    15 October 1996 New Zealand starts to see benefits from its bold reforms Back to top Trade liberalization, privatization, and domestic deregulation have transformed New Zealand's economy from one of the most heavily protected and regulated into one of the most market-oriented and open in the world. Since 1984, when its economy was burdened with high inflation and unemployment and a fiscal deficit approaching 9 per cent of its GDP, New Zealand has persistently carried out bold economic reforms. They are now beginning to pay substantial dividends, including an increase in the economy's sustainable growth potential. A new WTO Secretariat report on New Zealand's trade policies and practices notes that New Zealand's process of unilateral reform is in line with its belief that liberal trade policies are in the country's best interest, regardless of the trade policies of other countries. Trade liberalization and structural reforms have helped to reduce unemployment from 11 per cent in the mid-1980s to 6 per cent in 1996, to cut inflation in the last 10 years from 15 per cent to around 2 per cent and to achieve average, annual economic growth rates of 4 per cent since 1993. The report states that trade and other structural reforms are estimated to have increased New Zealand's real economic growth potential by about 1 per cent a year.

    Sound macroeconomic policies and far-reaching structural reforms, behind Australia's impressive economic performance back to top Australia's impressive economic performance during the past decade or so is due in large part to sound macroeconomic policies in combination with some far-reaching structural reforms that have reinforced past unilateral trade liberalization, according to a WTO Secretariat report on the trade policies and practices of Australia. Since its previous Review in 1998, Australia has successfully weathered the Asian financial crisis, despite the severe slowdown elsewhere in the region. Real GDP growth, generated largely by domestic demand and rising multi-factor productivity, remained strong until 2001, when a temporary decline in residential construction activity and the global economic slowdown adversely affected Australia’s short-run outlook for growth and employment. Nonetheless, unemployment has continued to fall and inflation has remained low.

    Abstract: Rules of origin arrangements under the Australia–New Zealand Closer Economic Relations Trade Agreement (CER) were referred to the Commission for examination and report by May 2004. The request stemmed from concerns that Australian and New Zealand firms were having difficulty achieving the minimum content threshold set down under the CER. The Commission’s final report recommended that the CER rules of origin, which confine access to trade concessions to goods produced in Australia or New Zealand, should be liberalised. New Zealand is a developed and varied market comprised of over 4 million people. The population is diverse in culture with over 70% of the population of European origin, 8% Maori, 9% Polynesian and 4% Asian. Two thirds of the highly urban population resides in the major centres of Auckland, Wellington and Christchurch. The retail grocery market in New Zealand is well developed with main food retailer categories such as supermarkets, small-scale grocery stores, fresh food specialty stores and convenience stores in all major population centres. The retail grocery scene has experienced gradual increases in convenience store food sales; a representation of busy consumers and consumer lifestyles seeking ready-made food and quick-grab items. Fresh food specialty grocery outlets are slowly decreasing in numbers as small grocery store formats as well as convenience store formats have grown 17% and 13% respectively.     London, 2 March 1999 I thank the Chamber for the invitation to meet and speak with you during my brief visit to the United Kingdom. For those of you from New Zealand I know that you know that Australians always speak well of New Zealand and New Zealanders and that this is reciprocated - usually. I will be loyal to that tradition today. 1983 was a good year in Australasia. March 5th saw the election of an outstanding reformist government in Australia and that came shortly after the provisions of the C.E.R. began to operate on the 1st January that year. The list of things for which I was grateful to Malcolm Fraser and his government does not cover many pages - but high on the list is the dedicated work they did with their NZ counterparts in creating C.E.R. Designed to encourage closer economic relations through free trade, while encouraging an outward orientation by both economies and being consistent with international obligations and our interest in the GATT, CER has worked to the mutual advantage of each of our countries. Merchandise trade between us has grown rapidly under CER. There has been a large jump in trade in manufactured goods particularly in intra-industry trade and this has led to a substantial increase in the maturity and capability of manufacturing firms in both countries. Growth in trans-Tasman services trade since 1988 when services were included in CER has, however, been less spectacular.

    Breakfast with Australia-New Zealand Chamber of Commerce in Japan
    Well thanks very much Evan for that introduction and Ambassador Murray McLean and distinguished guests and ladies and gentlemen. Let me begin by saying what a pleasure it is for me to come to the breakfast organized by the Chamber today and to have the opportunity to meet with many members of the Australian business community here in Japan which I am delighted to do. But also to have the opportunity to meet some of the eminent representatives of the Japanese business community who do so much to promote Australia/Japan trade and help that relationship grow to our mutual benefit. And I want particularly to acknowledge here today Mr Hori the Counsellor of Mitsui OSK Lines and also Mr Nakazawa the President of Nakazawa Foods because you are great friends of Australia you do a lot of business with Australia and we are delighted to see you here. But today is for me just one of those days where I feel, we will see how the day goes, but where I feel it will be a bit of a symbol of how our relationship with Japan has gradually changed. In my view a bit more gradually than I would have liked.
