ABOUT INSTITUTE :: CIAM TO-DAY ABOUT INSTITUTE Brief information CIAM today History History in persons Central Institute of Aviation Motors (CIAM) is the unique Russian research establishment engaged in sophisticated research and development in the field of aeroengine building, from basic study of physical processes up to joint work with design bureaus (DB) on creation, upgrading , and certification of new engines as well as scientific support of their operation tracking reliability and failures. Central Institute of Aviation Motors named after PI Baranov was founded by a decree of the Revolutionary Council of the USSR (Protocol No 27 of December 3, 1930). CIAM is a Federal State Unitary Enterprise. In 1994 the Russian Federation Government issued a decree which awarded CIAM named after PI Baranov a status of State Scientific Center of the Russian Federation. (The status was confirmed in 1997, 2000 and 2002). CIAM possesses a unique experimental base for tests of engines, their components and systems under simulated real operation conditions. The CIAM research test center (CIAM RTC) is the only Russian and largest in Europe center for altitude, speed, and special tests of full-scale air breathing engines. CIAM RTC can be compared by its experimental possibilities only with Arnold and Lewis centers in the USA. A CIAM branch was built in the beginning of 50s in Lytkarino of Moscow region, and in 1995 was transformed into a state daughter enterprise.

Research institutes were grouped into five major subsystems, known in China as the "five main forces" (see fig. 18). The five subsystems were administratively distinct and had little contact or communication among them. Chinese Academy of Sciences Although nominally subordinate to the State Science and Technology Commission, the Chinese Academy of Sciences in practice reported directly to the State Council (see The State Council , ch. 10). Before 1956 the academy was directly responsible for overall science planning, and in 1987 it retained a fairly high degree of institutional autonomy and influence on national science policy. The academy provided expert advice, when asked, to the State Council and its ministries, commissions, and agencies. Its specialized research institutes also did work for the military research and development program. Additionally, it had responsibility for multidisciplinary research, monitoring the level of technology in Chinese industries and suggesting areas where foreign technology should be purchased. During the 1980s the academy repeatedly was asked to pay more attention to the needs of production and the application of knowledge. The membership of the Chinese Academy of Sciences included the nation's most senior and best-known scientists, some of whom had long-standing personal ties with senior political leaders. Such ties and the prestige of the academy helped it win favorable treatment in the state budgetary process and operate with relatively little outside interference. Representatives of 16 States, 14 leading airlines of the region, 6 scientific and research institutes and training centers took part in the Conference.
