ESA PR 12-2003. Between 24 and 26 February, a number of trial flights into Dakar using the EGNOS (European Geostationary Navigation Overlay Service) Test Bed system were carried out to show how the planned provision of Global Navigation Satellite System (GNSS) services over Central Africa could be implemented.
ASECNA (Agence pour la sécurité de la navigation aérienne en Afrique et à Madagascar) has worked with the European Space Agency, the European Commission and various other European partners to make these trials possible. The Africa and Indian Ocean (AFI) States have adopted a three-phase strategy to implement GNSS for aviation in their region in the framework of the International Civil Aviation Organisation (ICAO) APIRG (AFI Planning and Implementation Regional Group).
Mobile RIMS: processing unit The Dakar trials represent the first experimental test phase for the introduction of GNSS, which comprises the deployment of mobile EGNOS test stations in the AFI region to extend test signal coverage. These stations will be used to demonstrate an EGNOS service over the AFI land masses.

Due to the low elevation of the EGNOS (European Geostationary Navigation Overlay Service) satellites, their signal is difficult or sometimes impossible to receive in certain regions. Many present and also future applications require a high accuracy and also a high reliability of the position determination, which can easily be performed by EGNOS. But if the EGNOS signal cannot be received, the requirements of those applications can no longer be satisfied. Therefore, EGNOS TRAN evaluated various technical methods to broadcast the EGNOS signal via terrestrial networks, like GSM/GPRS, Loran-C or Ground Regional Augmentation System (GRAS). In the frame of the EGNOS TRAN (European Geostationary Navigation Overlay Service - Terrestrial Regional Augmentation Networks) civil aviation application, an EGNOS reference station (ERS) was installed at Kiruna airport, north of Sweden. The ERS interfaces with a CNS (Communication Navigation and Surveillance) station from GRAS (Ground Regional Augmentation System) to broadcast the EGNOS message by means of a VHF link called VDL-4 and support navigation, communication and surveillance operations. The EGNOS TRAN trials results led to the following conclusions:
  • The ETRAN accuracy performance is comparable with “direct Egnos” performance and compatible with APV II requirements

We are the architect and manager of Air Traffic Management (ATM) in Europe. We serve the air transport industry, the economy and the passenger to ensure safe, secure and efficient use of European airspace. Furthermore we develop European solutions to meet the challenges of our industry: reducing delays and costs, handling traffic growth, improving efficiency and reducing aircraft emmissions and noise.
Our role is to co-ordinate the development of a uniform system of ATM throughout Europe (41 States). We work with our partners in the air transport industry to provide a range of services: from air traffic controller training to managing air traffic flow; from regional control of airspace to development of innovative technologies and procedures; and the collection of air navigation charges, civil/military, etc.
Europe's skies are busy. There are more than 25,000 flights a day - and 70% of these are concentrated in just 14% of the airspace. This traffic needs to be managed properly: firstly, so that it flies safely and secondly, so that the most effective use of the airspace can be made.

    The Air Navigation Services Centre for South Finland, which is based in the village of Nurmi, near Tampere, is responsible for the air navigation services of southern and central Finland. Its northern limit stretches slightly into the province of Oulu and it is bounded by Swedish, Estonian and Russian airspace above sea areas.     Training for the Air Navigation Branch in Finland
    Finnish air traffic services are known for their punctuality and absence of disruption, even though this country has a difficult climate. The importance of training for air transport services is increasing as air transport grows and service demands and forms of service integrate within Europe. Finnish airlines and aviation officials have a long history of professional aviation instruction by international standards. The Finnish Civil Aviation Administration has been training its air traffic controllers since the 1950s. Finnish air traffic controllers have also been successful instructors abroad.
    International Civil Aviation Organization (ICAO) requirements and operating models set the groundwork for all areas of air navigation training. Avia College aslo carefully follows the European air navigation programme on uniformity and integration.

    Navigation Systems Section Overview: The functions of this section are to establish, operate and maintain electronic navigation aids to augment the federal system in Minnesota; installs, maintains and upgrades radio navigational aids such as Very High Frequency Omnidirectional Radio Range (VOR) systems, Distance Measuring Equipment (DME), Non-Directional Beacons, and Instrument Landing Systems (ILS). This section provides technical, planning and financial assistance to publicly-owned airports for airport electrical systems. Examples are upgrading lighting systems, power distribution systems, visual navigation aids, and radio controllers for airport lights. This section is also responsible for installing and maintaining Automated Weather Stations Systems (AWOS) at Minnesota public airports and for collecting and disseminating aviation weather information to pilots through use of electronic devices.
