The 1945 Election and Consolidation of the Austrian Government
Austria Table of Contents The first national election since 1930 was held on November 25, 1945. Nazi Party members were barred from participation. This exclusion sharply limited electoral participation by the nationalist camp, and no party was formed to represent its viewpoint. The ÖVP was thus able to monopolize the entire antileft vote. Voters gave overwhelming support to the two democratic parties: the ÖVP received nearly 50 percent of the vote and eighty-five seats in the Nationalrat, and the SPÖ received 45 percent of the vote and seventy-six seats. The KPÖ received only 5 percentwell below its anticipated 25 percentand four seats. Although the ÖVP thus held an absolute majority in parliament, the government, headed by Chancellor Leopold Figl of the ÖVP, preserved the three-party coalition. The distribution of cabinet seats was adjusted, however, with the KPÖ receiving only a specially created and unimportant Ministry for Electrification. In December parliament elected Renner to the largely ceremonial position of president of the republic. With the Austrian government clearly evolving along democratic lines, the Western Allies grew more supportive, and the Soviet Union grew increasingly hostile. Haider brings down the Austrian government

In August this year large parts of Austria, as in many European countries, were badly hit by floods, ruining many small businesses, farmers and traders. In similar fashion to the German government, the Austrian coalition decided to delay the implementation of planned tax cuts to make money available to the victims of the flood. Haider immediately expressed his opposition to the plan, arguing that the tax cuts had been agreed and it was no longer acceptable for the government to reverse promises it had made in the course of its election campaign. Following the refusal by members of the FP sitting in government to follow his line, Haider threatened to call a special party conference to discuss the issue. Since then, conflicts inside the FP have intensified. The former FP members of the government have accused Haider of wantonly and unnecessarily sabotaging and destroying the work of a successful government, while Haider has sought to group together the most right-wing forces inside the party for his political offensive.

    Yesterday the Austria-portal oesterreich.at was put into operation. It not only acts as a directory for all Internet-services offered by the Austrian government, but also as a Content Management System for the agencies and institutions submitting documents, images, news and links for publication on the site. The Viennese software-company Uptime developed the entire site in only 3 months, building on the web-environment Zope and the Zope-powered Content Management Framework CMF. "This is a complex web-site." says Nikolaus Kimla, Uptime's CEO, "We hope, this high-profile project will give Zope and the CMF credibility and helps to extend their user-base in the industry." The members of the State Legislatures are elected by all the female and male residents of the state eligible to vote on the basis of an equal, direct, secret and personal ballot. State legislation must be passed by the State Assembly and then certified, countersigned and published in the state gazette by the State Governor. In the event that a state law requires the co-operation of federal bodies for its execution, the Federal Government must give its approval. Immediately after legislation has been passed by the State Legislature and before it is published, the State Governor must notify the Federal Chancellery thereof. The executive authority in each state is a State Government elected by the State Assembly. The members of the State Government must not belong to the State Assembly. The State Government is made up of the State Governor, his deputies, and other members (State Councilors).

Date: April 22, 1997 Today the Austrian Government approved the participation of
up to 130 Austrian troops in the Multinational Protection Force
(MPF) in Albania for a preliminary period of three months. In an official statement, the Austrian Government based the
decision on UN Security Council resolution 1101 (1997) and the
decision of the OSCE of March 27, 1997, to meet the request by
the Albanian Government to invite a group of OSCE countries to
assist the Albanian Government in its efforts to contribute to
the solution of current problems in the country. The decision of the Austrian Government needs further approval by
the Austrian Parliament which is expected later today. An advanced command of 30-40 troops will arrive in Albania on April 24. The remaining unit will be deployed before April 29. The Austrian unit will operate within an Italian contingent. Its main task will be the protection of the headquarters of international organziations in Tirana.

Date: June 05, 1997 Austrian Government Commemorates 50th Anniversary of Marshall Plan On the eve of the 50th anniversary of George Marshall’s Harvard speech, Austrian Chancellor Viktor Klima and Austrian Vice-Chancellor Wolfgang Schuessel issued a joint statement expressing Austria’s gratefulness for the Marshall Plan Aid. Following is the text of the statement: „Fifty years ago, on June 5, 1947, Secretary of State George C. Marshall gave a brief, but most remarkable speech at Harvard University in which he presented the vision of a new Europe and his plan for European reconstruction. The Marshall Plan aid program, in which 16 European countries participated, was a decisive step for Austria’s economic recovery after the destruction of WW II and for its return to the international community as a democratic country. On the occasion of the 50th anniversary of this aid program Austrian Chancellor Viktor Klima and Austrian Vice-Chancellor Wolfgang Schuessel pointed out that Austria owes its current high standard of living and its democratic freedom to the Marshall Plan.

    Temelin agreement: Austrian government coalition remains divided
    (559.5350) WISE Amsterdam - The issue is getting more and more tense because of the negotiations between the Czech Republic and the current EU member states about the acceptance of the Czech Republic as a new member of the EU in a few years. Austria has, up till last week, always said it would block its neighbors' membership as long as the Czechs insist on running Temelin. But this position has isolated Austria within the EU as none of the other member states wants to take such a strong position. The 29 November agreement concluded the so-called Melk process in which the two countries have tried to resolve differences over Temelin (see WISE News Communique : "Temelin-1 to 75% then closed again after incident"). Schuessel stated that he accepted Czech assurances about the safety of Temelin in a deal that EU commissioner Verheugen said would "end a blockade of the accession process".     At the beginning of Fabasoft's "e-Government for the Information Society" event (20th June 2001, Hofburg, Vienna), Leopold Bauernfeind (CEO, Fabasoft) referred to the Austrian government initiative: "… to establish standard electronic software for business applications throughout public administration as well as installing electronic records as widely as possible by 2003."

    When he was foreign minister, the Austrian Chancellor Dr. Wolfgang Schüssel who underpinned the speech of Leopold Bauernfeind, had already introduced electronic records to the foreign ministry. Within a year, he introduced electronic records in the Chancellor's Office as well. At the moment, three departments of the Austrian government are working with electronic records.

    THE REVOLUTION OF 1848 AND NEOABSOLUTISM
    Revolutionary Rise and Fall
    In 1848 liberal and nationalist ideologies sparked revolutions across Europe. In late February, the proclamation of the revolutionary Second Republic in France shook conservative Austria. Popular expectations of war caused a financial panic in the Habsburg Empire that worked to the advantage of the revolutionaries. By early March, events throughout the empire were accelerating faster than the government could control them. As a symbol of conservative government, Metternich was an early casualty of the revolution. His resignation and flight in mid-March only led to greater demands. By mid-April the court had sanctioned sweeping liberal reforms passed by the Hungarian diet. In May the government was forced to announce plans for a popularly elected constituent assembly for the Habsburg lands. This assembly, the first parliament in Austrian history, opened in July 1848. As conservative political authority gave way before the revolutionary forces, two bold military commanders began to reassert control over the situation, often ignoring or contravening timid orders from the court. General Alfred Windischgrätz routed the revolutionaries from Prague and Vienna and reestablished order by military force. South of the Alps, General Joseph Radetzky reestablished Austrian control of Lombardy-Venetia by August.

    Neo-fascists join Austrian government
    by Kevin A. Barry and Mary Holmes In a shocking betrayal of even the minimal standards of bourgeois democracy, the conservative Austrian Peoples Party has brought the neo-fascist so-called Freedom Party (FPO) into the government, sparking worldwide protests. Anti-fascist demonstrations involving tens of thousands have taken place in Paris, Amsterdam and other cities. At the level of bourgeois politics, the European Union and Israel have begun a partial diplomatic boycott. Inside Austria itself, labor and left groups have held several large demonstrations, while smaller ones involving thousands occur almost daily in Vienna. One on Feb. 19 drew over 200,000 workers and youth onto the streets of Vienna, including many delegations from abroad. Among the posters were ones connecting Joerg Haider and Slobodan Milosevic. The large turnout led many immigrants to express the idea that they no longer felt so alone and would be more confident about speaking out and joining demonstrations against Haider. Repeatedly, Austria has shown itself a society that has yet to acknowledge its history of complicity with Nazism. In 1986, Austrians elected Kurt Waldheim president, even after his role as a Nazi officer in massacres of resistance fighters in Greece and Yugoslavia was revealed.
