjoyed only brief periods of independent statehood, in between the longer periods spent incorporated into the major regional empires. This process began with the Arabs in the 7th century, during which period Islam was established as the predominant religion. In the 11th century, the Seljuk Turks established a Turkish dialect as the main language in the territory. Thereafter, Azerbaijan was influenced by both the Ottoman Turks, lying on the border of their empire, and the Iranians, from whom they acquired an adherence to the Shia branch of Islam. In 1828, the Russians, in the course of their drive southwards, took over the northern part of Azerbaijan, which now comprises the modern republic; the southern part remained a province of Iran.

On October 15, the FRIENDS of Azerbaijan Culture Foundation (Azerbaijan Madaniyatinin Dostlari) gave "Lifetime Achievement Awards" to six outstanding individuals who have dedicated their lives to the treasury of art and culture in Azerbaijan. These honorees were also chosen because they have won the recognition and love of the community for their achievements. Anne Kauzlarich, Co-Chair of FRIENDS and wife of the U.S. Ambassador, presented the awards along with Khavar Kambaizade, Chevron's Resident Representative in Baku. Monetary awards for each honoree were underwritten by Chevron Overseas Exploration. The presentation of "Lifetime Achievement Awards" is being planned as an annual event. Fatma Mehraliyeva was honored for her performance of Azeri folk songs and mugam. She starred as "Telli" in the film version of Uzeyir Hajibeyov's opera

    Religion
    Main article: Religion in Azerbaijan Around 96 percent of Azerbaijan's population is nominally Muslim . The rest of the population adheres to other faiths or no specific faith. Among the Muslim majority, religious observance is relatively low and Muslim identity tends to be based more on culture and ethnicity rather than religion; however, imams reported increased attendance at mosques during 2003. The Muslim population is approximately 70 percent Shi'a and 30 percent Sunni; differences traditionally have not been defined sharply. There are fairly sizeable expatriate Christian and Muslim communities in the capital city of Baku ; authorities generally permit these groups to worship freely. edit
    Language
    The official language of Azerbaijan is Azerbaijani, a member of the Oguz subdivision of the Turkic language family, and is spoken by around 95% of the republic's population, as well as about a quarter of the population of Iran. Its closest relatives are Turkish and Turkmen. As a result of the language policy of the Soviet Union, Russian is also commonly spoken as a second language among the urbane.

There is a much more subtle difference in behavior, however, that can occur in different locales, of which every developer should be aware, even if they are not deliberately writing an application to be shipped to different countries. Basic string operations like sorting and lower-casing can also differ in behavior, and this can cause applications to fail when particular Regional Options are selected. Even if you don't care about whether your application works in different cultures, it is still important to be aware of these issues for security reasons.
