Endorsed Supplier Arrangement (ESA) and the ESA Multi-Use List (MUL) The Endorsed Supplier Arrangement (ESA) is a policy under regulation 9 of the Financial Management and Accountability Regulations providing pre-qualification (endorsement) for businesses (suppliers) who sell to the Australian Government in the following industries:
  • Information Technology (IT) and Major Office Machines (MOM) Commercial Office Furniture, and Auctioneering.
It is mandatory for Financial Management and Accountability Act 1997 (FMA Act) agencies to use suppliers endorsed under the ESA (Endorsed Suppliers) when procuring IT and MOM products or services. Use of Endorsed Suppliers when procuring Commercial Office Furniture or Auctioneering services is discretionary. Endorsed Suppliers are included on the ESA multi-use list (ESA MUL), as they have been assessed as satisfying the conditions for participation. The conditions for participation of the ESA MUL include financial viability, maintenance of adequate insurance coverage, commitment to adhere to agreed government policies and industry standards, favourable referee reports, and adherence to the ESA endorsement rules. The ESA MUL is a whole-of-government multi-use list, open to any Australian Government agency to draw upon for their procurement processes. In particular, FMA Act agencies may use the ESA MUL to select tender or direct source for IT and MOM procurement processes, consistent with the requirements of the

    by Marg Hutton 24 June 2005 Earlier this month, Helena Nyman published a brief but remarkable article based on an interview with Ulf Johansson, the Swedish police officer who arrested Khaleed Daoed in Sweden two years ago. Nyman is the editor of Arbetarbladet , the local newspaper in the Swedish town of Sandviken, where Daoed made his home in 2003 and is the only journalist to date to have interviewed the convicted people smuggler. We are publishing a translated version of Nyman's article in full today as it provides a somewhat different perspective and background to that given by Minister Ellison at the time of Daoed's arrest in Sweden. Our thanks to David Parkin for the translation.

    Welcome to the National Measurement Institute
    NMI provides services to industry and research organisations in physical, chemical and biological measurement. It also provides training in measurement science. NMI has been formed from the National Measurement Laboratory (CSIRO), the National Standards Commission and the Australian Government Analytical Laboratories. It continues their work. Dr Barry Inglis has been appointed as Chief Executive Officer and Chief Metrologist to lead the organisation. Dr Inglis comes from the National Measurement Laboratory where he has been its director since 1997. He has a wealth of professional and personal accomplishments in many fields of metrology and is a vice-president of the International Committee for Weights and Measures , the governing body of the organisation of the Metre Convention , of which Australia is a long standing party.
