OUR NATURAL RESOURCE MANAGEMENT GOAL is to ensure the conservation, preservation, protection, and enhancement of those resources so present and future generations may use and enjoy them. STEWARDSHIP (Management) of forest, range, wetland, and park vegetation resources is essential to achieve these goals. Lake lands are managed to provide for clean water, erosion control, wildlife, timber, aesthetics, and recreation. Habitat diversity is a cornerstone of our stewardship program. PUBLIC HUNTING is utilized by the Corps of Engineers as a management tool to obtain our natural resource goal while providing recreational opportunities to the public. There are approximately 148,000 acres of Corps of Engineers lands and water available to hunt in Fort Worth District.

From the Executive Board of ATVAM Can it be the middle of summer already? Better get out and enjoy it now. Time is flying by this year and hopefully all of us have had a few good rides and enjoyed our machines a little bit in the summer mode. We just wanted to recap a few items on the front-page for now, with more to follow later. Our membership continues to increase, and that has been outstanding. Where we celebrated our 10,000th member in May, we now have about 10,300 members and businesses partners in ATVAM for July. What ever you are doing to bring in new members and keep our other members renewed, keep up the good work. Increased membership means we are attracting the right kind of people, and that helps us get trails on the ground, helps with education efforts, and supports our enforcement efforts to keep it all together. That increase in membership is a great accomplishment, so keep up the good work members. Cheryle Young Trails: Check the DNR website for up-to-date information regarding trails, and most importantly, keep an eye on the weather. (NAPSI)-All Terrain Vehicles, or ATVs, have become popular with families across the country-and riders have helped the sport remain a safe one by taking a safety course and by following the "golden safety rules." They include always wearing a helmet, and other protective gear, never carrying passengers, riding an ATV right for your age, always supervising youngsters, never riding while intoxicated and not riding on public roads. However, there are other safety precautions parents should take into account when deciding if their child is ready to ride. Not all youngsters have the strength, judgment or skills to operate an ATV. Here are some points to consider:

While being operated or transported on public lands or roads, OHVs must display a current OHV registration sticker. Obtain registration from the Utah Division of Motor Vehicles . If you are a nonresident visiting Utah for less than 14 days, it is legal to operate your OHV on public lands. Who can operate OHVs on public lands or roads? No one under eight years of age may operate an OHV on public roads, trails, or lands. Drivers from eight to 15 years of age must possess an OHV education certificate issued by the Utah Division of Parks and Recreation. Drivers 16 years of age and older must possess a valid driver's license or an OHV education certificate. Education certificates will be issued to anyone eight years old and older who completes the Utah Division of Parks and Recreation OHV education course or passes an OHV knowledge and skills test. COPLEY NEWS SERVICE March 19, 2005 The 12-year-old had driven tractors for years and had been trained to ride the ATV safely. He even wore a helmet, said his mother, Sue DeLoretto-Rabe. But in May 2002, the 500-pound ATV flipped over and fell on the boy, killing him instantly. Now DeLoretto-Rabe has joined consumer, medical and other public-interest groups in a petition asking the federal Consumer Product Safety Commission to prohibit children 16 and younger from riding adult-size ATVs. The commission is expected to consider the petition Tuesday. Supporters of the petition say the heavy vehicles are too difficult for young children to maneuver on tricky terrain. Opponents include ATV manufacturers, off-road enthusiasts and others who say government regulation should be limited and that parents should supervise their children riding the vehicles. The commission could save young lives, DeLoretto-Rabe said.

A Little History and
The Safe Use of Your ATV
ATVs are not toys and they can be dangerous to operate. They handle differently from other vehicles and are less safe than cars and trucks in a variety of ways. The all-terrain vehicle (ATV), also known as a three, four or six-wheeler, was initially developed in Japan as a farm-to-town vehicle for use in isolated, mountainous areas. When the ATV first appeared in the United States in the 1970s, it was promoted and sold as a recreational vehicle designed to provide "thrills" for the rider. By the mid-eighties the ATV was used both for recreational purposes and in agriculture. It was found to be an efficient and economical substitute for the pickup truck, the horse, the tractor, and even for walking in many operations. ATVs can now be found on all types of farms, ranches, groves, in the forest, on golf courses, and in recreational pursuits. Today ATV sales have soared and the number in recreational use, by far out numbers the agricultural uses. Ten Main Rules of ATV Safety

    (Government Services) Government introduces safety measures for ATVs After consulting with ATV user groups and health professionals on measures to improve safety around the use of ATVs, Government Services Minister Dianne Whalen announced today that government is increasing the minimum age to operate an adult-sized ATV in the province to 16 years in an attempt to reduce the number of injuries involving children and prevent the loss of life.
    Government is also developing a safety awareness campaign to promote the safe use of ATVs in all parts of the province and to reduce the incidents of abuse that are resulting in injuries and deaths, particularly among children. The fee to register ATVs at point of purchase or transfer of ownership will increase by $30 (from $20 to $50) to cover the cost of the awareness campaign and to provide for more visible licence plates to assist with enforcement.
    The measures come after a review by the department of the regulations in other provinces, consultations with user groups, a joint position paper on the safe use of ATVs from local health groups, and a number of ATV-related injuries and deaths in this province. As under present legislation, northern Labrador is exempt from the minimum age requirement until further consultation, in recognition of the reliance in that portion of the province on ATVs for a wide variety of purposes.
    Government does recognize the benefit of allowing operators 14 or 15 years of age learn to operate an ATV on smaller machines with an engine size no more than 90 cc. A person under 14 years of age will no longer be permitted to operate any size ATV.

    Changes to Ontario's
    Off-Road Vehicles Legislation/Regulations
    Off-road vehicles (ORVs) now have more access to the shoulder and paved portions of some Ontario highways. These new regulations, effective July 31, 2003, apply exclusively to one category of ORV . This is defined as an off-road vehicle that:
    • has four wheels, the tires of which are all in contact with the ground; has steering handlebars; has a seat that is designed to be straddled by the driver; and meets requirements of federal Motor Vehicle Safety Act (MVSA) and American National Standards Institute (ANSI standard).
    New regulations do not apply to other types of off-road vehicles such as mini- bikes, dirt bikes and moto-cross bikes.
    Municipal Authority Regarding Off-Road Vehicles
    As of July 2003, municipalities were given the authority to determine whether or not off-road vehicles (ORVs) should be allowed access to highways
