FIRST ANNOUNCEMENT and CALL FOR PAPERS
Library and Information Services in Astronomy III (LISA III) "Managing Change Gracefully"
Puerto de la Cruz, Tenerife, Spain, April 21-23, 1998 to be hosted by the Instituto de Astrofisica de Canarias (IAC) CONFERENCE HISTORY: This conference is the third in a series: Library and Information Services in Astronomy I (LISA I) was held at the U.S. Naval Observatory, Washington, USA, in 1988 and was supported by the International Astronomical Union (IAU) as IAU Colloquium 110. LISA II, an IAU Technical Workshop, was held at the European Southern Observatory, Garching, Germany, in 1995. An application for IAU support of LISA III as an IAU Colloquium is pending. AIM OF THE CONFERENCE: Library and information services in astronomy have seen sweeping and monumental changes in the last decade, both in methods of information delivery and the kinds of information being delivered. At the same time, demands for traditional services and the importance of retrieval and archiving of older materials have not abated. Indeed, needs have become more acute as historic materials have become more fragile and preservation techniques have not kept pace with the variety of materials to be preserved. What has not changed is the basic function of the librarian: providing information to users in whatever format by whatever methods necessary. Library and Information Services in Astronomy III will provide an opportunity to examine the current state of the art of information maintenance, delivery, and preservation, as well as to learn from invited experts the directions in which our profession is moving.

SLA Helps Present Teleconference SLA has joined with the American Association of Law Libraries, the American Library Association, the Medical Library Association, and the Association of Research Libraries to sponsor "Safeguarding Our Patrons' Privacy: What Every Librarian Needs To Know About the USA Patriot Act and Related Anti-Terrorism Measures." This teleconference will provide libraries and their governing institutions with an analysis of the implications of the recent anti-terrorism measures, including the USA Patriot Act, the attorney general's guidelines expanding the investigative powers of the FBI, and the Homeland Security Act. Panelists will address the key legal issues and policy implications for libraries as well as the impact of legislative and regulatory proposals on the privacy and First Amendment rights of library users. Panelists will also identify steps that institutions need to take to comply with proper search warrants, subpoenas, and wiretap requests from law enforcement.

The Astronomy On-Line Programme continues to attract many sponsors in various countries. Information is still missing from some regions, so the present list is most likely still quite incomplete. The organisers wish to express their sincere gratitude to all of them! We hope that also they will benefit from the exceptional interest that has been generated in wide circles by Astronomy On-Line and its related activities.
Ministeries
Some National Steering Committees, notably in Denmark, Greece and Sweden, have secured very substantial support from their governments, mainly through the Ministries of Education. For instance, following an application by Knud Jepsen (Member of the EAAE Executive Council) on behalf of the Danish National Steering Committee for Astronomy On-Line, the Danish Ministry of Education, together with the UNI-C company, has decided to provide 150 high schools with free Internet connections during one year, effective immediately. This is a substantial fraction of all high schools in Denmark and this most welcome support will ensure that an exceptional number of these will be able to participate in Astronomy On-Line In Greece, the participation in the National Steering Committee of the Director for Secondary Studies and the circulation of a reference letter from the Ministry has been a great support.

1.         Introduction These guidelines reflect the views of the CVCP and AUT.  The funding agencies wish these guidelines to be available to research staff on contracts funded by them.  The objective of such guidelines is to establish the entitlements of research staff and the employment policy of the institution in relation to such staff.  This document should be read in conjunction with the Code of Practice agreed between the University of Manchester and Manchester Association of University Teachers and the Conditions of Employment for Research Staff issued by the Personnel Office. 
2.         Applying for the research funding All funding applications should be made through the Research and Graduate Support Unit. Research supervisors should take into account total costs of salaries, and increases (incremental and cost of living) and the following factors before applying for funding.

The 2003 Descartes Prize
The IAU has the pleasure to announce that the "European Descartes Prize" was received in 2003 by the group "Nutation" that formed the European part of a joint Working Group of IAU and IUGG called "Non-rigid Earth Nutation Theory". This group was led by Véronique Dehant from Observatoire Royal de Belgique, who currently serves as President of Commission 19 (Rotation of the Earth) belonging to IAU Division I. The Prize was received for the development of a new model of precession and nutation of the Earth that was adopted by the International Astronomical Union (IAU) in 2000 and the International Union of Geodesy and Geophysics (IUGG) in 2003. The Descartes Prize is awarded annually by the European Union for outstanding scientific and technological achievements resulting from European collaborative research in fields ranging from information and computer sciences, geophysics, and life sciences, to engineering, molecular chemistry and materials engineering. In 2003, prize-winners were selected from a short list of eight finalists chosen from among the 230 research teams and 900 scientists that entered competition. The winners were chosen by the "Descartes Grand Jury" including leading personalities from world research and industry. It is remarkable that the "Nutation" group was in the two 2003 winning teams out of this very competitive process and was awarded 300,000 Euros, intended to be used for continuing the collaborative research on this topic. The official quotation for the prize is that "the project breaks new ground in overcoming the difficulties caused by variations in the Earth’s rotation axis, with a new model which will have major concrete applications for European and international satellite systems, such as Galileo". The IAU is very proud that such a prestigious award can have been obtained in the frame of one of its joint IAU/IUGG Working Groups and congratulates the Group and its Chair for this success.
