0. Project resume
The project of the Russian Virtual Observatory (RVO) construction and development has a main goal of providing a convenient direct access to world astronomical data resources for Russian astronomers.
An important reason for construction of the RVO is that Russian astronomy is deprived of almost all observational facilities after the disintegration of the Soviet Union: the majority of southern Soviet observatories turned out to be in other countries - former Soviet republics. The best (and cost effective) solution for Russian astronomy is an integration into the international data grid.
One of other principal goals of the project is to integrate resources of astronomical data accumulated in Russian observatories and institutions, and to provide Russian data to the rest of the world. Scientific Council on Astronomy (Russian Academy of Sciences) strongly endorsed the RVO initiative. The project is included in the list of principal international initiatives of the Russian Academy of Sciences. The RVO project is supported by Section 13 ("Databases and Information Services") of the Scientific Council on Astronomy.

Director of Institute of Theoretical Astronomy of the Russian Academy of Science Date: 27.02.98 Dear Colleagues As you probably know, a reform of science is now in progress in this country. One of its aims, if not the most important, is to reduce the expenditures for science. This task is solved in the way peculiar to the state bureaucracy, that is, by reducing all to the same level, without taking into account the consequences of their actions. One of the probable victims of such policy is the ITA. There are plain evidences that the staff of the

Astronomical Institute is one of the three institutes of the Faculty of Physics and Astronomy of the University of Wroc³aw. The remaining two institutes are: Institute of Experimental Physics and Institute of Theoretical Physics . The Faculty administration and the buidings of both Institutes of Physics are located at 9 Maks Born square. Location Astronomical institute is located in the eastern part of Wroc³aw, in a quarter called Sêpolno, at the environments of the Szczytnicki Park, nearby the ZOO, Hala Ludowa and Olympic Stadium. The current address of the Institute is the following: Astronomical Institute, Wroc³aw University, ul. Kopernika 11, 51-622 Wroc³aw, Poland . Some laboratories, lecture room, library and staff offices are situated in three buildings close to the Kopernika street. There is a dome at the top of the highest, three-storied building (left photo). Actually, the dome contains 20-cm Clark-Repsold refractor. Deeper in the area, the following buildings are located: new workshop with adjacent classrooms, small coronograph dome, and the dome with the vertical circle and transit instrument (both instruments were restored recently). On the premises of the Institute, but close to the Mickiewicza street, there is a building of the Space Science Research Center. The main building of the Astronomical Institute seen from the Kopernika street. Under the dome at the top of the buiding there is a 20-cm Clark-Repsold refractor.

    Summary
Four scientific research institutes located at Northrhine-Westfalia have formed the the Research Association for Interferometry in Northrhein-Westfalia ("NRW Forschungsverbund Astro-Interferometrie"), in order to combine their expertise at this field of research: Goal of this association is the common scientific usage of interferometers covering the radio to infrared wavelength domain, building instrumentation for interferometry and supporting education of physicists and astrophysicists in that general field. The four institutes have joined to found a Research Association in order to strengthen technical expertise, educational efforts, collaborative research and technological developments in radio and optical interferometry. With the backing by the respective universities and the state government, it is anticipated that a significant increase of university, state, and federal funding can further strengthen the sound radioastronomical base of the participating institutes. The four institutes have a long collaboration history in astronomical research and education which makes the Competence Cluster a natural condensation of their joint interests to prepare for the age of interferometry. The strong historical ties are manifest in the joint "DFG Sonderforschungsbereich" (Universities of Cologne and Bonn with the MPIfR), a "DFG Graduiertenkolleg" (Universities of Bonn and Bochum), the joint operation of KOSMA and NANTEN-2 (Universities of Cologne and Bonn), or the development of bolometer array cameras (University of Bochum and MPIfR).

The European Space Information System (ESIS) is a tool that allows the space science community to access catalogued and archived data from geographically distributed archive sites. The system had been based at ESRIN, ESA's establishment in Italy since its inception, but its various components were transferred to several European astronomical institutes in December 1995. They are now being implemented within the institutes' existing archive environments and will provide a basic access infrastructure to future archives. In the year leading up to the transfer, the system was adapted to support the institutes' environments. In order to fulfil all requirements and to establish a tool in which the scientific community can cooperate and access several archive sites, a multi-server/multi-client architecture, based on the World Wide Web, was adopted.
    Introduction
The European Space Information System (ESIS) provides 'homogeneous access to heterogeneously and geographically distributed data archives' in the astronomical and space physics domains. It was initiated in 1987 as a pilot project to support the space science community, but has evolved over the years to adapt to the changing needs and requirements of the community.
