U.S. safety panel reviewing ATV regulations
June 20, 2005 – After recently meeting with the parents of children killed while riding full-size ATVs, the head of the U.S. Consumer Product Safety Commission has ordered a review of ATV safety rules. Among other things, Commission Chairman Hal Stratton reportedly has asked the staff to look at whether people who buy ATVs should be required to take safety courses before getting the vehicle. Also, the staff will look at whether dealers should do more to explain to parents the number of children who get hurt riding ATVs. The CPSC is considering a petition by the Consumer Federation of America, Bluewater Network, and the Natural Trails and Waters Coalition to ban the sale of full-size ATVs for use by children under 16. ATVA Director Doug Morris and AMA/ATVA Legislative Affairs Specialist Royce Wood, representing ATV consumers, have repeatedly urged the commission to reject the petition. The CPSC staff has also urged that the petition be rejected because the panel can't regulate or enforce how consumers use products after purchase. The two members of the CPSC are reportedly sharply divided on whether to ban the sale of full-size ATVs for use by children under 16.

Federal Safety Panel Continues Investigation of ATVs
Oct. 24 – Hal Stratton, chairman of the federal Consumer Product Safety Commission, will hold a public meeting on ATV safety on November 6 in Albuquerque, New Mexico. "We want to hear from New Mexicans and other stakeholders in Arizona, Oklahoma, Texas, Utah and Colorado about how they use their ATVs," Stratton said. "We want to get their perspective on ATV safety issues." The meeting will begin at 9 a.m. in Smith Brasher Hall, 717 University Boulevard, SW (on the corner of University Boulevard and Coal Avenue). Requests to make oral presentations may be made to Lizzy Gary at (301) 504-7884, by e-mail at egary@cpsc.gov , or by fax at (301) 504-0768. Requests to testify received before October 31 will be given first priority. Presenters are asked to provide the text of their presentation by November 3. The full commission held a similar meeting in June in Morgantown, West Virginia, where more than 30 people testified, representing the All-Terrain vehicle Association, American Motorcyclist Association, riders, dealers, training organizations, the medical community, law enforcement officers, and others. At that hearing, ATV opponents made some outrageous suggestions to the commission, suggesting such things as rollbars, seatbelts, governors to limit speed, a 399cc maximum limit on the size of ATV motors, and a ban on kid-sized ATVs of 90cc and less.

GENERAL REGULATIONS and SAFETY INFORMATION
    MINIMUM REQUIREMENTS
    REFERENCE: Idaho State Code, Section 67-7122
  • Equipment
    • Horn (small bicycle horn acceptable)
    • Mirror (small bicycle mirror acceptable)
    • Foot-pegs
    • Helmet on children
    • Shovel
    • Bucket
  • Riding
    • Single file on county roads and trails
    • In accordance with traffic laws and local regulations while in town
  • Proof of Ownership
    • Insurance for unit, OR current registration in another state, OR current title, OR copy of sales slip.
  • License Plate
    • Current license plate in Idaho or some other state
  • If these minimum requirements are not met, the following must be completed to operate an ATV or MOTORBIKE on Public Roads in Shoshone County and Idaho
  • Minimum equipment requirements met
  • Proof of ownership must be in your possession
  • Unit must be inspected either free by a Deputy Sheriff or local police officer, or at a cost of $3.00 by a local DMV department officer. An affidavit of inspection will be supplied to owner.
  • Purchase of an Off Road Sticker available at the DMV office in the Shoshone County Courthouse, Wallace, Mon-Fri 9-5. Cost is $10.00 for the current year.

High Mountain ATV Association is pleased to host a week long series of events for ATV families from July 18 to July 23, 2005. Our week long ATV Jamboree becomes more popular every year. In order to maintain the same high quality experience, we must limit participation this year to the first 300 registrants.
2005 Jamboree The Jamboree sports a week long schedule of Various Level Rides over different types of terrain with several rides daily. The week also includes an optional Overnight Ride and Campout . We usually plan about a 60 mile round trip with overnight camping, where you bring your own camping equipment and lunches, and we supply dinner and breakfast. This year we will also have a Madman event, where you will need a lot of energy and stamina to complete this rigorous day long ride. On all our rides, participants will need to provide their own lunches, unless we are stopping in an area that supports a restaurant as an option. Naturally, such a dining opportunity is also the responsibility of the rider. If riders leaves the ride for any reason, they are no longer considered to be a part of our function.

Farm operators may purchase all-terrain vehicles (ATVs) to haul livestock feed or get to the field but ATVs often serve another purpose: recreation. Since youth are frequently victims of accidents involving the popular multi-wheeled vehicles, it's important that all family members know and follow necessary precautions every time ATVs are used - for work or for play. According to the U.S. Consumer Product Safety Commission, four out of every 10 people treated each year in emergency rooms for ATV injuries are under age 16. In 1993, the Iowa Department of Public Health reported at least 50 injuries (including one fatality and nine hospitalizations) from farm-related ATV accidents. Not included are many accidents unrelated to agriculture. This publication briefly discusses major safety concerns related to ATVs, including the need for protective gear, a pre-ride inspection, and proper operation. Parents also should determine each family member's readiness to operate an ATV based on physical size, coordination, balance, ability to judge distances, willingness to follow rules, and peripheral vision.

Riding an all-terrain vehicle can be a very exciting, exhilarating experience but in the hands of an untrained operator an ATV can also be very dangerous to operate. ATV's handle very differently than other vehicles. Accidents happen very fast, even during routine exercises like turning, riding over obstacles, or riding on hills. The purpose of the Wisconsin ATV Safety Training program is to promote responsible, safe and ethical ATV use. By participating in the program students will obtain a better understanding of their obligations to the resources, the landowner, other ATV users and to themselves.
