ATV Safety on the Farm MANHATTAN, Kan. – All terrain vehicles (ATVs) have become indispensable for some farmers. However, ATVs can also be dangerous if safety precautions are not followed. The Consumer Product Safety Commission (CPSC) has been tracking ATV safety issues for several years and reports that accident and injury rates are increasing at a rate higher than would be expected, based on new sales of the vehicles. The CPSC’s data supports the conclusion that ATVs are dangerous and are often used improperly – resulting in injury to the rider. The use of personal protective equipment is the first step toward ATV safety, according to Kansas State University Research and Extension’s agriculture safety specialist John Slocombe. He recommends the following equipment for personal protection when driving an ATV: · Helmet with a face shield and goggles. The equipment should fit snugly, be securely fastened, ventilated, and be approved by the American National Standards Institute (ANSI). · Leather boots or shoes. This means quality boots, or over-the-ankle work shoes with good heels and slip resistant soles.

Injury Alert Are ATVs safe? Young Riders Sharpen Your Skills The all-terrain vehicle (ATV) first appeared in Canada in the 1970s. It was designed and sold as a multipurpose utility and recreational vehicle. ATVs are used in farming, forestry, natural resource exploration, law enforcement and peacekeeping. In recent years, they have become very popular for adventure tourism, trail riding and camping. Between 1996 and 2001, ATV sales in Canada tripled. This explosive growth, largely due to recreational use, has led to the formation of provincial ATV federations. The aging population is a factor. People who enjoy the outdoors, but can no longer walk long distances, can venture into the back country on ATVs to enjoy nature. Injury Alert In February 2003, the Canadian Institute for Health Information (CIHI) reported a 50 per cent increase in hospitalizations due to ATVs over the past five years (from 1,693 in 1996/1997 to 2,535 in 2000/2001). In the category of sports and recreation, ATV-related activities are now the third most common cause of severe injuries next to cycling and snowmobiling. According to CIHI, children between the ages of five and 19 accounted for more than one-third (36 per cent) of all ATV-related injuries. Of the 92 ATV-related severe injury admissions in 2000/2001 where alcohol involvement was recorded, 26 per cent had consumed alcohol. The provinces with the largest increases in ATV-related injuries were New Brunswick (90 per cent) and Alberta (89 per cent).

By DAN SCHWIND, Staff Writer The days of zooming around on all-terrain vehicles without restrictions might soon be over in North Carolina. Legislation moving through the General Assembly would prohibit children younger than 8 from operating ATVs and require adult supervision for those under 16. Every rider would have to wear a helmet and goggles, and, beginning next year, many riders would have to pass a safety course. ATVs would be off limits on roads and highways. The legislation would bring North Carolina in line with the majority of states that regulate ATV riders. Only four other states South Carolina, Mississippi, Alabama and Hawaii grant ATV riders as much freedom as North Carolina does now, according to the ATV Safety Institute in Irvine, Calif. Trails of the Chattahoochee-Oconee National Forests Welcome to the National Forests Off Road Vehicle (ORV) enthusiasts can find plenty of opportunities on Georgia's two National Forests to practice their rigorous sport. The Chattahoochee National Forest located in North Georgia, and the Oconee National Forest located in Central Georgia, are popular with individuals and family groups wanting a scenic and often challenging ride within the National Forest. Off road vehicles are defined as any motorized vehicle which travels off-road for recreational purposes. ORV's include: motorbikes such as minibikes, dirt bikes, enduros and motorcross bikes; four-wheel drive vehicles such as jeeps, land rovers, and pickups; all-terrain vehicles such as the popular three and four-wheelers; dune buggies; and snowmobiles.
ORV Rules and Regulations The Chattahoochee-Oconee National Forests operate under motor vehicle laws set by the State of Georgia. This means that anyone operating an off road vehicle on a Forest Service road (including dirt/gravel roads) must follow all State vehicle laws and must have a valid driver's license. An exception to this regulation is made on a few Forest Service roads specifically designated by the Forest Supervisor. Off road vehicles must remain on designated roads, trails or in designated areas marked specifically for off road vehicle use. Some trails are restricted for a certain type of use such as only motorbikes or only four-wheel drive vehicles. These restrictions are set for safety reasons and to meet the special needs of each type of vehicle.

Children under 16 accounted for about a third of the nearly 6,000 ATV deaths reported since 1982, according to a safety group.
WASHINGTON - Responding to rising injuries and deaths of children riding all-terrain vehicles, a top regulator has reversed course and ordered his staff to consider whether a tougher government approach is needed to boost safety. Consumer Product Safety Commission Chairman Hal Stratton sent a memo to his staff late Wednesday ordering a review. He previously has expressed opposition to more federal regulation, instead supporting voluntary industry standards and more rider education. Citing the increase in injuries and deaths, he asked his staff to study whether those voluntary standards are adequate.

CDC Awards Three-Year, $2.7 Million Grant
MORGANTOWN, W.Va. – West Virginia has a new weapon in the ongoing struggle against injury. The Centers for Disease Control and Prevention has selected West Virginia University to house a national Injury Control Research Center. WVU’s center will become the nation’s 12th, working with similar groups at the University of Pittsburgh, Johns Hopkins University, Harvard University and elsewhere. A major focus of the center will be to study and prevent injuries affecting rural populations. It will be a part of the existing WVU Center for Rural Emergency Medicine (CREM). "The work of the Injury Control Research Center, and all CREM faculty, is crucial to the health of West Virginians," said John Prescott, M.D., dean of the WVU School of Medicine. "We are following a research strategy that is tied to the needs of our state, and this effort is an important part of that strategy." Every year in West Virginia, about 1,200 people die from injuries and another 17,250 are hospitalized. Up to 225,000 West Virginians are treated for injuries in hospital emergency departments each year. The research and outreach work of the WVU Injury Control Research Center will be aimed at reducing injuries and their economic impact.

Advocates want a ban for children under 16

of the Journal Sentinel staff Last Updated: Aug. 20, 2002 All-terrain vehicles are injuring and killing too many kids, consumer and other advocacy groups said Tuesday in calling for federal product safety regulators to bar children under 16 from riding ATVs. The advocacy groups, led by the Consumer Federation of America, cited statistics that show the number of children under 16 injured by ATVs has nearly doubled from 1993 to 2001, when nearly 35,000 were injured. The call for a ban on ATV riding by children under 16 comes at a time when sales of all-terrain vehicles in Wisconsin are booming, in part because low snowfall totals in recent years have prompted some snowmobilers to turn to ATV riding.

The use of OHVs is primarily governed by the Act respecting off-highway vehicles , which was passed in 1996, and by three regulations: the 1972 Regulation respecting snowmobiles ; the 1988 Regulation respecting all-terrain vehicles ; and the 2004 Regulation respecting off-highway vehicles. Act respecting off-highway vehicles The Act regulates the use of OHVs on public and private property and roads. It establishes traffic rules and specifies the mandatory equipment for users and vehicles, as well as the obligations of the clubs that operate the trails. The Act further stipulates that peace officers and trail security officers are responsible for its enforcement. Finally, the Act indicates what provisions it constitutes an offence to violate, and the applicable penalties. Here is a more detailed look at a few of the obligations set forth in the legislation and regulations.

What you should know to ride on public lands! Off Highway Vehicles (OHV's) include: dune buggies, motorcycles and All Terrain Vehicles (ATV's). The following are California State Laws and Federal Regulat ions. REQUIRED EQUIPMENT AND SAFETY
  • OHV's must be equipped with an approved muffler, brakes, and spark arrester. (Headlight and tail-lights are required for driving at night.) Safety helmets are required for motorcycle operators and passengers when driving on graded, gravel roads, county roads, and state and federal highways. Operators must be able to reach and operate all controls on the vehicle. Vehicles must meet noise limits as specified in the California Vehicle Code.
SPEED LAWS
  • Basic Speed Law: Don't operate your vehicle faster than is safe for conditions. Ride 15 mph within 50 ft. of any concentration of people or animals.
REGISTRATION AND LICENSING
  • Operators of motorcycles and dune buggies must be licensed by the state in which the operator is a resident Vehicles operated on county roads and state and federal highways must be licensed for highway use. (This means headlights, tail-lights, signal indicators etc.)

Youth ATV Motocross Racing Regulations December 2004 (revised 01/15/2005) If you’re new to racing ATVs, you may not know the most recognized sanctioning body in America is the All Terrain Vehicle Association, or ATVA, which is a section of the AMA (American Motorcyclist Association). The job of the ATVA, among other non-racing related things, is to establish a class structure that fosters fair and even racing which means that each class must have clearly defined restrictions as to what is and is not allowed. This has to be balanced with a class definition that is broad enough to make sure that a sufficient number of competitors meet the requirements.
