Good morning. Mr. Chairman and Members of the Subcommittee, I am Russ Chew, Managing Director of System Operations Control at American Airlines. On behalf of American Airlines, as well as the member carriers of the Air Transport Association, I am pleased to join you today to share the thoughts of the airline industry on some of the important challenges confronting the future of aviation navigation. Satellite navigation is an integrated plan that requires the Global Positioning System (GPS), the Local Area Augmentation System (LAAS), and the Wide Area Augmentation System (WAAS) to permit full implementation of new air traffic management concepts for all types of air traffic control (ATC) system users. LAAS and WAAS are augmentations to GPS that improve its signal availability, accuracy, and integrity, thus making GPS more useful. The Satellite Navigation Users Group (SNUG) , which represents airline, commercial, general aviation, and Department of Defense users of the U.S. national airspace system, supports the continued efforts of the FAA to field a satellite navigation system that will add much needed capacity to the U.S. air traffic control system.

Job Description
We are currently looking for a Navigation Data Analyst to join our existing team responsible for maintaining the SITA Flight Briefing services Navigation database(s) based on AIP, NOTAM and other official publications.
In joining the team at SITA you will be part of the worlds leading provider of global communications and information solutions to the air transport industry. With 50 years experience, SITA now serves over 730 members in 220 countries and territories, providing a broad range of solutions including, but not limited to Airline Operations and Aircom Services.
You will be responsible for providing a high quality service to SITA Flight Briefing customers in support of their navigation requirements. You will have 3 years direct experience in aviation navigation, 5 years direct experience of airline operations. You will be happy to work a shift pattern.
Responsibilities will include:-

DOD agrees to work with AOPA on GA navigation requirements
In a meeting with AOPA this week, Department of Defense (DOD) charting officials acknowledged that AOPA has legitimate concerns related to the sale and use of its charting and navigation products and expressed a willingness to work with the association in addressing general aviation requirements. You may recall that the DOD wants to stop the public sale and distribution of its aeronautical charts and navigation databases, and AOPA filed extensive comments on why that was a bad idea. Now, even though the DOD has closed the comment period and has begun analyzing more than 600 comments, AOPA continues to press the issue in face-to-face meetings with DOD National Geospatial-Intelligence Agency (NGA) officials. This week, NGA told AOPA that it recognizes that there will need to be a transition plan and strategy to make sure that aviation safety is not compromised. Part of the plan includes discussions with the FAA Aeronautical Charting Office to determine how the federal government can continue to meet civilian aviation navigation requirements. "Our contacts with NGA made it very clear this week that they value AOPA's input and want to continue working with us," said Melissa Rudinger, AOPA vice president of regulatory affairs. "They now understand even better than before how important these products are to civilian pilots."

      Introduction
      This introduction is written for pilots (and others) who are interested in great circle navigation and would like to know how to compute courses, headings and other quantities of interest. These formulae can be programmed into your calculator or spreadsheet. I'll attempt to include enough information that those familiar with plane trigonometry can derive additional results if required. It is a well known that the shortest distance between two points is a straight line. However anyone attempting to fly from Los Angeles to New York on the straight line connecting them would have to dig a very substantial tunnel first. The shortest distance, following the earth's surface lies vertically above the aforementioned straight line route. This route can be constructed by slicing the earth in half with an imaginary plane through LAX and JFK. This plane cuts the (assumed spherical) earth in a circular arc connecting the two points, called a great circle. Only planes through the center of the earth give rise to great circles. Any plane will cut a sphere in a circle, but the resulting little circles are not the shortest distance between the points they connect. A little thought will show that lines of longitude (meridians) are great circles, but lines of latitude, with the exception of the equator, are not.
