Its head of state (the Federal President) and its legislative organs are elected by the populace. Citizens of Austria have been guaranteed basic rights and freedoms (such as freedom of belief and conscience) since 1867. Austria has ratified the European Convention on the Protection of Human Rights and Fundamental Freedoms of November 4, 1950. Austria is a Federal Republic, composed of nine constituent Federal States: Burgenland, Carinthia, Lower Austria, Salzburg, Styria, Tyrol, Upper Austria, Vienna and Vorarlberg. Vienna is also the nation's capital. Federal legislation is enacted by the two chambers of Parliament, the 'Nationalrat' and the 'Bundesrat'. The latter chamber represents the interests of the Federal States. The State legislatures exercise the legislative power of the Federal States. The 183 deputies in the 'Nationalrat' are elected by the populace every four years. The members of the State legislatures are elected by the population of each Federal State. The members of the 'Bundesrat' - currently 64 - are nominated by the State legislatures.

The real big chance for Austria to influence the course of international nuclear policy was before and at the Helsinki summit on EU enlargement. This unique chance was miserably given away despite excellent preparation. Austria's isolation due to the nationalist "Freedom" Party's entry into government led to a standstill of activity. As the isolation seemed to somewhat fade away, some life is getting back into official Austrian nuclear policy. It is the antinuclear groups as well as regional parliaments and governments that kept "the flame burning" during the standstill. Funding of antinuclear NGO activities has been maintained at about the same level as under the former government. In recent years, real cornerstones of a consistent official antinuclear policy by the Austrian government had been laid as a result of years of NGO work: in particular, the July 1998 new Nuclear Liability Law; the July 1999 Law for a Nuclear-Free Austria (as a part of the Constitution); and the July 1999 Antinuclear Government Action Plan, i.e. the practical policy guidelines and steps to be taken on the basis of the two laws and of several important all-party parliamentary resolutions (see WISE News Communique 515, AAI Page

Austria - Unavailable Coat of arms of the province of Upper Austria AUSTRIA'S POLITICAL SYSTEM has been a model of stability since democracy was restored in 1945. In contrast to the interwar period, when domestic political rivalries and foreign intervention brought the system of government set out by the constitution of 1920 to a standstill, after World War II this reestablished parliamentary democracy functioned smoothly in what came to be termed the Second Republic. For most of the postwar period, Austrian politics appeared unique in many respects to outside observers. Between 1945 and 1966, the country was ruled by the so-called grand coalition of the two major parties, the Austrian People's Party (Österreichische VolksparteiÖVP) and the Socialist Party of Austria (Sozialistische Partei ÖsterreichsSPÖ). (In 1991 the name of the latter party was changed to the Social Democratic Party of Austria [Sozialdemokratische Partei ÖsterreichsSPÖ].) This arrangement appealed to Austria's politicians and people mainly because it symbolized the reconciliation between social groups that had fought a brief civil war before the absorption (Anschluss) of Austria by Nazi Germany in 1938. The coregency of the ÖVP and SPÖ led to the systematic dividing of political offices and civil service posts, known in Austria as Proporz . Also benefiting from this arrangement were key economic and professional organizations that were aligned with the two major parties.

Magali Perrault The week started with the birthday party held on January 30 in the Gerlitzen mountains for the fifty-year old leader of the Freedom Party and ended on Friday (February 4) with the swearing in of the new Austrian government - a coalition between the People's Party (–VP) and the Freedom Party (FP–). The numerous reactions of the international community to the participation of the FP– in the government have of course been widely commented upon in Austria this week. J¶rg Haider had to apologise ("I withdraw my comments with regret") for a declaration made during the weekend in which he described the Belgian government as corrupt and branded the French president Chirac "a failure and a megalomaniac." President Thomas Klestil was openly reluctant to agree to the –VP-FP– coalition pact and made clear his doubts in an interview he gave to the magazine News : "If I were to swear in this government, I would not do it out of personal conviction, because I fear that Austria would suffer internationally."

Introduction
The Austrian Association of Insurance Companies (VVO) and its member companies regret the atrocities of the NS-Era and are aware of the general injustice committed by the "Third Reich" and its racist legislation, in violation of human rights, directed against Jews and others. On account of this injustice, the legal entitlements to benefits under insurance contracts, especially of Austrian Jews, were impaired or confiscated. Although compensation measures were taken after 1945 on a legal and on a voluntary basis, it is the General Settlement Fund Law 2001 that has created the legal basis to settle open financial claims of Holocaust victims. Pursuant to Austria’s moral responsibility for the injustices of the NS-Era, the more than seventy member companies of the VVO decided at the extraordinary assembly of its members in Vienna in April 2001 - held with the sole purpose to assess a solidarity contribution to the General Settlement Fund Law ("the Fund") - by unanimous vote to contribute USD 25 mill. to the Fund. The Austrian Association of Insurance Companies is grateful to the Fund for having engaged in the task of handling the financial claims of victims and their heirs. Thanks are also due for being allowed to place the list below of potential victims on the web site of the Fund. By doing so, we meet our legal obligation under statutory provision § 18 (4) of the General Settlement Fund Law to make lists of policy holders, who are potential victims of National Socialism, publicly accessible, to the extent that such lists are available.

    AGREEMENT ON CONTROL MACHINERY IN AUSTRIA
    The Governments of the United States of America, the Union of Soviet Socialist Republics and the United Kingdom of Great Britain and Northern Ireland and the Provisional Government of the French Republic; in view of the declaration issued at Moscow on the 1st November 1943 , in the name of the Governments of the United States of America, the Union of Soviet Socialist Republics and the United Kingdom, whereby the three Governments announced their agreement that Austria should be liberated from German domination, and declared that they wished to see re-established a free and independent Austria; and in view of the subsequent declaration issued at Algiers on 16th November, 1943, by the French Committee of National Liberation, concerning the independence of Austria; have reached the following agreement with regard to the Allied Control Machinery which will operate in Austria until the establishment of a freely elected Austrian government recognized by the four Powers:
    ARTICLE 1
    The Allied Control Machinery in Austria will consist of an Allied Council, an Executive Committee and staffs appointed by the four Governments concerned, the whole organisation being known as the Allied Commission for Austria.
