The Soviet scientific and technological establishment consisted of a variety of organizations engaged in the research, development, and production of new products or processes. In general, each organization specialized in one phase of the process and in one sector of industry. Many types of organizations were involved. Western specialists placed them in three broad categories: research institutions, design organizations, and production facilities. The base got the official go-ahead from the National Development and Reform Commission on August 11 last year. It is the only State-level high-tech industry base for aviation research and development, training, aviation equipment production, complete aircraft manufacturing, spare parts processing, and aviation service, according to Jin Qiansheng, deputy director of the base's administrative committee. "The base will rely on and make full use of the rich aviation resources in Shaanxi Province, to strive for its 2010 targets," the deputy director said.

DoS and NASA continued negotiations on the formal agreements relative to the International Space Station program. During FY 1995, DoS held five rounds of negotiations between the existing partners and Russia on the Space Station Intergovernmental Agreement. In parallel, NASA continued negotiations with the Russian Space Agency (RSA) on a bilateral memorandum of understanding, as well as with the European, Japanese, and Canadian space agencies on amendments to their respective Space Station memoranda of understanding to reflect Russian involvement in the program and modifications to respective contributions by the partners. The plan for shared design, development, operations, and utilization of the International Space Station already has provided concrete opportunities for successful international collaboration among the various governments, industries, universities, and individual scientists. The ongoing interaction with Russia on the Shuttle- Mir and International Space Station programs has contributed positively to the U.S. policy of encouraging Russia to continue on its course to democratization and a market economy.

document.write(document.frmmenu.elements['titleaction'].value); Author: Tony Soulis - Transport Canada To be published in the April 1999 issue of Aircraft Maintenance Technology Approved Training Organizations One of the key differences that distinguishes Canada’s licensing system from that of other developed countries, is the unique role that an Approved Training Organization (ATO) plays in the regulatory process. What are these organizations, and how do they fit into the scheme of things? An ATO is an organization that has been approved by Transport Canada (TC) for the delivery of basic, or aircraft type training programs that have been specifically designed to support the Canadian Aircraft Maintenance Engineer (AME) licensing system. In that regard, before approval, an applicant organization is subjected to rigorous regulatory evaluation against the applicable requirements detailed in STD 566, Division II. Thereafter, there is continuous monitoring for program quality and compliance against those same control standards. In addition to routine visits and inspections by TC personnel, an ATO will be subject to an in- depth audit, on a two to three year frequency cycle. Primarily, there are two types of ATOs: those that engage in the delivery of basic training programs at the primary, or ab-initio level (similar to the FAR Part 147 school approvals in the USA); and those responsible for aircraft type and systems training. In the first instance, these organizations are generally associated with community colleges or technical schools across Canada and the USA. In the later case, they are located at any number of facilities worldwide, including: aircraft, engine, and other aeronautical product manufacturers, Air Operators, Approved Maintenance Organizations (AMO), Training Institutes, or in some instances, in partnership at two or more of the above.
