Friedrich Hebbel, the great Austrian dramatist of the 19th century, described his country as "the small world in which the great world holds rehearsal." If that's the case, we're in trouble. A year ago, the far-right Freedom Party, led by Jorg Haider, sent shock waves rippling through Europe when it joined the Austrian government as an equal coalition partner. A Porsche-driving, populist firebrand with a proclivity for making pro-Nazi statements, Haider built his party into a major political force by scapegoating immigrants and trawling the sewers of ethnic prejudice for votes. Shocking levels of anti-Semitism persist today in Austria, where 50 percent of the population believes that Jews were responsible for their own persecution, according to a survey published by the Austrian newsweekly Gor, and 37 percent said they were "not sure" they could shake hands with a Jew. Catering shamelessly to this constituency, the Freedom Party emerged as the top vote-getter among the Austrian working class and people under 30 in what proved to be the strongest showing of a right-wing extremist movement in Western Europe since World War II. The future belonged to Haider and his cohorts, or so it seemed.

(Preamble) The Royal Serbian Government . . . has[since 1909] tolerated the criminal machinations of various societies and associations directed against the [Austro-Hungarian] Monarchy, unrestrained language on the part of the press, glorification of the perpetrators of outrages, participation of officers and officials in subversive agitation, unwholesome propaganda in public education, in short tolerated all the manifestations of a nature to inculcate in the Serbian population hatred of the Monarchy and contempt for its institutions . . .
It is shown by the depositions and confessions of the criminal authors of the outrage of 28 June that the Sarajevo murders [of the Archduke and his wife] were planned in Belgrade [capital of Serbia], that the arms and explosives with which the murderers were found to be provided had been given them by Serbian officers and officials belonging to the Narodna Odbrana [a Serbia-based nationalist organization promoting the ideal of a Greater Serbia, i.e., the political union of Bosnia and Serbia] and finally that the passage into Bosnia of the criminals and their arms was organized and effectuated by chiefs of the Serbian frontier service. . . . the results . . impose on [the A-H Monarchy] the duty of putting an end to the intrigues which constitute a permanent threat to the tranquillity of the Monarchy.

VIENNA, Austria - Pushing Austria's government to the brink of collapse, the conservative Freedom Party angrily accused its coalition partner Sunday of breaking up the alliance by pushing through reforms aimed at moving the country toward an all-volunteer army. Uwe Scheuch, the Freedom Party's general secretary, issued a statement lashing out at the center-right People's Party and accusing its leadership of being "intoxicated by power." He also said the party "busted" the coalition with "single-handed" reform attempts. The two parties have shared power in an uneasy alliance since 2000. Tensions soared last week after Defense Minister Guenther Platter, a member of Chancellor Wolfgang Schuessel's People's Party, formally proposed shortening obligatory military service from eight months to six and halving the federal army's ranks from 110,000 soldiers to 55,000. The shortening of mandatory service is a step toward Austria's eventual goal to shift to an all-volunteer military.

THE RIGHT-WING Austrian ‘Blue-Black’ coalition government collapsed on 9 September after intense quarrels inside the far-right populist Freedom Party (FPÖ), in which Jörg Haider led a coup against the FP֒s ‘pragmatic’ government wing. Elections have been called for 24 November, with chancellor Wolfgang Schüssel, leader of the conservative ÖVP, under pressure from the ruling class to end any collaboration with the ‘unreliable’ FPÖ. The crisis was triggered when the government used the summer’s catastrophic floods as a reason to postpone tax ‘reform’. Part of these measures would have benefited those on lower incomes, by which the FPÖ hoped to win back some of the support it has lost since joining the government in 2000. Facing the possibility of big losses in the elections originally due in 2003, and fearing being sidelined within the FPÖ leadership, Haider acted. He suddenly announced that he was no longer in favour of a government plan to buy 18 new Eurofighter jets, which was already very unpopular. He called for tax reform to go ahead. Haider has also raised a nationalist campaign against a new Czech nuclear power plant at Temelin, and the Czech Republic in general. The FPÖ wants to veto European Union (EU) enlargement and is exploiting the fears of working people with an aggressive campaign against the ‘threat’ of immigrants from new EU states. However, enlargement is vital for the Austrian capitalists and they cannot allow the FPÖ to complicate economic relations.

The last issue of Sustainable (4th Q 2002/1st Q 2003) contained a report of the Vienna meeting of ESUSG's Wild Species Resources (WISPER) Working Group which used material from an Austrian document on sustainable hunting to see whether principles in line with the IUCN Policy Statement on Sustainable Use of Wild Living Resources could be developed at a European level. This illustrated report of some 80 pages was originally published in German in 2001 but is now available translated into English as Criteria and Indicators of Sustainable Hunting , by Forstner, M., Reimoser, F., Hackl, J. and Heckl, F. (digital) Monograph 158 , published by the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water, Vienna 2003. It can be found at http://www.biodiv.at/chm/jagd/

Can you please provide us with a brief overview of the Austrian government's approach and strategy towards eGovernment?
The Austrian way of a seamless and integrated eGovernment has proven successful. It demonstrates that harmonisation can be achieved on a voluntary basis at all levels of administration even with a federal structure. The Austrian way has also shown that existing services, systems, networks and infrastructures can be easily integrated in a new eGovernment concept if it takes properly account of migration and transition scenaria. Austria has followed a clear avenue from strategy to technology to deployment. Basing on open standards wherever available a Framework "Administration on the Net" was elaborated starting in 2001 and continuously improving. This framework is open to all and has been backed up with legal provisions, particularly through the "E-Government Act" which came into force in March 2004.
