Vienna, Brussels (6 th July 1999) Today, Tuesday, the Austrian government passed a decision on the official government position and an „action plan" concerning EU-Enlargement and nuclear power plants (NPPs). This plan was reached through two consultations between the Austrian government, three of the Austrian governors of federal states, GLOBAL 2000 (FoE Austria) and other environmental organisations. „This action plan, which was passed today, gives a new focus to the EU-Enlargement process. It becomes possible now that the spotlight will be on the NPPs in Eastern Europe.", says Corine Veithen, Anti-Nuclear-Campaigner of GLOBAL 2000, „We are confident that for the first time all the member states of the EU would be united in a common effort for nuclear-phase-out." The Austrian government’s position on the NPPs under construction, for example the NPP Temelin in the Czech Republic, is clear-cut. The going-on-the-grid of Temelin will be a severe obstacle for the Czech EU-accession if Temelin does not meet the state-of-the-art of the Union. As to the high-risk-reactors, the Slovakian NPP Bohunice, the NPP Ignalina in Lithuania and Kosloduy in Bulgaria and with regard to the summit of the EU-governments in Helsinki the Austrian government will demand the development of plans for

September 2000 ::Right Wing Government Targets Public Netbase The individuals, initiatives, and organizations listed below hereby demand that Public Netbase, the Viennese Center for New Media, should neither be forcibly closed, nor should it be moved from its current location in the Museumsquartier. We urge the Austrian government to acknowledge Public Netbase as a pioneer in the field of new media arts and culture by enabling the organization to continue its work in the Museumsquartier. Unfortunately, since the change in government, Public Netbase has become the target of unreasonable accusations, hidden machinations, and unwarranted attacks. The withdrawal of all federal funding, the government's effort to stop support on the regional level, and the unsuccessful but extensive investigation into alleged financial misappropriations, are clearly being enacted as a means of silencing critical voices in Austrian civil society. We find this situation to be not only shocking but also deeply distressing, considering the contributions Public Netbase has made to the local community and to the field of new media arts.

Austrian Government approves e-government bill eGovernment News – 29 October 2003 – Austria – Legal aspects The Austrian Council of Ministers approved on 28/10/2003 an e-government bill designed to provide a clear and solid legal basis for the country’s e-government programme and initiatives. The bill, prepared by the Chancellery and its Chief Information Office in coordination with regional and local authorities as well as other administrative bodies, had first been presented last July and submitted to public consultation. The bill is intended to cover all electronic communications, procedures and proceedings with all layers of government. A substantial part of the text covers the legal and technical aspects of back office processes and infrastructure re-organisation for electronic data flow, as well as the issue of electronic identification for e-government services. Among other things, the proposed bill sets the legal basis for the use of the electronic ID card (called “Citizen Card” – Bürgerkarte – in Austria). The use of bank cards and of Citizen Card functions embedded in mobile phones is also foreseen.

The Austrian government has decided to abandon proposals for a toll on cars using the country's motorways as a means of cutting carbon dioxide (CO These two moves seem very out of character for a country in which successive governments have repeatedly pushed aggressive measures to limit transport pollution and speed limits on their Alpine motorways and tunnels.
Government reasoning
The Austrian Environment Ministry commissioned a study from the University of Graz to investigate the potential environmental and economic impacts of motorway tolls in 2004. This study revealed that CO emissions could be cut by between 570,000 and 1.58m tonnes and traffic volume by between 5.1 percent and 14.3 percent. This interpretation seems questionable, however. The government failed to take the less direct economic benefits of reducing traffic volumes and GHG emissions into account in its reasoning. Lower traffic levels mean lower costs for road repair and maintenance and reduced health costs as a result of both fewer accidents and a fall in the incidence of respiratory illness. Representatives from the University of Graz Increasing speed limits would also increase emissions, as cars travelling at faster speeds emit far more GHGs. The move casts the sincerity of

After the collapse of the Austro-Hungarian Empire at the end of the First World War , the majority of the German speaking people in Austria wanted to unite with the new German Republic. However, this was forbidden by the terms of the Treaty of Versailles Demands for the union (Anschluss) of Austria and Germany increased after Adolf Hitler became German Chancellor. In February, 1938, Hitler invited Kurt von Schuschnigg , the Austrian Chancellor, to meet him at Berchtesgarden. Hitler demanded concessions for the Austrian Nazi Party. Schuschnigg refused and after resigning was replaced by Arthur Seyss-Inquart , the leader of the Austrian Nazi Party. On 13th March, Seyss-Inquart invited the German Army to occupy Austria and proclaimed union with Germany Austria was now renamed Ostmark and was placed under the leadership of Arthur Seyss-Inquart .     Austria lies at the heart of Europe, and has historically been an important commercial and cultural crossroads. The fall of the Warsaw Pact and the subsequent changes in Europe mean it has once again been able to work and trade with all its neighbours. Just over eight million people occupy nearly 84,000 square kilometers, which range from the Alps in the west to the Pannonian plain on Austria's eastern border. Vienna, the capital, is home to 1.5 million people, nearly one-fifth of the population. Though 98% German-speaking, Austria's Habsburgian past is reflected in its six national minority groups (groups who have been resident in Austria for more than three generations) - Slovenes, Croats, Czechs, Poles, Hungarians and Roma. 12.5% of Austrian residents were born outside Austria; the largest immigrant groups are from the former Yugoslavia and Turkey. Post-war stability in neutral Austria was maintained by a system of social partnership, with government, employers and trade unions working in a consensual way. Governments from 1945 to the present day have been for the most part coalitions between the two dominant political parties, the conservative Austrian People's Party (ÖVP) and the left-wing Social Democratic Party (SPÖ), though the last two governments have been coalitions between the ÖVP and the populist right-wing Freedom Party (FPÖ). Austria also has an active Green Party. However, the changes in Europe and Austria's own entry into the European Union have changed how the country functions, both domestically and on the world stage. State restructuring, essential to the health of the economy, has altered how social partners work together.

Mr Haider has in the past made statements expressing sympathy for the Nazi era. He has since recanted these views but other recent statements by the Freedom Party have also brought into question the party's democratic orientation and commitment to human rights. It is for the Austrian people to decide their own government. However, I am concerned that Austrian democracy could be put at risk if extremist views expressed in the past were ever put into practice. Australia is a country which took a strong stand against the Nazis, fought alongside our anti-Nazi allies in World War II and is home to many victims of the Holocaust. The formation of a government which includes a party and a prominent public figure linked with the Nazi era and its politics of hate is therefore likely to be received with considerable discomfort in Australia.

    MADELEINE ALBRIGHT ON AUSTRIAN FUND FOR FORMER FORCED AND SLAVE LABORERS
    January 19, 2001
    Secretary of State Madeleine Albright January 19 issued a statement on the government of Austria's "Reconciliation, Peace and Cooperation" fund, which will provide compensation payments to more than 100,000 former forced and slave laborers who were forced during the Nazi regime to work under inhumane conditions.
    "This statement explains why the establishment of the Fund is in the foreign policy interests of the United States and why it would be in the foreign policy interests of the United States for the Fund to be the exclusive forum and remedy for the resolution of all claims asserted against Austria and/or Austrian companies involving or related to the use of slave or forced labor during the Nazi era or World War II, as well as any other claims covered by the Fund," Albright's statement said.

    Mr. Chancellor, Madame Vice-Chancellor Riess-Passer, Leaders from the Austrian Parliament including President Dr. Heinz Fischer, Dr. Van der Bellen, Dr. Kostelka, Dr. Kessler representing the private sector, Ambassador Winkler and Excellencies from Belarus, the Czech Republic, Hungary, Poland, and Ukraine as well.
    The Austrian Government and Austrian companies have courageously come to terms with injuries to laborers they caused and that have remained largely unaddressed for 55 years. In so doing, they are providing a measure of justice, however belatedly and albeit for a small fraction of victims who survived, but justice nevertheless for the elderly survivors of slave and forced labor in the territory of present-day Austria. I commend the Austrian Government, under the inspired leadership of Chancellor Schüssel and my wonderful colleague, Maria Schaumayer a great Austrian patriot for moving swiftly to draft the legislation establishing the Austrian Reconciliation Fund and to sign the labor agreement and Joint Statement today. This will lead to the establishment of the Austrian Reconciliation Fund, which will provide some justice to around 150,000 laborers, the overwhelming majority non-Jews from Central Europe and elsewhere, even those who worked for Austrian companies during World War II which are now defunct. I also want to commend the Austrian government for ensuring that other victims who suffered in labor camps, but who may not have performed labor, also receive some justice. In particular, I want to cite the specific inclusion of certain victims:

    The Austrian Fulbright Program in brief
    The program was initially proposed and sponsored by U.S. Senator J. William Fulbright (Arkansas) in 1946. The legislation, best known as the Fulbright Act , authorized the Secretary of State to use proceeds from the sale of surplus war property outside the United States after the Second World War to finance exchanges of students, teachers, and professors. According to the official text of the Fulbright Act, the purpose of the Program is "to promote mutual understanding between the people of the United States and the peoples of other nations."
    The new Act made available an unprecedented amount of funding for exchange programs and stipulated that awards be granted to foreigners to teach or study in the U.S.A. as well as to U.S. citizens to teach and study abroad.
